While global hunger, measured by the prevalence of undernourishment, had been on the decline, the absolute number of hungry people remained very high. In response, heads of states at the G7 Summit in Elmau in 2015 committed to lift 500 million people out of hunger and malnutrition by 2030 as part of a broader effort undertaken with partner countries to support the 2030 Agenda for Sustainable Development, i.e. Sustainable Development Goal (SDG 2) to end hunger and malnutrition by 2030. Nevertheless, the number of undernourished people in the world kept rising, from 653 million people in 2015 to 690 million people in 2019, highlighting the challenge of achieving the goal of Zero Hunger and malnutrition by 2030. This study reviews the food security situation and change therein in light of recent developments, including COVID-19. It also analyses to which extent G7 countries responded to the challenge and their commitment in terms of development assistance and outlines promising investment opportunities to meet the 2030 targets.

Book excerpt: Achieving Sustainable Development Goal 2 (SDG 2), Zero Hunger, by 2030 is in jeopardy due to slowing and unequal economic growth, climate shocks, the COVID-19 pandemic, conflict, lackluster efforts toward investing in food system sustainability and agricultural productivity growth, and persistent barriers to open food trade. Nevertheless, numerous commitments to achieving SDG 2 have been repeatedly expressed by Heads of State and Ministers at diverse global meetings since the SDGs became a focus in 2015. To identify the intensity and degree of convergence of commitments that national governments have collectively made to realizing SDG 2, this paper provides a qualitative assessment of statements from more than 68 global meetings and 107 intergovernmental commitment documents since 2015. Analyzing these commitments against seven critical factors necessary for impact at scale, we find that stated intentions to solve the global food security and hunger challenge have become more pronounced at global meetings over time, especially in the wake of the crises. However, the intent to act is not consistently matched by commitments to specific actions that could help accelerate reductions in hunger. For instance, while increased financing is often recognized as a priority to reach SDG 2, few commitments in global fora relate to detailed costing of required investments. Similarly, many commitment statements lack specificity regarding what and how policy interventions should be scaled up for greater action on SDG 2 or the ways to enhance different stakeholders’ capacities to implement them. While horizontal coherence was mentioned across most global fora, it was only present in about half of the commitment statements, with even less recognition of the necessity for vertical coherence from global to local levels. Despite global acknowledgement of the importance of accountability and monitoring, usually by way of progress reports, we find few consequences for governments that do not act on commitments made in global fora. We discuss the implications of these findings and offer recommendations for how to strengthen the commitment-making process to help accelerate actions that can reduce food insecurity and hunger and augment the legitimacy of global meetings. This work can inform the policy advocacy community focused on SDG 2 and those engaged in catalyzing and supporting intergovernmental action on other SDGs. Our findings reiterate the importance of attention to global governance and the political economy of global meetings—which is necessary to strengthen our focus on delivering outcomes that put the world on a path that brings the solution to the problems of global hunger and food insecurity within reach.

In particular, newly accessible data enabled the revision of the entire series of undernourishment estimates for China back to 2000, resulting in a substantial downward shift of the series of the number of undernourished in the world. Nevertheless, the revision confirms the trend reported in past editions: the number of people affected by hunger globally has been slowly on the rise since 2014. The report also shows that the burden of malnutrition in all its forms continues to be a challenge. There has been some progress for child stunting, low birthweight and exclusive breastfeeding, but at a pace that is still too slow. Childhood overweight is not improving and adult obesity is on the rise in all regions. The report complements the usual assessment of food security and nutrition with projections of what the world may look like in 2030, if trends of the last decade continue. Projections show that the world is not on track to achieve Zero Hunger by 2030 and, despite some progress, most indicators are also not on track to meet global nutrition targets. The food security and nutritional status of the most vulnerable population groups is likely to deteriorate further due to the health and socio economic impacts of the COVID-19 pandemic. The report puts a spotlight on diet quality as a critical link between food security and nutrition. Meeting SDG 2 targets will only be possible if people have enough food to eat and if what they are eating is nutritious and affordable. The report also introduces new analysis of the cost and affordability of healthy diets around the world, by region and in different development contexts. It presents valuations of the health and climate-change costs associated with current food consumption patterns, as well as the potential cost savings if food consumption patterns were to shift towards healthy diets that include sustainability considerations. The report then concludes with a discussion of the policies and strategies to transform food systems to ensure affordable healthy diets, as part of the required efforts to end both hunger and all forms of malnutrition.

Despite growing interest, there has been little systematic evaluation of the incentives–adoption–outcome chain—that is, which incentives best promote adoption and which lead to desired sustainability outcomes. This brief presents the results of a literature review that examined (1) uptake agricultural practices under three kinds of incentives, market and nonmarket, regulations, and cross-compliance, and (2) the impact on productivity, profitability, and environmental sustainability. Based on this review, it offers a set of seven tested principles to follow in designing and implementing incentives for sustainable agriculture.

From a synthesized understanding of this knowledge, updates and additional analyses are generated to create a holistic view of the combined effects of these drivers, both on each other and on food systems, and how they negatively affect food security and nutrition around the world. In turn, the evidence informs an in-depth look at how to move from silo solutions to integrated food systems solutions. In this regard, the report proposes transformative pathways that specifically address the challenges posed by the major drivers, also highlighting the types of policy and investment portfolios required to transform food systems for food security, improved nutrition, and affordable healthy diets for all. The report observes that, while the pandemic has caused major setbacks, there is much to be learned from the vulnerabilities and inequalities it has laid bare. Book excerpt: The 2016 Global Hunger Index (GHI) presents a multidimensional measure of national, regional, and global hunger, focusing on how the world can get to Zero Hunger by 2030. The developing world has made substantial progress in reducing hunger since 2000. The 2016 GHI shows that the level of hunger in developing countries as a group has fallen by 29 percent. Yet this progress has been uneven, and great disparities in hunger continue to exist at the regional, national, and subnational levels. Levels of hunger are still serious or alarming in 50 countries. The highest hunger levels are still found in Africa south of the Sahara and South Asia. Although GHI scores for these two regions have declined over time, the current levels remain close to the alarming category. Africa south of the Sahara has achieved the largest absolute improvement since 2000 and South Asia has also seen a sizable reduction—but the decline in hunger must accelerate in these regions if the world is to achieve Zero Hunger by 2030. The 2016 report, with an essay from United Nations Special Adviser David Nabarro, hails the new paradigm of international development proposed in the United Nations’ 2030 Agenda for Sustainable Development, which envisages Zero Hunger by 2030, as one goal among 17, in a holistic, integrated, and transformative plan for the world. To get to Zero Hunger while leaving no one behind, the 2016 GHI highlights the importance of identifying the regions, countries, and populations that are most vulnerable to hunger and undernutrition so progress can be accelerated there.
