Book excerpt: This book is the first comprehensive contribution to understanding the character of important societal transitions in Tanzania during Benjamin Mkapa's presidency (1995 2005). The analyses of the trajectory of these transitions are conducted against the background of the development model of Tanzanian's first president, Julius Nyerere (1961 1985), a model with lasting influence on the country. This approach enables an understanding of continuities and discontinuities in Tanzania over time in areas such as development strategy an ideology, agrarian-land, gender and forestry issues, economic liberalization, development assistance, corruption and political change. The period of Mkapa's presidency is particularly important because it represents the first phase of Tanzania's multi- party political system. Mkapa's government initially faced a gloomy economic situation. Although Mkapa's crusade against corruption lost direction, his presidency was characterised by relatively high growth rates and a stable macro-economy. Rural and agrarian transitions were dominated by diversification rather than productivity growth and transformation. Rural attitudes in favour of land markets emerged only slowly but formal land disputes showed more respect for women's rights. Some space emerged for widening local participation in forest management, but rural dynamics was mainly found in trading settlements feeding on economic liberalization and artisanal mining. The transitions documented and analysed of Mkapa's presidency, however, indicate only limited transformational change. Rural poverty is therefore likely to remain deep and the sustainability of economic development to be at risk in the future. Mkapa was, however, able to protect the legacy of peace and political stability of Nyerere, but there were nevertheless important challenges to the first multiparty elections and governance, and particularly in Zanzibar. The post- script (covering 2005 2010), indicates that the incumbent president, Jakaya Kikwete, has yet to prove that he can change this legacy of Mkapa. The contributions to the eleven chapters of this book are evenly shared between Tanzanian, Nordic and other European researchers with a long-term commitment to Tanzanian development research. The book is dedicated to the youth of Tanzania.

However, while facile generalizations about the lack of demographic change and lack of progress in meeting the MDGs in sub-Saharan Africa are commonplace, they are often misleading and belie the socio-cultural change that is occurring among a vanguard of more educated youth. Even within Ethiopia, the second largest country at the Crossroads of Africa and the Middle East, different narratives emerge from analysis of longitudinal, micro-level analysis as to how demographic change and responses are occurring, some more rapidly than others. The book compares Ethiopia with other Africa countries, and demonstrates the uniqueness of an African-type demographic transition: a combination of poverty-related negative factors (unemployment, disease, food insecurity) along with positive education, health and higher age-of-marriage trends that are pushing this ruggedly rural and land-locked population to accelerate the demographic transition and stay on track to meet most of the MDGs. Book excerpt: This book presents a comparative history of slavery and the transition from slavery to free labour in Zanzibar and Mauritius, within the context of a wider comparative study of the subject in the Atlantic and Indian Ocean worlds. Both countries are islands, with roughly the same size of area and populations, a common colonial history, and both are multicultural societies. However, despite inhabiting and using the same oceanic space, there are differences in experiences and structures which deserve to be explored. In the nineteenth century, two types of slave systems developed on the islands – while Zanzibar represented a variant of an Indian Ocean slave system, Mauritius represented a variant of the Atlantic system – yet both flourished when the world was already under the hegemony of the global capitalist mode of production. This comparison, therefore, has to be seen in the context of their specific historical conjunctures and the types of slave systems in the overall theoretical conception of modes of production within which they manifested themselves, a concept that has become unfashionable but which is still essential. The starting point of many such efforts to compare slave systems has naturally been the much-studied slavery in the Atlantic region which has been used to provide a paradigm with which to study any type of slavery anywhere in the world. However, while Mauritian slavery was 100 per cent colonial slavery, slavery in Zanzibar has been described as ‘Islamic slavery’. Both established plantation economies, although with different products, Zanzibar with cloves and Mauritius with sugar, and in both cases, the slaves faced a potential conflictual situation between former masters and slaves in the post-emancipation period.

Focusing on urban Ghana, this book shows that the growing middle class and high levels of ethnic diversity are not having the anticipated political effects. Instead, urban Ghana is stuck in a trap: clientelism and ethnic voting persist in many urban neighborhoods despite changes to the socio-economic characteristics and policy preferences of voters. Through a unique examination of intra-urban variation in patterns of electoral competition, Nathan explains why this trap exists, demonstrates its effects on political behavior, and explores how new democracies like Ghana can move past it.

Agricultural production, the mainstay of the economy, had been declining steadily since the 1970s. Exports of cash crops, which traditionally accounted for the bulk of foreign exchange earnings, had fallen by half between 1970 and 1985. A foreign exchange shortage led to a precipitous drop in imports, which in turn caused a crisis in the manufacturing sector, which lacked raw materials and spare parts. Twenty years later, Tanzania looks radically different. Inflation has declined to single digits (Figure 1). Economic growth is buoyant, averaging 7 percent a year since 2000. This takeoff can be abetted by a demographic dividend from the changes in population age structure. Declines in child mortality, followed by declines in fertility, produce a 'bulge' generation and a large number of working age people, giving a boost to the economy. In the short run lower fertility leads to lower youth dependency rates and greater female labor force participation outside the home. Smaller family sizes also mean more resources to invest in the health and education per child boosting worker productivity. In the long run increased life spans from health improvements mean that this large, high-earning cohort will also want to save for retirement, creating higher savings and investments, leading to further productivity gains. Two things are required for the demographic dividend to generate an African economic takeoff. The first is to speed up the fertility decline that is currently slow or stalled in many countries. The second is economic policies that take advantage of the opportunity offered by demography. While demographic change can produce more, and high quality, workers, this potential workforce needs to be productively employed if Africa is to reap the dividend. However, once underway, the relationship between demographic change and human development works in both directions, creating a virtuous cycle that can accelerate fertility decline, social development, and economic growth. Empirical evidence points to three key factors for speeding the fertility transition: child health, female education, and women's empowerment, particularly through access to family planning. Harnessing the dividend requires job creation for the large youth cohorts entering working age, and encouraging foreign investment until domestic savings and investment increase. The appropriate mix of policies in each country depends on their stage of the demographic transition.

Book excerpt: Among the poorest and least developed regions in the world, sub-Saharan Africa has long faced a heavy burden of disease, with malaria, tuberculosis, and, more recently, HIV being among the most prominent contributors to that burden. Yet in most parts of Africa-and especially in those areas with the greatest health care needs-the data available to health planners to better understand and address these problems are extremely limited. The vast majority of Africans are born and will die without being recorded in any document or spearing in official statistics. With few exceptions, African countries have no civil registration systems in place and hence are unable to continuously generate vital statistics or to provide systematic information on patterns of cause of death, relying instead on periodic household-level surveys or intense and continuous monitoring of small demographic surveillance sites to provide a partial epidemiological and demographic profile of the population. In 1991 the Committee on Population of the National Academy of Sciences organized a workshop on the epidemiological transition in developing countries. The workshop brought together medical experts, epidemiologists, demographers, and other social scientists involved in research on the epidemiological transition in developing countries to discuss the nature of the ongoing transition, identify the most important contributors to the overall burden of disease, and discuss how such information could be used to assist policy makers in those countries to establish priorities with respect to the prevention and management of the main causes of ill health. This report summarizes the presentations and discussions from a workshop convened in October 2011 that featured invited speakers on the topic of epidemiological transition in sub-Saharan Africa. The workshop was organized by a National Research Council panel of experts in various aspects of the study of epidemiological transition and of sub-Saharan data sources. The Continuing Epidemiological Transition in Sub-Saharan Africa serves as a factual summary of what occurred at the workshop in October 2011.
