Book excerpt: This report provides estimates of investment costs, both public and private, required to eliminate chronic dietary energy deficits, or to achieve zero hunger by 2030. This target is consistent with achieving both the Sustainable Development Goal 2, to eliminate hunger by 2030, and the Sustainable Development Goal 1, to eradicate poverty. The report adopts a reference “baseline” scenario, reflecting a “business-as-usual” situation, to estimate the additional investment requirements. In this scenario, around 650 million people will still suffer from hunger in 2030. The investment requirements to eliminate hunger by 2030 are then estimated. Hunger is eliminated through a combination of social protection and targeted “pro-poor “ investments. The first component aims to bring the poor immediately above the extreme poverty line through social protection by a “transfer to cover the poverty gap” (PGT) The second component involves additional investment required to stimulate and to sustain higher pro-poor growth of incomes and employment than in the business-as-usual scenario. This would, in turn, reduce the need for social protection to cover the PGT. The analysis is complemented by looking at alternative ways to achieve zero hunger by 2030.

While global hunger, measured by the prevalence of undernourishment, had been on the decline, the absolute number of hungry people remained very high. In response, heads of states at the G7 Summit in Elmau in 2015 committed to lift 500 million people out of hunger and malnutrition by 2030 as part of a broader effort undertaken with partner countries to support the 2030 Agenda for Sustainable Development, i.e. Sustainable Development Goal (SDG 2) to end hunger and malnutrition by 2030. Nevertheless, the number of undernourished people in the world kept rising, from 653 million people in 2015 to 690 million people in 2019, highlighting the challenge of achieving the goal of Zero Hunger and malnutrition by 2030. This study reviews the food security situation and change therein in light of recent developments, including COVID-19. It also analyses to which extent G7 countries responded to the challenge and their commitment in terms of development assistance and outlines promising investment opportunities to meet the 2030 targets.

The number of people worldwide who live in settings where conflict and violence are a daily occurrence is increasing. By 2030, it is estimated that more than half of all people living in poverty will be found in countries affected by high levels of violence. These conflict dynamics have a negative impact on households’ food security. Agriculture, natural resources, food security and nutrition can be sources of peace or conflict, crisis or recovery, tragedy or healing. Underpinning this is ensuring that the Organization’s projects and interventions are conflict-sensitive so that all stakeholders understand the dynamics of the diverse contexts in which FAO works. Especially in fragile and conflict-affected contexts, we need to make sure that our work avoids contributing to divisions, disputes and violent conflict, and does no harm. All that we do – both by ourselves and through partnerships – should follow this approach. We can also identify where FAO can positively contribute to social cohesion and peace – and these efforts must be rooted in robust theories of change. FAO is placing increasing emphasis on ensuring that our interventions make a positive contribution to peace – an objective shared across the United Nations system, and increasingly a requirement of our partners and donors. The focus of this how-to guide is to elaborate the pathways through which the Organization can optimize deliberate contributions to peace, and inform the design, adaptation and impact measurement of its interventions. In recent years, FAO has developed corporate tools, guidance and training on conflict sensitivity and context analysis. Operationalizing pathways to sustaining peace in the context of Agenda 2030 – A how-to guide is another crucial document in that series, developed through collaboration between the FAO Conflict and Peace Unit and Interpeace in the context of a wider partnership between the two Organizations. Following broad consultation across the Organization, this document provides operational guidance and inspiration to FAO project and technical staff on how our work can enhance FAO’s contributions to peace – and how to measure those contributions. Therefore, there is an increasing need to search for integrated solutions to make development more sustainable. The United Nations has acknowledged the problem and approved the “2030 Agenda for Sustainable Development”. On 1st January 2016, the 17 Sustainable Development Goals (SDGs) of the Agenda officially came into force. These goals cover the three dimensions of sustainable development: economic growth, social inclusion and environmental protection. The Encyclopedia of the UN Sustainable Development Goals comprehensively addresses the SDGs in an integrated way. It encompasses 17 volumes, each devoted to one of the 17 SDGs. This volume addresses SDG 2, namely "End hunger, achieve food security and improved nutrition and promote sustainable agriculture" and contains the description of a range of related terms, to allow for a better understanding and foster knowledge. Our planet produces enough food to feed everyone. Malnutrition and hunger are the result of inappropriate food production processes, bad governance and injustice. SDG 2 seeks to guarantee quality and nutritious food to ensure healthy life by adopting a holistic approach that involves various actions targeting different actors, technologies, policies and programs. These initiatives have to face challenges coming from extensive environmental degradation, loss of biodiversity and the interrelated effects of climate change.
