Book excerpt: This volume of 23 essays on diverse aspects of the complex and challenging concept of "decent work" has its inception in the "Impulses of Salzburg 2009". Questions of decent work and decent unemployment have become especially salient in times of an economic and financial crisis. The establishment of decent working conditions and decent unemployment provisions - a complex matter of securing the right ethical mix of security and incentives - are perceived as major challenges not only for developing and undeveloped countries, which still don't have stable economies and where the rate of poverty and corruption is still high, but also for "developed" societies themselves.

Available in PDF, EPUB and Kindle. Book excerpt: In this monumental book, sociologist Robert Castel reconstructs the history of what he calls "the social question," or the ways in which both labor and social welfare have been organized from the Middle Ages onward to contemporary industrial society. Throughout, the author identifies two constants bearing directly on the question of who is entitled to relief and who can be excluded: the degree of embeddedness in any given community and the ability to work. Along this dual axis the author locates virtually the entire history of social welfare in early-modern and contemporary Europe. This work is a systematic defense of the meaningfulness of the category of "the social," written in the tradition of Foucault, Durkheim, and Marx. Castel imaginatively builds on Durkheim's insight into the essentially social basis of work and welfare. Castel populates his sociological framework with vivid characterizations of the transient lives of the "disaffiliated": those colorful itinerants whose very existence proved such a threat to the social fabric of early-modern Europe. Not surprisingly, he discovers that the cruel and punitive measures often directed against these marginal figures are deeply implicated in the techniques and institutions of power and social control. The author also treats the flipside of the problem of social assistance: namely, matters of work and wage-labor. Castel brilliantly reveals how the seemingly objective line of demarcation between able-bodied beggars those who are capable of work but who chose not to do so and those who are truly disabled becomes stretched in modernity to make room for the category of the "working poor." It is the novel crisis posed by those masses of population who are unable to maintain themselves by their labor alone that most deeply challenges modern societies and forges recognizably modern policies of social assistance. The author's gloss on the social question also offers us valuable perspectives on contempo

Book excerpt: Managing skills is at the core of Human Resources Management. Based on previous literature and realized with researchers from Magellan, the Research Center in Management of iaeLyon, Skills Management examines how skills can be analyzed at the individual and collective levels, and investigates the focus on different types of skills – including technical, soft, learning, leadership and emotional skills. The book examines how skills management is applied in various contexts and for various populations, cultures and profiles, with examples ranging from middle managers having to develop organizational skills in a changing environment, to engineers having to develop soft skills beyond their technical skills; from police officers developing emotional skills, to the new skills that are needed when a hospital introduces a new approach to shared leadership. In the concluding chapter, this book also investigates how it is sometimes difficult to focus on skills development when organization needs are focused on flexibility.

How can minimum standards designed to protect labor rights be implemented in a world in which national labor law is more and more at the mercy of international forces beyond its control? The contributors to this volume argue that international agreements and institutions are of central importance if labor rights are to be protected in a globalized economy, exploring some of the options that are open to governments, civil society, and the labor movement in the years ahead.

Available in PDF, EPUB and Kindle. Book excerpt: This volume analyzes sustainability-related innovations in the building sector and discusses how regional contexts articulate transition trajectories toward green building. It presents ‘biographies’ of drivers and processes of green building innovation in four case studies: Brisbane (AUS), Freiburg (GER), Luxembourg (LU), and Vancouver (CA). Two of them are relatively well known for their initiatives to mitigate climate change – particularly in the building sector, whereas the other two have only recently become more active in promoting green building. The volume places emphasis on development paths, learning processes, and innovations. The focus of the case studies is not restricted to purely technological aspects but also integrates regulatory, procedural, institutional, and other processes and routines and their influence on the variations of the building sector. The diversity of the selected case studies offers the reader the opportunity to gain a thorough understanding of how sustainability developments have unfolded in different city regions. Case study-specific catalogues of transition paths provide insights to inform policy debates and planning processes. The catalogues identify crucial innovations (technological, regulatory, etc.) and explain the factors and circumstances that have led to their success and broader acceptance in Freiburg, Vancouver, Luxembourg, and Brisbane. With the help of a number of micro case studies within each of the four city regions, the case studies also offer ground for comparison and identification of differences. The book represents the outcome of the GreenRegio project, which stands for ‘Green building in regional strategies for sustainability: multi-actor governance and innovative building technologies in Europe, Australia, and Canada.’ GreenRegio was a 3-year CORE-INTER research project funded by the National Research Fund Luxembourg (FNR) and the German Research Foundation (DFG).

Book excerpt: Doing Business in 2005: Obstacles to Growth is the second in a series of annual reports investigating the scope and manner of regulations that enhance business activity and those that constrain it. New quantitative indicators on business regulations and their enforcement can be compared across more than 130 countries, and over time. The indicators are used to analyze economic outcomes and identify what reforms have worked, where and why. Topics in Doing Business in 2005 include: Licensing and Inspections: Having registered a business, now what? In most countries, firms face a myriad of sector specific licenses as well as inspections to enforce compliance. The Doing Business database constructs two sets of indicators on the regulation of operations. One measures the steps, time and costs of complying with licensing and permit requirements for ongoing. The other assesses the enforcement of regulations through two of the most common types of inspections-labor and tax. Registering Property: Property registries were first developed to help raise tax revenue. What was good for the tax authorities has since proven to be good for strengthening property rights-the registries strengthen incentives to invest, facilitate trade, and expand access to credit. New indicators cover the steps, time and cost to register property. Measures of the legal provisions that strengthen property rights and the efficiency of property registries are also developed. Protecting Investors: Corporate governance issues are often thought to affect only publicly listed companies in developed countries. In fact, corporate governance is relevant for every large privately held company that has more than one owner. New indicators examine several possible types of shareholder expropriation, including related-party transactions, guarantees and loans to company managers and directors, mergers and acquisitions, disclosure of ownership information, and treatment of conflicts of interest. Including a new emphasis on gender, Doing Business not only provides insights into business constraints throughout the world but highlights particular barriers faced by women. Doing Business is a comprehensive resource that no investor, economic adviser, business developer, or economic policymaker should be without.

It examines the fact that individuals use rules and interdependencies to forward their own interests, while living in social environments where everyone does the same. The authors argue that to construct durable organizations and viable markets, they need to be able to handle both. However, thus far, economists and sociologists have not been able to reconcile the relationship between these two types of constrains on economic activity." -- BOOK JACKET.
