Available in PDF, EPUB and Kindle. Book excerpt: "Higher education in Latin America and the Caribbean has expanded dramatically in the past 15 years, as the average gross enrollment rate has more than doubled, and many new institutions and programs have been opened. Although higher education access has become more equitable, and higher education supply has become more varied, many of the 'new' students in the system are, on average, less academically ready than are their more advantaged counterparts. Furthermore, only half of higher education students, on average, complete their degree, and labor market returns to higher education vary greatly across institutions and programs. Thus, higher education is at a crossroads today. Given the region's urgency to raise productivity in a low-growth, fiscally constrained environment, going past this crossroads requires the formation of skilled human capital fast and efficiently. 'At a Crossroads: Higher Education in Latin America and the Caribbean' contributes to the discussion by studying quality, variety, and equity of higher education in Latin America and the Caribbean. The book presents comprehensive evidence on the recent higher education expansion and evolution of higher education labor market returns. Using novel data and state-of-the-art methods, it studies demand and supply drivers of the recent expansion. It investigates the behavior of institutions and students and explores the unintended consequences of large-scale higher education policies. Framing the analysis are the singular characteristics of the higher education market and the market segmentation induced by the variety of students and institutions in the system. At this crossroads, a role emerges for incentives, information, accountability, and choice."

Book excerpt: This book provides the readers with a map of the higher education systems and strategic management trends in the higher education institutions within countries of the Ibero-America region. The key feature of this volume is the presentation of a conceptual framework as a point of reference for the development of university management systems in a specific context. Furthermore, the book provides an overview of the development of higher education in Latin America and the Caribbean, to advance understanding of the changes observed in the institutional strategic management setting. The book examines and compares the types of strategic management processes used, as well as the models of applicability of strategy-making. This analysis is done by cutting through a critical review of the processes and systems of university management used in the various analysed countries, and pays special attention to the actors involved, the processes, the reporting systems, the expectations and the limitations. Additionally, the book introduces a methodology for the identification and implementation of best practice in university strategic management, and presents practical suggestions about the ways in which processes and models can be used to increase quality and competitive advantage.

It argues that the region's infrastructure has suffered from public retrenchment and unrealistic expectations about private involvement. Poor infrastructure now hampers productivity, growth, and poverty reduction. Addressing this requires more and better spending, and acceptance that governments remain central to infrastructure provision and supervision, although the private sector still has an important role to play.

Book excerpt: This book aims to deepen the discussion about the goals envisioned, the roles undertaken and constraints found in higher education institutions both in Europe and Latin America in current times. This book addresses the controversies and challenges regarding globalising ideologies, policies, and practices at place. It questions leading concepts, epistemological axioms and sweeping transnational policies which are shaking core principles, traditional routines and local commitments of European and Latin American higher education institutions. It focuses on the motivations and consequences of transnational networking in academic life, on the impacts of the Bologna process, both its vision and implementation in higher education in Europe and its exportation to Latin America. This book also examines the defi nitions, translations and implications of concepts such as equality and difference, equity and solidarity, governance and citizenship and their signifi cance in organizational, geographical and global contexts of contemporary higher education both in Europe and Latin America.

Available in PDF, EPUB and Kindle. Book excerpt: Undoubtedly the most important development in higher education in recent years has been the seemingly inexorable expansion of national systems. In a comparatively short time period many countries have moved from an elite to a mass model. Furthermore, expansion has invariably changed the whole experience of higher education for all the interested parties from, presidents, rectors and vice-chancellors to first-term undergraduates. Structuring Mass Higher Education examines the impact of this change upon the existing national structures of higher education. It also defines and highlights what makes an ‘elite’ university – something which institutions must strive for in order to gain their position as global players. With case studies and contributions from a wide range of international authors, the book explores questions such as: Do higher education institutions retain a national significance, even though the vestiges of an international reputation have long faded? Has expansion undermined the quality of higher education because governments sought to expand "on the cheap"? Is the elite institutional response to mass higher education perceived as a threat to be responded to with purposeful action that sustains their elite status? Does the emergence of the international league tables pose a challenge to those responsible for governing elite institutions? These are critical issues with which both policy-makers and institutional leaders will have to grapple over the next ten years, making Structuring Mass Higher Education a timely, relevant, and much needed text. It will appeal to policy makers and practitioners within higher education as well as student and scholars worldwide.
