Book excerpt: This report encompasses a situational analysis which was carried out in seven research sites in Botswana: Palapye, Letlhakeng, Kanye, Mahalapye, Molepolole, Serowe and Maun. Information was collected from orphans and vulnerable children (OVC), their caregivers, community members, community-based organisations (CBOs), government officials and community leaders; as well as members of non-governmental organisations (NGOs) and faith-based organisations (FBOs). The objectives of the study as outlined in this report, are to improve the living conditions of orphans and vulnerable children; to support households and families to cope with the increasing burden of care for affected and vulnerable children; to strengthen community-based support systems under which vulnerable children exist; and to build community-based systems for sustaining care and support to vulnerable children and their families. In 2002, the Human Sciences Research Council (HSRC) was commissioned by the WK Kellogg Foundation to develop and implement a five-year intervention project focusing on orphans and vulnerable children (OVC) in southern Africa. In collaboration with several partner organisations, the project currently focuses on how children, families and communities in Botswana, South Africa and Zimbabwe are coping with the impact of HIV/AIDS. The aim of the project is to develop models of best practice so as to enhance and improve support structures for OVC in the southern African region as a whole.

Book excerpt: In 2011 there were an estimated 3.9 million orphaned children in South Africa, many of them orphaned by HIV/AIDS. These children are at high risk for developing psychosocial and mental health problems. The National Strategy for the care of orphans and other vulnerable children (OVCs) recognizes the importance of psychosocial support but there are few specific guidelines on best practice and little research on the effectiveness of psychosocial support programs. There is even less research capturing the perspectives of front-line staff and caregivers. This master's thesis project conducted a case study of an NGO that provides foster care for OVCs in the Western Cape of South Africa. Semi-structured interviews were carried out with 14 foster mothers, four social workers and one administrator of the HomeFromHome organization. Interviews explored the experiences, opinions and concerns of participants regarding psychosocial support and the respondents' views on the (1) main challenges they face in providing psychosocial support (2) what they see as the most effective forms of support and (3) their recommendations for policy changes. Responses highlighted the psychosocial challenges faced by OVCs, those caring for children, and program staff. The research findings support the existing literature, which promotes psychosocial support as essential for orphaned, and vulnerable children. This case study found that HomeFromHome social workers, foster mothers and administration want increased levels of psychosocial support for both children and caregivers. Respondents identified foster mothers and a primary loving caregiver as the most significant form and source of psychosocial support for the children. An analysis of the participant responses identified several areas that warrant further investigation for future policy and program development. These include: the different forms of alternative childcare, the role of the community and the church, the gap between policy and implementation, gendered issues, the aging out process, and issues concerning biological families.

Book excerpt: There is widespread recognition of the urgency of addressing the problem of orphans and vulnerable children within the context of the HIV/AIDS epidemic, especially in sub-Saharan Africa. Many countries in collaboration with development agencies and non-governmental organizations have outlined policy guidelines and identified models of intervention. As a result, a considerable number of programs targeting OVC have been implemented in the past few years. However, there are very few which have been evaluated in order to establish sustainable best practice models, which can confidently be recommended for replication and scaling up to meet the rapidly growing need with regard to OVC. This study, therefore, tried to assess the status of the OVC support and its outcome and the findings will inform program managers to identify sustainable model that would improve the lives of OVC. The impact assessment report showed us the program is crucial for sustainable community based orphan support.

Book excerpt: This report describes the substance of the various interventions implemented by the HSRC and its donor partners in Botswana, South Africa and Zimbabwe, as part of the research-driven, multi-country and multi-site intervention project on orphans and vulnerable children (OVC), funded by the WK Kellogg Foundation. The report provides information on what is happening on the ground and also the basic data required to develop 'models of best practice'. It is organised according to the project's four focus areas: home-based, child-centred development programmes; family and household support programmes; strengthening of community-support systems and HIV/AIDS awareness, advocacy and policy programmes, reported by country. The main purpose of the OVC project is to develop 'models of best practice' that will facilitate the development of community-driven strategies for responding to the increasing burden of OVC in Africa.

Book excerpt: The voices of orphans and other vulnerable children and young people and of their carers and professional development workers are documented and analysed to both criticise the inadequacies of current social development work and to create a new, alternative theory and practice of project management in Zimbabwe and southern Africa. This is the first extensive and intensive empirical study of Zimbabwean orphans and other vulnerable children and young people. Chronically poor children and their carers can be corrupted or silenced by management systems which fail to recognise their basic human needs. Resilience in the face of such adversity is celebrated by the dominant project management ideology and practice but is a major barrier to achieve genuine sustainable improvements in the lives of vulnerable children. We propose a new person-centred project management approach aimed at delivering comprehensive services for orphans, which explicitly recognises the needs of orphans and other poor children to be fully socially, politically and economically included within their communities and which avoids the reinforcement of power based inequalities and their unacceptable consequences. The moral bankruptcy of much social development work in Zimbabwe and elsewhere in Southern Africa is described and we delineate an alternative project management policy and practice.

Book excerpt: The note is based on the "Social Protection of Africa's Orphans and vulnerable children" study, which looks at HIV/AIDS, and the violent conflicts that are giving rise to a massive generation of orphans in Sub-Saharan Africa. The region currently has about 12 million orphans, most under the age of fifteen. Coping with the risks, and consequences of orphan-hood, poses immense problems: resources are limited, communities are being overwhelmed, and the realization of international development goals is being threatened. Yet, the contours of public action are unclear due to limited knowledge of the problem's magnitude, and a lack of clarity on the effectiveness of interventions. While the impact of the epidemic is felt throughout communities, the focus of the study is limited to the analysis of the implications of the growing numbers of vulnerable children for Africa's future human development. The study pulls together the existing information on orphans, and vulnerable children, traces the sources, and extent of their vulnerability, examines the prevailing community responses, and, argues the case for concerted public actions. It also reviews the ongoing interventions, and delineates some examples of good practices. Hopefully, enhanced policy-making capacities will offer effective social protection to these groups in Sub-Saharan Africa.

Book excerpt: Estimates the number of children orphaned in sub-Saharan Africa, as well as current research on the impact of AIDS and orphaning. Information about orphans in the region has increased significantly in recent years and research has become more rigorous. And, while information on other vulnerable children in the region lags far behind, the situation of some well-defined groups, such as children living with chronically ill parents, is now being studied more systematically. This report is meant to shed light on the circumstances of children affected by the AIDS epidemic and to encourage action.--Introduction.

Book excerpt: The existence of orphans is as inevitable to most African cities and the world as it is death. These orphans are caused by the death of one or both parents due to various reasons, including the scourge of HIV and AIDS. Being orphans, most of them are vulnerable to difficult lives because they have nobody to fend for them and take care of their lives. They lack adequate food, living expenses, school fees, and care since their current guardians are also in adverse economic situations. In such situations, orphans end up living a life of hopelessness and trauma, which makes them deeply remember their dead parents and the care they received from them before death. Following the vulnerable situation of most orphans, this book, through a study done in the Tanzanian context, challenges churches to extend their counseling and caring ministries to Orphans and Vulnerable Children (OVC). It purports that the use of narrative approach is the most effective way to enter into the world of vulnerable children in order to provide pastoral counseling to them. This approach helps pastoral counselors to use life stories, proverbs, biblical narratives, plays, arts, songs, riddles, poems, symbols, and images as healing and coping mechanisms for OVC. Therefore, this book is helpful not only to churches and their ministry to orphans and vulnerable children, but also to those who care for orphans in their homes. Moreover, it will be helpful to children who live in adverse conditions worldwide to find ways to cope with their situations through the stories of children used inside this book.

Book excerpt: This book examines the lives of children and young adults living in residential care systems in Zimbabwe and their unique conceptualization of family. While the importance of family for the development and wellbeing of children can't be overemphasized, the questions of what and who counts as family to orphans and vulnerable children (OVCs) are under-researched. Gwenzi brings a social constructionist approach to study OVCs in institutional care as well as living with their families in Zimbabwe, finding that they do not have a single definition of family and that they use diverse characteristics to describe what family means to them. With the data suggesting a need for belonging, continuity of relationships, protection, and trust, this study makes recommendations for policy and practice with youth in alternative care in sub-Saharan Africa.
