Book excerpt: Decision Making in Systems Engineering and Management is a comprehensive textbook that provides a logical process and analytical techniques for fact-based decision making for the most challenging systems problems. Grounded in systems thinking and based on sound systems engineering principles, the systems decisions process (SDP) leverages multiple objective decision analysis, multiple attribute value theory, and value-focused thinking to define the problem, measure stakeholder value, design creative solutions, explore the decision trade off space in the presence of uncertainty, and structure successful solution implementation. In addition to classical systems engineering problems, this approach has been successfully applied to a wide range of challenges including personnel recruiting, retention, and management; strategic policy analysis; facilities design and management; resource allocation; information assurance; security systems design; and other settings whose structure can be conceptualized as a system.

Available in PDF, EPUB and Kindle. Book excerpt: The Japanese population is aging faster than any other in the world. The per centage of Japan's population aged 65 and above was only 7.1% in 1970,but just 30 years later, in 2000, it reached 17.2%. A declining birth rate and a rising average life expectancy will continue to push this trend further. This situation is causing serious problems for Japanese society.Structural reforms, especially tax and social security reforms, to accommodate this drastic demographic change have become an urgent policy issue. The purpose of this book is to establish guidelines for tax and social security reforms in Japan in terms that are both efficient and equitable. In this study, an extended life-cycle general equilibrium model is employed to rigorously take account of the rapidly aging Japanese population. The simulation approach adopted in our analysis permits us to calculate the effects of alternative policy packages on capital accumulation and economic welfare. This enables us to make proposals for concrete economic policies.

Pavement Life-Cycle Assessment contains contributions to the Pavement Life-Cycle Assessment Symposium 2017 (Champaign, IL, USA, 12-13 April 2017) and discusses the current status of as well as future developments for LCA implementation in project- and network-level applications. The papers cover a wide variety of topics: - Recent developments for the regional inventory databases for materials, construction, and maintenance and rehabilitation life-cycle stages and critical challenges - Review of methodological choices and impact on LCA results - Use of LCA in decision making for project selection - Implementation of case studies and lessons learned: agency perspectives - Integration of LCA into pavement management systems (PMS) - Project-level LCA implementation case studies - Network-level LCA applications and critical challenges - Use-phase rolling resistance models and field validation - Uncertainty assessment in all life-cycle stages - Role of PCR and EPDs in the implementation of LCA Pavement Life-Cycle Assessment will be of interest to academics, professionals, and policymakers involved or interested in Highway and Airport Pavements.

Book excerpt: The effect of demography on economic performance has been the subject of intense debate in economics for nearly two centuries. In recent years opinion has swung between the Malthusian views of Coale and Hoover, and the cornucopian views of Julian Simon. Unfortunately, until recently, data were too weak and analytical models too limited to provide clear insights into the relationship. As a result, economists as a group have not been clear or conclusive. This volume, which is based on a collection of papers that heavily rely on data from the 1980s and 1990s and on new analytical approaches, sheds important new light on demographic—economic relationships, and it provides clearer policy conclusions than any recent work on the subject. In particular, evidence from developing countries throughout the world shows a pattern in recent decades that was not evident earlier: countries with higher rates of population growth have tended to see less economic growth. An analysis of the role of demography in the "Asian economic miracle" strongly suggests that changes in age structures resulting from declining fertility create a one-time "demographic gift" or window of opportunity, when the working age population has relatively few dependants, of either young or old age, to support. Countries which recognize and seize on this opportunity can, as the Asian tigers did, realize healthy bursts in economic output. But such results are by no means assured: only for countries with otherwise sound economic policies will the window of opportunity yield such dramatic results. Finally, several of the studies demonstrate the likelihood of a causal relationship between high fertility and poverty. While the direction of causality is not always clear and very likely is reciprocal (poverty contributes to high fertility and high fertility reinforces poverty), the studies support the view that lower fertility at the country level helps create a path out of poverty for many families. Population Matters represents an important further step in our understanding of the contribution of population change to economic performance. As such, it will be a useful volume for policymakers both in developing countries and in international development agencies.

The authors here explore the co-evolution of the two models.

Available in PDF, EPUB and Kindle. Book excerpt: This work proposes a new approach to macroeconomics which draws upon the experience of the Japanese economy. The approach is similar to the Old Keynesian view: it rejects the Walrasian approach, and singles out real demand as the fundamental determinant of output in the economy as a whole. However, by maintaining that real demand constraints are important not only in the short-run, but in the long-run as well, it goes beyond what is normally understood as the Keynesian approach. It is also very different from the New Keynesian Economics; in particular, it regards the rigidity of nominal wages/prices as of secondary importance. The work is extensively illustrated by almost 200 figures and tables of data.
