Book excerpt: In the postwar period, Korea’s economic and social-political metamorphosis is a rare example of a successful transition from one of the world’s poorest developing countries to a highly sophisticated industrial society—an experience which many developing countries are keen to emulate. The change is particularly significant as Korea was able to reduce poverty and keep social inequality at a modest level during its rapid economic development. This volume analyzes the Korean transition in regards to the political and institutional foundation of its government and public policies. The government of Korea single-mindedly carried out public policies to stimulate economic growth, but the government and public policies have themselves been affected and changed by the process. The contention of this volume is that the transition of Korean society and the evolution of the Korean government are the results of two-way interactions. In this context, the volume analyzes the way in which the dynamics of public administration were shaped within the Korean government and the kinds of public policies and instruments that were adopted to encourage this economic and social development. This analysis will allow a more complete understanding of the economic and social transformation of Korea. Surprisingly, there is a paucity of research on this aspect—a gap which this volume seeks to fill. The Changing Role of the Korean State finds that the explosion of contentious civil society after democratization coeval with the outbreak of the financial crisis following rapid economic growth, are closely associated with the decline of developmentalism. Despite these profound changes, however, the Korean state has not totally relinquished its control over the society and the market. Rather, although its methods have been altered it remains to be highly interventionalist and regulatory in nature. The state continues to use its influence to restructure the socio-economic system and rationally manage spatial arrangements. The book amply demonstrates the residual legacy of the developmental state in Korea, and it is unlikely that Korea will ever accept the western liberalist concept of a state which limits its function to that of a referee for the spontaneous operation of the civil society and the market. The contributors of this edited volume delineate the shifting role of the Korean state from the developmental state, which led economic development by guiding investment in strategic industries through various means, to a slightly subtler role as a regulator, supervising the operation of the market in the changing economic environment. Individual chapters presented here address this changing but nonetheless vital role that the state plays in managing the variety of modern socio-economic life in South Korea. Hong Yung Lee is Professor Emeritus of Political Science at University of California, Berkeley. Sunil Kim is Assistant Professor of International Studies at Kyung Hee University.

How could a destroyed country in next to no time become a sophisticated and affluent economy? And how could a ruthlessly authoritarian regime metamorphose with relative ease into a stable democratic polity? South Korea was long ruled with harsh authoritarianism, but, strangely, the authoritarian rulers made energetic use of social policy. The Korean State and Social Policy observes South Korean public policy from 1945 to 2000 through the prism of social policy to examine how the rulers operated and worked. After the military coup in 1961, the new leaders used social policy to buy themselves legitimacy. That enabled them to rule in two very different ways simultaneously. In their determination to hold on to power they were without mercy, but in the use of power in governance, their strategy was to co-opt and mobilize with a sophistication that is wholly exceptional among authoritarian rulers. It is governance and not power that explains the Korean miracle. Mobilization is a strategy with consequences. South Korea was not only led to economic development but also, inadvertently perhaps, built up as a society rich in public and civil institutions. When authoritarianism collapsed under the force of nationwide uprisings in 1987, the institutions of a reasonably pluralistic social and political order were there, alive and well, and democracy could take over without further serious drama. This book is about many things: development and modernization, dictatorship and democracy, state capacity and governance, social protection and welfare states, and Korean history. But finally it is about lifting social policy analysis out of the ghetto of self-sufficiency it is often confined to and into the center ground of hard political science.

It seeks to draw lessons both from the large reservoir of experience as to what has worked, as well as the more limited and isolated examples of what has not. In particular, it seeks to achieve two objectives. The first is to accurately understand, capture and distill the key dimensions of Korea’s e-governance experience so that it can be properly understood and appreciated. Towards this end, some of the world’s leading experts on Korea’s e-governance experience have been engaged in its preparation, and their conclusions have been carefully vetted and reviewed by other leading scholars of the role of IT systems within government. The goal is to avoid flip generalizations or characterizations, such as 'political will is important' or 'it is important to embed e-governance within a broader strategy to develop a domestic IT industry,' but to truly understand the complex interplay between differing political, economic and bureaucratic interests and how they shaped decisions about developing the technological and human infrastructure that would support Korea’s successful thrust to be the world’s leading nation in this area. The second is to ponder the lessons learned and what did and did not work from Korea’s experience for other developing countries seeking to strengthen the role of information technology within their public sectors.
