Book excerpt: This book critiques the conceptualization of security found in mainstream and critical theoretical debates, and applies this to the empirical case of the 2003 Iraq War. The Iraq War represents one of the most puzzling, complex, and controversial events in the post-Cold War era. The manner in which the Bush administration finally decided to hold Saddam Hussein accountable through military intervention provoked a worldwide outcry due to the narratives they constructed to justify the "pre-emptive use of force" and "enhanced interrogation techniques." Responding to constructivist and post-structuralist scholars' calls for a turn to discourse, and aligning its argument with critical security studies, particularly the Copenhagen School (CS), this book conceptualizes language as a pivotal mechanism of power. Adopting a Wittgensteinian approach, it moves away from thinking about the nexus between security and language from a single action, or speech act, to a series of actions or interactions. To illustrate this new approach, the author examines two cases in particular: the UN inspectors' finding that there was no credible evidence that Iraq possessed weapons of mass destruction (WMD) in early 2003 and the Abu Ghraib scandal in 2004. Both events show that the boundaries and relations between securitized rules and environments are not pre-given but produced in a particular language game. This book will be of much interest to students of critical security studies, US foreign policy, and IR in general.

Book excerpt: Support for continuing operations in Afghanistan and for antiterrorism has been the driving force for the strengthening of American security cooperation with Central Asia. This monograph 1) explores the military rationale for U.S. security interests in Central Asia; 2) examines the impact of the Iraq war on the sustainability of U.S. forward basing in Central Asia; 3) evaluates the broader consequences for U.S. foreign policy of an American military presence in Central Asia; and 4) assesses the implications for the U.S. Army. The U.S.-led war in Iraq has introduced new complications into security cooperation between the United States and Central Asia and revealed inconsistencies in the U.S. approach to regional security. The increased U.S. security focus on the region has led other regional powers--especially Russia, China, and India--to compete for influence there more overtly, and a continued American military presence is likely to create tensions in Russian-American relations in particular. Central Asian leaders concerned about the implications of the U.S. interest in "regime change" for their own rule, now have an added incentive to overstate terrorist threats facing their countries, while justifying the persecution of any political opposition and peaceful religious activity. By highlighting antiterrorism in U.S. security cooperation with Central Asia, the United States addresses a symptom, rather than the causes of regional security; thus it is pursuing a counterproductive strategy, contributing to the radicalization of political opposition movements and discrediting both democratization and the U.S. commitment to it. Instead, the United States should do more to address the underlying human security problems in the region, which increase its vulnerability to terrorist movements. To this end, the U.S. Army should contribute to humanitarian demining efforts and expand training in drug interdiction there.

The responses of democratic states throughout the world to the September 2001 terrorist attacks have varied greatly. This book analyses the various factors that had an impact on decisions on the use of force by governments of liberal democratic states. It seeks to explain differences in the security policies and practices of Australia, Canada, France, Germany and the UK regarding the war in Afghanistan, domestic counterterrorism measures and the Iraq War. To this end, the book combines the concepts of strategic culture and securitisation into a theoretical model that disentangles the individual structural and agential causes of the use of force by the state and sequentially analyses the impact of each causal component on the other. It argues that the norms of a strategic culture shape securitisation processes of different expressions, which then bring about distinct modes of the use of force in individual security policy decisions. While governments can also deviate from the constraints of a strategic culture, this is likely to encounter a strong reaction from large parts of the population which in turn can lead to a long-term change in strategic culture. This book will be of much interest to students of strategic culture, securitisation, European politics, security studies and IR in general.
