Book excerpt: Legislatures in Evolution presents a series of essays on evolution and change in the legislative context. They cover a wide range of topics, including both proposed and implemented reforms. The contributions included here discuss parliamentarians’ attitude toward party discipline; the specific challenges associated with implementing sexual harassment policies within legislatures; the consequences of the Supreme Court’s ruling in Mikisew Cree First Nation v. Canada on the government’s duty to consult Indigenous Peoples when drafting legislation; parliamentarians’ engagement in budgetary control issues; the reform of the rules governing prayers in the Legislature of British Columbia; and time management reforms in the Legislative Assembly of Yukon. Charles Feldman, Geneviève Tellier, David Groves, and their contributors bring together both practical and academic experience and perspectives. They conclude with an analysis of parliamentary reforms, paying particular attention to the impact of the COVID-19 pandemic on the functioning of legislatures.

Book excerpt: With the proliferation of administrative tribunals, there is an increasing need for a common system of rules for the governance of international civil services. In this book, the various contributors deal with specific issues in the area of international administrative law, such as the judicial review of administrative action and managerial discretion; the powers exercised by international administrative tribunals, including in disciplinary cases; and the proper functioning and operating procedures of such tribunals. These issues are considered from the points of view of members of administrative tribunals, of respondent institutions, and of counsel for applicants. Problems of International Administrative Law is of interest to practitioners as well as to academics interested in international institutional law, and more specifically international administrative justice.

Available in PDF, EPUB and Kindle. Book excerpt: This book analyses the European legal framework on inland water transport in light of the most recent legislation adopted and how the main Member States of Central Western Europe have implemented it. Specifically, the book provides an innovative tool of analytical and systematic study of the various legislative EU measures that regulate the inland waterways transport sector, as well as for the comparative study and analysis of the relevant measures of implementation adopted by the afore-mentioned Member States. Each EU legislative measure is first explained in general terms and then commented on in detail with a specific analysis of the most significant articles, following a precise logical sequence of the topics; the corresponding national implementing measures are also examined in detail* describing any different ways of transposing the EU regulation, also with regard to any differences in approach by the Member States relative to the possibility of any derogations or exemptions from compliance with some measures, which is often provided for by the EU regulation. This approach is significantly useful for (i) a more systematic and user-friendly understanding of the EU regulatory framework, (ii) an equally better understanding of how EU measures have been transposed into national legislation and (iii) a revision of this European and domestic legislation, where appropriate. Furthermore, the book is very useful for policy-makers of countries that are not members of the European Union (i.e. policy-makers from countries worldwide that have inland waterways), as they will have a reference tool to evaluate the possibility of reviewing their own regulation with a view to making it more similar to the EU one should the latter be better. While preparing the book, analyses of the preparatory work of the legislation played a great role, as they are very useful for better understanding the legislative initiatives and the reasons for the choices made. Analysis of the doctrine and jurisprudence also played a great part. This allows the reader to have a thorough understanding of the subject from a scientific point of view and from the point of view of practical application.

Available in PDF, EPUB and Kindle. Book excerpt: Canadian public administration has provided a rich ground for examining the changing nature of the state. Currents of political change have rippled through the administration of the public sector, often producing significant alterations in our understanding of how best to organize and administer public services. This volume brings together some of the leading Canadian and international scholars of public administration to reflect on these changes and their significance. Providing a historical perspective on public administration in Canada, the volume examines the shift from a traditional model of administration to newer forms such as new public management and governance, and explores current debates and the place of Canadian public administration within a broader comparative perspective.

Book excerpt: This edition of over 60 000 entries, including significantly more than 20% new or revised material, not only updates its predecessor but also continues the policy of extending coverage to areas dealt with only sparsely in previous editions. Special attention has been paid to the Far East, Australasia and Latin America in general, and to the People's Republic of China in particular. The cross-referencing between a defunct organization and its successor (indicated by ex and now) introduced into the last edition, has been extended. Otherwise the policies adopted in previous editions have been retained. All kinds of organizations are included - international, national, governmental, individual, large or small - but strictly local organizations have been omitted. The subject scope includes activities of all kinds, in the fields of commerce and industry, education, law, politics, public administration, religion, recreation, medicine, science and technology. The country of origin of a national organization is given in brackets, unless it is the home country of the title language or can be deduced readily from the title itself. Acronyms of parent bodies of subsidiary organizations are also added in brackets. Equivalences are used to link acronyms in different languages for the same organization. A select bibliography guides the reader to specialist works providing more detailed information.

This book was released on 2019-07-03 with total page 220 pages. Available in PDF, EPUB and Kindle.

This book was released on 2007-01-15 with total page 155 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume highlights the proceedings of the two policy dialogue conferences held by the Working Group on Finance and Education (WGFE) in 2004. Part I of the document discusses the endemic crisis that higher educationhas been beset with since the outset of the post colonial period in Africa. It highlights the critical state of higher education systems in Burkina Faso, Mali, Nigeria and Senegal by scrutinizing the causes, manifestations and consequences of the crisis to posit useful recommendations and possible solutions. Part II is a comprehensive review of the challenges facing the financing and planning of all levels and types ofeducation - from kindergarten to graduate school - in selected African countries. The papers reveal the sources and mechanisms of funding education in Africa, drawing attention to the experiences of communities confronted with new funding sources. A new trend, which consists of designing decade long educational development plans, has emerged and is rapidly expanding in numerous African countries. This experience is examined and shared by the authors. This book has contributions in both French and English.

Book excerpt: This edition of well over 50,000 entries not only updates its predecessor but considerably increases the coverage of Latin America and Eastern Europe. I have been aided in this work by two colleagues at Glasgow University Library, Dr Lloyd Davies and Barbara MacMillan, and in general revision by Kate Richard. Close on 20% of the text has been altered. The equivalences, introduced into the last edition, linking acronyms in different languages for the same organization, have been extended. New to this edition is the cross-referencing between a defunct organization and its successor. Otherwise the policies adopted in previous editions have been retained: strictly local organizations are omitted, but the subject scope includes activities of all kinds; the country of origin of a national organization is given in brackets, unless it is the home country of the title language or can be readily deduced from the title itself. Acronyms of parent bodies of subsidiary organizations are also added in brackets. A select bibliography guides the reader to specialist works providing more detailed information. Particularly at a time of such widespread political change affecting organizational structures in so many countries, it is impossible to ensure complete up-to-date accuracy in a work of this kind. Readers are earnestly invited to inform me of any errors and omissions for attention in a later edition of this work. H. H. Bibliography Acronyms, Initialisms and Abbreviations Dictionary. 13th edn.
