Book Synopsis Governing Under Stress by : Timothy J. Conlan
Download or read book Governing Under Stress written by Timothy J. Conlan and published by Georgetown University Press. This book was released on 2017 with total page 271 pages. Available in PDF, EPUB and Kindle. Book excerpt: The underappreciated but surprisingly successful implementation of the American Recovery and Reinvestment Act (ARRA) helped rescue the economy during the Great Recession and represented one of the most important achievements of the Obama presidency. It tested all levels of government with urgent time frames and extensive accountability requirements. While ARRA passed most tests with comparatively little mismanagement or fraud, negative public and media perceptions of the initiative deprived the president of political credit. Drawing on more than two hundred interviews and nationwide field research, Governing under Stress examines a range of ARRA stimulus programs to analyze the fraught politics, complex implementation, and impact of the legislation. Essays from public administration scholars use ARRA to study how to implement large federal programs in our modern era of indirect, networked governance. Throughout, the contributors present potent insights into the most pressing challenges facing public policy and management, and they uncover important lessons about policy instruments and networks, the effects of transparency and accountability, and the successes and failures of different types of government intervention.
Book Synopsis Green Keynesianism and the Global Financial Crisis by : Kyla Tienhaara
Download or read book Green Keynesianism and the Global Financial Crisis written by Kyla Tienhaara and published by Routledge. This book was released on 2018-04-17 with total page 231 pages. Available in PDF, EPUB and Kindle. Book excerpt: It is widely accepted that limiting climate change to 2°C will require substantial and sustained investments in low-carbon technologies and infrastructure. However, the dominance of market fundamentalism in economic thinking for the past three decades has meant that governments have generally viewed large spending programs as politically undesirable. In this context, the Global Financial Crisis (GFC) represented a huge opportunity for proponents of public investment in environmental projects or "Green Keynesianism". This book examines the experience of Australia, Canada, Japan, Korea, and the United States with Green Keynesian stimulus programs in the wake of the GFC. Unfortunately, on the whole, the cases do not provide much optimism for proponents of Green Keynesianism. Much less funding than was originally allocated to green programs was actually spent in areas that would produce an environmental benefit. Furthermore, a number of projects had negligible or even detrimental environmental outcomes. While the book also documents several success stories, the research indicates overall that more careful consideration of the design of green stimulus programs is needed. In addition to concrete policy advice, the book provides a broader vision for how governments could use Keynesian policies to work toward creating an "ecological state". This book will be of great interest to students and scholars of environmental politics, environmental economics, political economy, and sustainable development.

Book Synopsis Behavioral Science & Policy: Volume 3, Issue 1 by : Craig R. Fox
Download or read book Behavioral Science & Policy: Volume 3, Issue 1 written by Craig R. Fox and published by Brookings Institution Press. This book was released on 2017-12-26 with total page 113 pages. Available in PDF, EPUB and Kindle. Book excerpt: The success of nearly all public- and private-sector policies hinges on the behavior of individuals, groups, and organizations. Today, such behaviors are better understood than ever, thanks to a growing body of practical behavioral science research. However, policymakers often are unaware of behavioral science findings that may help them craft and execute more effective and efficient policies. The pages of this new journal will become a meeting ground: a place where scientists and non-scientists can encounter clearly described behavioral research that can be put into action. By design, the scope of Behavioral Science & Policy is broad, with topics spanning health care, financial decisionmaking, energy and the environment, education and culture, justice and ethics, and work place practices. Contributions will be made by researchers with expertise in psychology, sociology, law, behavioral economics, organization science, decision science, and marketing. The journal is a key offering of the Behavioral Science & Policy Association in partnership with the Brookings Institution. The mission of BSPA is to foster dialog between social scientists, policymakers, and other practitioners in order to promote the application of rigorous empirical behavioral science in ways that serve the public interest. BSPA does not advance a particular agenda or political perspective.

Book Synopsis Climate and Clean Energy Policy by : Benjamin H. Deitchman
Download or read book Climate and Clean Energy Policy written by Benjamin H. Deitchman and published by Taylor & Francis. This book was released on 2016-12-01 with total page 144 pages. Available in PDF, EPUB and Kindle. Book excerpt: State climate and clean energy policy will play a critical role in the future of the political dialogue and economic development. Policymakers from around the world already recognize the leadership of American states in this domain. Rooted in public policy theory, and employing a mixed-methods approach that includes advanced economic analysis and qualitative research, Benjamin H. Deitchman explores the policy tools that address the politics and economics of clean energy development and deployment across all 50 states. Deitchman includes in his analysis international case studies of this policy context in Canada, Germany, and Australia to reveal different state-level policy tools, the politics behind the tools, and the economic implications of alternative approaches. The rigorous analysis of the politics of state level institutions and economic implications of subnational climate and clean energy actions offers researchers, students, and policymakers with practical information to advance their understanding of these options in the policy process.

Book Synopsis Hidden Costs of Energy by : National Research Council
Download or read book Hidden Costs of Energy written by National Research Council and published by National Academies Press. This book was released on 2010-05-26 with total page 506 pages. Available in PDF, EPUB and Kindle. Book excerpt: Despite the many benefits of energy, most of which are reflected in energy market prices, the production, distribution, and use of energy causes negative effects. Many of these negative effects are not reflected in energy market prices. When market failures like this occur, there may be a case for government interventions in the form of regulations, taxes, fees, tradable permits, or other instruments that will motivate recognition of these external or hidden costs. The Hidden Costs of Energy defines and evaluates key external costs and benefits that are associated with the production, distribution, and use of energy, but are not reflected in market prices. The damage estimates presented are substantial and reflect damages from air pollution associated with electricity generation, motor vehicle transportation, and heat generation. The book also considers other effects not quantified in dollar amounts, such as damages from climate change, effects of some air pollutants such as mercury, and risks to national security. While not a comprehensive guide to policy, this analysis indicates that major initiatives to further reduce other emissions, improve energy efficiency, or shift to a cleaner electricity generating mix could substantially reduce the damages of external effects. A first step in minimizing the adverse consequences of new energy technologies is to better understand these external effects and damages. The Hidden Costs of Energy will therefore be a vital informational tool for government policy makers, scientists, and economists in even the earliest stages of research and development on energy technologies.
