It outlines and assesses the interactions between local bishops, provincial groups of bishops, and the worldwide college. Assessing these interactions sheds light on the relationship between Cyprian's strong sense of local autonomy and the reality that each bishop was responsible to the world-wide college. Episcopal consensus was the sine qua non, for Cyprian, for a major issue of faith or practice to become one that defined membership in the college and, ultimately, the Church. The book brings this assessment into a modern scholarly debate by concluding with an evaluation of the ecclesiology of the Orthodox scholar Nicolas Afanasiev and his critiques of Cyprian. Afanasiev lamented Cyprian as the father of universal ecclesiology and claimed that Cyprian's college wielded authority above that of the local bishop. This book argues that Afanasiev fundamentally misconstrued Cyprian's understanding of collegiality. It is shown that, for Cyprian, collegiality was the framework for the common ministry of the bishops and did not infringe on the sovereignty of the local bishop. Rather, it was the college's collective duty to define the boundaries of acceptable Christian belief and practice.

He was of patrician family, wealthy, highly educated, and for some time occupied as a teacher of rhetoric at Carthage. Of an enthusiastic temperament, accomplished in classical literature, he seems while a pagan to have courted discussion with the converts to Christianity. Confident in his own powers, he entered ardently into what was no doubt the great question of the time at Carthage as elsewhere. He sought to vanquish, but was himself vanquished by, the new religious force which was making such rapid inroads on the decaying paganism of the Roman empire. Caecilianus (or Caecilius), a presbyter of Carthage, is supposed to have been the instrument of his conversion, which seems to have taken place about 246. This edition contains all 82 epistles that the Bishop of Carthage wrote, as well as a big selection of his treatises.

Mr. Marshall had no gift of sonority, but he performed the tearing process with a deft hand, and did not often fail in the reconstruction. He allowed himself more liberties than a modern translator would take, but he produced a rendering which is unlike most modern attempts in being eminently readable. Asked to edit in English a selection of St. Cyprian's Epistles dealing with the nature and functions of the episcopate, I resolved to make use of this translation. Nor have I dared to improve it. I have worked over it with care, noting all the translator's omissions, his sometimes generous additions, and the few cases in which he seems to have missed the true sense. The additions seldom do any, thing but illuminate the meaning of the original, though he sometimes unnecessarily accentuates the indignation of his author against schismatics - perhaps with an eye on Dis senters in the City of London {the omissions are usually a paring of redundancies. Except for the correction of obvious errors, I have left his spelling untouched, as savour ing of the time, but I have ventured for the comfort of readers to lighten his inordinately heavy punctuation.
