Book excerpt: The past decade saw heightened policy activism in the field of reading at both the federal level and across virtually all 50 states. Initially sparked by disagreements about methods for teaching children to read, the so-called "reading wars" stirred heated debates on a variety of issues: levels and trends of reading achievement, pedagogy, standards and assessment, and education equity, among others. Embedded within these debates were the political agendas of state executives and legislatures, the interests of advocacy groups, and the ideologies of reading professionals, which were collectively shaping state reading policy development. Drawing primarily on interviews with 366 policy actors from nine states, this book presents a comprehensive investigation of the state reading policy domain employing multiple theoretical frameworks and research methods. Using social network analysis, the authors examined the interplay among a plethora of policy actors embedded in reading policy networks. They explored in depth policy actors’ divergent beliefs on key reading-related issues, the causal stories told, and the policy solutions proposed. In addition, they examined the variety of lobbying tactics that interest groups utilized to gain influence over the policymaking process and to advance their policy agenda. As the most significant research endeavor in the area of state reading policy to date, this cross-state comparative study sheds light on the multifaceted nature and the intricacies of the policy processes in reading, and in education in general. The findings of this study bear important implications for both policy actors and education professionals. This study also makes a substantial contribution to policy research in education by demonstrating how theoretical frameworks and analytic methods that have not been fully utilized in education could serve as powerful tools for exploring educational policy processes.

Book excerpt: While there is no doubt that an abundance of newly enacted education policies abounds across the state and across the nation, more fundamental questions remain. What is the nature of these reforms? What do they hope to accomplish? How successful have they been? In this book, we attempt to provide some answers to these questions by examining a major set of education policy reforms undertaken in Michigan and across the country over the past 20 or more years. These innovations include finance reform, state assessment of student performance, a series of school accountability measures, charter schools, schools of choice, and, for Detroit, a bevy of oft-conflicting policies and reform efforts that have belabored but seldom helped its public schools. In the pages that follow, we examine the decidedly mixed outcomes and effects of this large array of reform policies and programs. Each chapter addresses a specific policy area, outlining reform activity across the nation with an emphasis on Michigan's efforts as well as on one or two states that led these changes.

Available in PDF, EPUB and Kindle. Book excerpt: An authoritative reference on one of education's hottest topics, describing how the latest testing and assessment tools can be used to help improve student performance. In this comprehensive review of the wealth of techniques by which students can be assessed, Valerie J. Janesick points out that the politics of schooling often gets in the way of student progress. "High-stakes" standardized testing is frequently based on poorly constructed, unfair tests that encourage "teaching to the test," which actually impedes educational goals. Authentic testing relies more on essays and writing samples, performances, demonstrations, and role-plays. Although it is fairer and provides a measure of student growth and progress, it requires more effort by teachers, who also require extra training. Besides discussing authentic assessment in detail, The Assessment Debate includes a chronology, an annotated directory of organizations supporting performance assessment, a list of state coordinators for testing reform, and state-by-state report cards.

The importance of this fourth edition of Educational Measurement is to extensively update and extend the topics treated in the previous three editions. As such, the fourth edition documents progress in the field and provides critical guidance to the efforts of new generations of researchers and practitioners. Edited by Robert Brennan and jointly sponsored by the American Council on Education (ACE) and the National Council on Measurement in Education, the fourth edition provides in-depth treatments of critical measurement topics, and the chapter authors are acknowledged experts in their respective fields. Educational measurement researchers and practitioners will find this text essential, and those interested in statistics, psychology, business, and economics should also find this work to be of very strong interest. Topics covered are divided into three subject areas: theory and general principles; construction, administration, and scoring; and applications. The first part of the book covers the topics of validation, reliability, item response theory, scaling and norming, linking and equating, test fairness, and cognitive psychology. Part two includes chapters on test development, test administration, performance assessment, setting performance standards, and technology in testing. The final section includes chapters on second language testing, testing for accountability in K-12 schools, standardized assessment of individual achievement in K-12 schools, higher education admissions testing, monitoring educational progress, licensure and certification testing, and legal and ethical issues.

This book was released on 2007 with total page 196 pages. Available in PDF, EPUB and Kindle. Book excerpt: The system that finances Michigan's schools from kindergarten through 12th grade is a perennial topic of conversation among policymakers, parents, taxpayers and voters. A constructive discussion of this issue, however, requires a sound knowledge of the financial workings of Michigan's elementary and secondary school system. This knowledge is precisely what the authors have attempted to provide. While the Mackinac Center for Public Policy has developed numerous policy recommendations over the years, this primer is exclusively informational. This primer addresses the following: (1) how revenues are raised for Michigan's elementary and secondary public school system; (2) how money is distributed to education programs and school districts once it is collected by various taxing authorities; and (3) how districts budget monies to be spent on the various activities involved in operating schools and other educational programming. This book is arranged in four sections. The first--and the shortest--is "A Brief Overview of the Structure of Michigan's Public School System," which defines a few basic terms and sketches the main local, state and federal agencies involved in financing Michigan's public school system. This overview should help readers unfamiliar with Michigan's public school structure navigate the remainder of the book. The second, third and fourth sections are considerably longer than the first and cover the three areas: tax revenues, distribution of revenues and financial management of those revenues by school districts. Appended are: (1) U.S. Department of Education Spending in Michigan; (2) Summary of "Durant" Court Decisions; and (3) Guide to a New School Finance Electronic Module. An index is included. (Contains 29 graphs, 238 footnotes, and 410 endnotes, footnotes.)
