Book Synopsis HS2 and the Environment - HC 1076 by : Great Britain. Parliament. House of Commons. Environmental Audit Committee
Download or read book HS2 and the Environment - HC 1076 written by Great Britain. Parliament. House of Commons. Environmental Audit Committee and published by The Stationery Office. This book was released on 2014 with total page 56 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Government needs to show real commitment to dealing with the impact that HS2 will have on our countryside and wildlife. It is imperative that an infrastructure project on such a large scale implements proper environmental safeguards and ensures that impacts are minimised. That won't happen if HS2 Ltd can avoid implementing safeguards if they consider them to be 'impracticable' or 'unreasonable'. There needs to be a separate ring-fenced budget for these safeguards and for compensation, separate from the rest of the HS2 budget, to prevent the environment being squeezed if HS2 costs grow. The Government's aim of 'no net biodiversity loss' on HS2 is not good enough - it should aim for environmental gains that the Government promised in its white paper on the Natural Environment. In any case, the Government can't demonstrate it will cause no net harm because it has still not surveyed 40% of the land to be used. Ancient woodland should be treated with particular care. HS2 will damage some woodlands, and where that happens, compensation measures should be much higher than the level indicated in the calculation that HS2 Ltd will use. The HS2 Hybrid Bill will be given its second reading on 28 April, after which it will be referred to a dedicated select committee to examine 'petitions' against it. The Committee criticises the procedure's failure to fully address the requirements of EU and national directives on environmental assessments, which it wants to be at least partly rectified in the forthcoming Parliamentary proceedings

Book Synopsis HC 107 - The Centre of Government by : Great Britain. Parliament. House of Commons. Committee of Public Accounts
Download or read book HC 107 - The Centre of Government written by Great Britain. Parliament. House of Commons. Committee of Public Accounts and published by The Stationery Office. This book was released on 2014 with total page 24 pages. Available in PDF, EPUB and Kindle. Book excerpt: A strong and effective centre of government is vital for the effective operation of government as a whole and for ensuring a focus on improved value for money for the taxpayer. However, there is a lack of clarity about the centre's precise role, particularly the respective responsibilities of the Cabinet Office, HM Treasury and the Prime Minister's Office (Number 10), and how they work together as a coherent centre. The centre sometimes intervenes to address issues with high-priority government programmes, but has too often failed to do so effectively or at an early enough stage. In part, this is because the centre does not have a joined-up single view of strategic risks across government, meaning it is often reactive in its response rather than able to anticipate potentially serious problems. There are gaps in key skills at the centre and across departments, such as financial management capability and contracting expertise, which are compounded because government repeatedly fails to learn lessons and share good practice from past experience. The Government announced that the roles of Cabinet Secretary and Head of the Civil Service will be combined, and there will be a new Chief Executive post at the centre of government. Implementing these changes may provide an opportunity to make progress on the role of the centre

Download or read book HC 918 - Scrutiny Reform Follow-Up And Legacy Report written by Great Britain. Parliament. House of Commons. European Scrutiny Committee and published by The Stationery Office. This book was released on 2015 with total page 53 pages. Available in PDF, EPUB and Kindle. Book excerpt: When the Committee published the Scrutiny Reform Report 18 months ago asked the Government to ensure that it responded to the Report within the customary two-month deadline. This did not happen, the Government response was received on the day the House rose for the summer recess, 22 July 2014, eight months after the Report's publication. Moreover, the tone of the Government's response to the key recommendations was overwhelmingly negative and did not sufficiently address our proposals, including those relating to the introduction of a form of national veto and the disapplication of EU law. In this Report the Committee first consider in more detail the background to, possible causes of and the implications of the Government's failure to schedule EU document debates, before turning to some of the other outstanding issues covered in the Scrutiny Reform Report, in particular papers deposit, limitâ documents, and the coverage of EU scrutiny and wider EU issues by the BBC. The Committee also sets out some outstanding scrutiny issues which the successor Committee may wish to consider, in particular scrutiny of the proposed EU-US Transatlantic Trade and Investment Partnership.

Book Synopsis HC 1189 - Budget 2014 by : Great Britain: Parliament: House of Commons: Treasury Committee
Download or read book HC 1189 - Budget 2014 written by Great Britain: Parliament: House of Commons: Treasury Committee and published by The Stationery Office. This book was released on 2014-05-09 with total page 126 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this report the Treasury Committee makes recommendations on pensions, savings, HMRC debt recovery powers and housing. The greater flexibility and choice provided by the proposed pension reforms is welcomed. The 'guidance guarantee' is an important part of making sure that consumers benefit from increased choice. It should be measured against a set of recommended principles to ensure its effectiveness. The pensions reforms are also likely to lead to financial innovation. Following the financial crisis, and the mis-selling scandals, the reputation of the industry is under scrutiny. With regard to savings - double taxation has long been a deterrent to some forms of saving. With the enhanced flexibility for those saving there may now be scope in the long term for bringing the tax treatment of savings and pensions together to create a 'single savings' vehicle. The proposal to grant the power to HMRC to take money directly from people's bank accounts is extremely concerning. Exceptional powers such as this require prior independent oversight. With regard to housing, the Help to Buy scheme, at least in the short-to-medium term, could raise house prices. There is also the risk that withdrawal of Help to Buy may have a distorting effect on the housing market. The need to address these difficulties places a particular responsibility on the FPC, as well as the Government, for detecting and addressing the financial stability risks arising from the housing market. There are also reservations about any extension of retrospection in the tax system. Retrospection should be considered only in wholly exceptional circumstances
Book Synopsis Subnational Parliaments in the EU Multi-Level Parliamentary System by : Gabriele Abels
Download or read book Subnational Parliaments in the EU Multi-Level Parliamentary System written by Gabriele Abels and published by StudienVerlag. This book was released on 2016-01-11 with total page 311 pages. Available in PDF, EPUB and Kindle. Book excerpt: SUBNATIONAL OR REGIONAL PARLIAMENTS with legislative competences are increasingly active in EU affairs and are recognized as POTENTIAL ACTORS IN THE EU'S MULTI-LEVEL SYSTEM BY EU LAW. However, studies on the territorial effects of European integration and on the Europeanization of parliaments as well as parliamentarism have so far disregarded this group of parliaments. In the existing theoretical concepts of 'multi-level parliamentarism' subnational parliaments do not have a place until now. The book addresses this theoretical and empirical gap. Referring TO STUDIES ON PARLIAMENTARISM, FEDERALISM, AND EUROPEANIZATION the contributions discuss how to include subnational parliaments in the existing research. A total of 74 subnational parliaments from eight member states is affected by the new system, which allows them to participate in the so-called Early Warning Mechanism of subsidiarity control. The situation in six EU member states is analyzed in detail. The country chapters illustrate and analyze how subnational parliaments in the federal member states (Austria, Belgium, Germany) and in the decentralized/devolved ones (Great Britain, Italy, Spain) functionally adapt to the new opportunity structure and discuss the repercussions on legislative-executive relations as well as on interparliamentary relations. With contributions from Gabriele Abels; Katrin Auel and Martin Große Hüttman; Peter Bursens, Frederic Maes and Matthias Vileyn; Peter Bußjäger; Josep-María Castellà Andreu and Mario Kölling; Ben Crum, Annegret Eppler; John Erik Fossum; Anna-Lena Högenauer; Sabine Kropp; Robert Ladrech; Erik Miklin; Matteo Nicolini; Werner J. Patzelt; Tapio Raunio; Werner Reutter; Gerhard Stahl and Bert Kuby; Gracia Vara Arribas.
