Book excerpt: The Asia-Pacific Countries with Special Needs Development Report 2016 explores ways to adapt the 2030 Agenda for Sustainable Development to the unique circumstances, capacities and levels of development of the Asia-Pacific Least Developed Countries (LDCs), Landlocked Developing Countries (LLDCs) and Small Island Developing States (SIDS), collectively referred to as Countries with Special Needs (CSN). For that purpose, it proposes a unique analytical framework, based on cutting-edge methods from complexity science coupled with economic analyses, to guide countries on the prioritization and sequencing of the attainment of the Sustainable Development Goals (SDG) in the most effective manner. The framework allows for the identification of synergies, trade-offs and bottlenecks in attaining different Goals. The report also takes stock of the progress of CSN towards their respective global programmes of action, analyses the relationship between the programmes of action and the 2030 Agenda, and examines current perceptions of experts and practitioners from 25 CSN on how their countries should prioritize and sequence the achievement of the Goals.

Book excerpt: The Asia-Pacific region’s impressive economic growth and remarkable achievements in poverty reduction have not succeeded in closing gaps in income between the rich and poor, nor the unequal access to, for example, health care and education among other basic services. These gaps disproportionately affect women and the most vulnerable segments of society. They also hamper inclusive growth, undermine social cohesion and contribute to unsustainable production and consumption patterns. In short, these social development gaps undermine efforts to achieving the 2030 Agenda for Sustainable Development.Sustainable Social Development in Asia and the Pacific summarizes the social development gaps as countries in the region take steps to achieve the SDGs, and sketches out a broad regional agenda for a people-centred transformation, outlining some of the key priorities and resources needed. The policy simulations reported here clearly indicate that acceleration of economic growth alone would not address the remaining development gaps. Changing the development paradigm to ensure more decent jobs, complemented by broadened coverage of social protection and universal education and health care is critical for eliminating extreme poverty from the region and achieving the other SDGs. Asia and the Pacific is already the most dynamic region in the world. By harnessing the potential of its people, the region can also be at the forefront of a global social transformation for a prosperous, inclusive and sustainable future for all.

Book excerpt: This publication points out that to reduce poverty in Asia and the Pacific, countries need to step up their investment in people, in particular on social protection, education and health care. To be effective, existing social development policies need to reach the furthest behind. This requires policymakers to identify the country-specific population groups that are disproportionally poor and deprived as well as the specific barriers that hinder their escape from poverty. Recognizing the centrality of addressing poverty in all its manifestations, Sustainable Development Goal (SDG) 1 of the 2030 Agenda for Sustainable Development sets out to end poverty in all its forms everywhere.

Book excerpt: Global progress on the Sustainable Development Goals will depend to a large extent on the collective action of South Asia to implement them. The sub-region indeed accounts for almost one fourth of the world's population, 36 per cent of the world's poor and nearly half of the world's malnourished children. The sub-region's success in implementing the 2030 Agenda for Sustainable Development, however, hinges on addressing current capacity gaps and strengthening the means of implementation. Recognizing the host of challenges faced by the sub-region, UNESCAP has attempted in the present Report, to unpack the 2030 Agenda at the sub-regional level, outlining tangible, high priority and relevant policy actions that are critical to achieve sustainable development in South Asia. The Report identifies seven key priorities that can help accelerate the SDG achievement in South Asia by leveraging the relationships between the Goals. Based on rigorous policy simulations and evidence, it offers insight into ways a regionally coordinated sustainable industrialization strategy could generate more than 56 million new jobs by 2030 in South Asia, and lift 71 million additional people out of poverty, relative to a business-as-usual scenario. It is hoped that this Report will be useful for analysts and practitioners of development policy in the sub-region and beyond, in stimulating a debate on the ways and means of bringing sustainable prosperity to all in the dynamic and population subregion of South Asia.

Book excerpt: This report is a combined effort by the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), the United Nations Environment Programme (UNEP), the United Nations University (UNU), and the Institute for Global and Environmental Strategies (IGES), and is being published as governments and other stakeholders prepare to implement the 2030 Agenda for Sustainable Development – a plan for people, planet, prosperity, peace, and partnership. While “transformation” has become a buzz-word during the formulation of this agenda, how to make it happen has not been addressed properly. This report underlines that the Sustainable Development Goals will only be achieved when key Asia-Pacific megatrends are managed in a way that creates opportunities for achieving sustainable development outcomes. It supports national and regional efforts to implement the 2030 Agenda. Regional megatrends such as urbanization, trade and economic integration and rising consumption and changing consumption patterns are already shaping the future patterns of resource use, and defining who will be the ‘winners’ and who will be the ‘losers’. The report examines the four critical determinants of the relationship between the economy, people and nature explored in this publication as targets for a fundamental transformation – social justice, resource efficiency, investment flows and economic structures.

Book excerpt: Sustainable Development (2030 Agenda), and to support ASEAN Member States to implement the two agendas in an integrated way. The report presents a framework for identifying complementarities, and proposes a number of flagship initiatives to support ASEAN countries to simultaneously translate the ASEAN Vision 2025 and the 2030 Agenda from political aspiration to practical implementation. The report discusses complementarities at several levels of the ASEAN Vision and the 2030 Agenda, including: goals and objectives; values and operational principles; and the five cross-cutting themes of poverty eradication, infrastructure and connectivity, sustainable management of natural resources, sustainable production and consumption, and resilience. For these themes, the report provides analysis of the trend between 2000 and 2015 and offers scenarios for future development until 2030. The report concludes with proposals for concrete implementation mechanisms. As the sole regional multisectoral intergovernmental platform, ESCAP is harnessing the “universality” of the 2030 Agenda goals and targets, while promoting the regional policy consistency, coherence and coordination to reinforce the scaling and complementarity of the implementation of the ASEAN Vision 2025 and the 2030 Agenda.

Social protection has been identified as one of the key enablers for implementing the 2030 Agenda and achieving the Sustainable Development Goals (SDGs). In most countries, however, large population groups remain unprotected from normal life contingencies. Meanwhile, unprecedented demographic transformations are underway, and the changing world of work introduces new risks for the majority of workers currently occupying jobs in the informal sector. This publication will provide the evidence and impetus to progressively realize social protection for all over the next decade (Decade for Action), based on country-specific contexts, opportunities and challenges.

Book excerpt: The Social Outlook is a flagship ESCAP publication produced every two years with a dedicated focus on social development issues in Asia and the Pacific. In 2022, under the theme of “The Workforce We Need”, the Social Outlook focuses on building a healthy, protected and productive workforce in Asia and the Pacific to achieve inclusive and sustainable development and build back better after COVID-19 pandemic, particularly in the presence of four key megatrends including climate change, ageing, digitalization and rising inequalities which has already prompted green, demographic and digital transitions that are altering the future world of work. Through its analysis, the Social Outlook aims to strengthen the evidence base and build capacity of policymakers on how to design and expand social protection, active labour market policies and health systems to achieve a resilient workforce today and in the future. The Report is structured along six chapters. Chapter 1 sets the latest social development context in the region highlighting the need for deepening solidarity and rebuilding trust to implement the 2030 Agenda on Sustainable Development. Next, Chapters 2-4 delve into three components of a resilient workforce, namely a healthy, productive, and protected workforce and emphasize the role of such a workforce in inclusive and sustainable development. Chapter 5 discusses policy recommendations for attaining such a workforce in Asia and the Pacific and proposes the renewal of the social contract which can put the region on a path for breakthrough and prosperity. Chapter 6 concludes.
