Book excerpt: This book is the first comprehensive contribution to understanding the character of important societal transitions in Tanzania during Benjamin Mkapa's presidency (1995- 2005). The analyses of the trajectory of these transitions are conducted against the background of the development model of Tanzanian's first president, Julius Nyerere (1961-1985), a model with lasting influence on the country. This approach enables an understanding of continuities and discontinuities in Tanzania over time in areas such as development strategy an ideology, agrarian-land, gender and forestry issues, economic liberalization, development assistance, corruption and political change. The period of Mkapa's presidency is particularly important because it represents the first phase of Tanzania's multi- party political system. Mkapa's government initially faced a gloomy economic situation. Although Mkapa's crusade against corruption lost direction, his presidency was characterised by relatively high growth rates and a stable macro-economy. Rural and agrarian transitions were dominated by diversification rather than productivity growth and transformation. Rural attitudes in favour of land markets emerged only slowly but formal land disputes showed more respect for women's rights. Some space emerged for widening local participation in forest management, but rural dynamics was mainly found in trading settlements feeding on economic liberalization and artisanal mining. The transitions documented and analysed of Mkapa's presidency, however, indicate only limited transformational change. Rural poverty is therefore likely to remain deep and the sustainability of economic development to be at risk in the future. Mkapa was, however, able to protect the legacy of peace and political stability of Nyerere, but there were nevertheless important challenges to the first multiparty elections and governance, and particularly in Zanzibar. The post- script (covering 2005 2010), indicates that the incumbent president, Jakaya Kikwete, has yet to prove that he can change this legacy of Mkapa. Co-published with the Nordic Africa Institute and the Sokoine University of Agriculture, the contributions to the eleven chapters of this book are evenly shared between Tanzanian, Nordic and other European researchers with a long-term commitment to Tanzanian development research. he book is dedicated to the youth of Tanzania.

Book excerpt: This thesis examines the political responses of urban Tanzanians to the policies of economic liberalisation implemented since the late 1980s by the Government of Tanzania as part of the Structural Adjustment Programme sponsored by the International Monetary Fund and the World Bank. It also examines their political responses to the issue of multiparty politics. The argument is that even though Structural Adjustment has been initiated in Tanzania, it crucially needs public support to engender the kind of government commitment and capability that is required to enable the government to implement it fully. It looks at three categories of respondents, those of the urban lower classes, those in the government and party bureaucracy and those in the educational and media sectors, who form part of the intelligentsia. The analysis is based on fieldwork carried out in the three major towns of Dar-es-Salaam, Arusha and Dodoma where open-ended interviews were conducted with more than 290 citizens. One wide-spread response to the economic hardship, since the early 1980s, has been to work in the informal sector, which along with the illegal underground economy, has been termed the Second Economy. The responses largely indicate a willingess to put up with the hardships imposed by the economic austerity of the liberalisation measures, over and above that caused by the economic crisis of the early and mid-1980s. But whether this public tolerance will continue in the absence of further short-term benefits is not clear. Also, regarding the moves towards political liberalisation and multiparty politics, these late-1980s developments are seen as improving governance, with a general feeling being that it has served to improve the functioning of the single-party. But clearly urban Tanzanians do not feel that more parties means greater democracy. However, the related phenomena of 'disengagement' from the state and the 'informalisation' of the economy, with their diversion of state resources including human capital away from the formal economy, do not augur well for the future success of structural adjustment. If, consequently, growth in the formal sector does not respond to structural adjustment as it is intended to, the political legitimacy of the leadership in the post-colonial Tanzanian state may well be under threat.

This book calls for a rethinking of trade and industry for Africa's development. It uses data drawn from national development plans and strategies, and trade and industry issues have been prioritized at the continental level, in key policy documents. On the whole Africa's industry and trade performance have been poor in spite of national, regional, and continental plans. The contributors to this volume propose some alternative strategies and policies which are necessary for trade and industry to grow and to contribute to the well-being of Africa's people. It calls for a developmental trade and industry policy which, fundamentally, must be people-centred. African states should invest time, energy and resources to develop policies which will take into consideration African realities.The different contributors are aware that Africa has experienced strong economic growth in the recent past but this growth has largely been due to a strong demand for Africa's primary commodity exports. It has also been a result of increases in productivity and domestic investment and remittances from Africans living in the Diaspora. It is important to note that despite this unprecedented growth performance, the impact of trade and industry on development has been limited. The book argues that a structural transformation of Africa's economies is inevitable if Africa is to achieve the shift from the dominant paradigm of production and export of primary goods. The various contributors to this book agree that there is need to rethink policy and strategy in order to achieve industrial development in Africa. There is no unique solution or answer that can fit all situations as African countries are not the same. While Africa can draw lessons from other regions which have successfully industrialized, this book argues that policies and strategies will have to be adapted to country-specific situations and circumstances.

Book excerpt: This book examines contemporary changes in labor market institutions in the United States, Germany, Denmark, Sweden, and the Netherlands, focusing on developments in three arenas - industrial relations, vocational education and training, and labor market policy. While confirming a broad, shared liberalizing trend, it finds that there are in fact distinct varieties of liberalization associated with very different distributive outcomes. Most scholarship equates liberal capitalism with inequality and coordinated capitalism with higher levels of social solidarity. However, this study explains why the institutions of coordinated capitalism and egalitarian capitalism coincided and complemented one another in the "Golden Era" of postwar development in the 1950s and 1960s, and why they no longer do so. Contrary to the conventional wisdom, this study reveals that the successful defense of the institutions traditionally associated with coordinated capitalism has often been a recipe for increased inequality due to declining coverage and dualization. Conversely, it argues that some forms of labor market liberalization are perfectly compatible with continued high levels of social solidarity and indeed may be necessary to sustain it.
