War, persecution, destitution, and desertification impelled millions to flee their homes in central Asia, the Levant, and North Africa. The responses in the Global North varied country by country, with some opening their borders to historically large numbers of refugees and asylum seekers, while others adopted increasingly strict border policies. The dramatic increase in global migration has triggered controversial political and scholarly debates. The governance of cross-border mobility constitutes one of the key policy conundrums of the 21st century, raising fundamental questions about human rights, state responsibility, and security. The research literatures on borders and migration have rapidly expanded to meet the increased urgency of record numbers of displaced people. Yet, border studies have conventionally paid little attention to flows of people, and migration studies have simultaneously underappreciated the changing nature of borders. Borders and Migration: The Canadian Experience in Comparative Perspective provides new insights into how migration is affected by border governance and vice versa. One new rule is that as the discovery of new knowledge grows more difficult, more complex organizational and institutional arrangements have to be adopted. Knowledge growth is accelerating because not only are there more creative individuals and organizations developing radical innovations, but also innovative regions are facilitating both of these trends. The discussion of four social regions and the kinds of selves produced help explain partisan divides and integrate the social psychological literature. The growth in knowledge produces two kinds of social changes: In the nature of the social structure and the kinds of institutional problems that have to be solved. The discussion of changes in the stratification system, in the choice of organizational form, and in the spread of inter-organizational networks with tight connections (heterogeneous social capital) allows us to update Marx, Weber, and Durkheim. The new adaptive problems include growing inefficiencies in labor, product, and public markets and the failure of many existing programs. The proposed solutions are the creation of coordinated systemic networks in each of these areas, which integrates the comparative institutional literature, neoclassical economics, and political science.

Do poets seek to shape public opinion and behavior? Should they? Or do they offer alternatives--perhaps sacred alternatives--to political and religious ideologies? Are they what Shelley in 1821 called 'the unacknowledged legislators of the World'? And what might that mean? During the decades immediately preceding the Revolution of 1789 the status of contemporary poetry in France was at its lowest ebb. At the same time the perceived power of the writer to influence public events reached a high-water mark with Voltaire's triumphant return to Paris in 1778. In the course of the next century French poetry enjoyed an extraordinary renaissance and flowering, perhaps its greatest. But what of the poet's public influence? In 1881 the people of Paris processed for six hours past the home of Victor Hugo on the occasion of his 79th birthday, and in 1885 an estimated two million people witnessed his state funeral. But who or what were they acknowledging? Poetry or republicanism? Or perhaps their own power? For with each Revolution that passed--1789, 1830, 1848--French poets themselves felt increasingly marginalized. This study addresses the first part of this story and focuses on the role and function of the poet during the so-called Romantic Period. Beginning with an account of the literary climate in pre-revolutionary France it then maps the changes in that climate wrought by the events of the 1789 Revolution. It describes the new politico-literary agendas set by Chateaubriand and others on the monarchist Right, and by Stael and others on the liberal Left. Against this background it then analyzes in detail the poetic output and public exploits of the three major French poets of the period: Lamartine, Hugo, and Vigny. The Romantic figure of the poet as prophet and magus is habitually dismissed as a cliche. But by focusing on the role of the poet as lawgiver this book reveals the rich and complex terms in which the public function of poetry was debated in post-revolutionary France--and how amidst the centenary celebrations of 1889, as Romanticism gave way to Symbolism, the poet as lawgiver continued to play a central part in that debate.

How can we explain the evolution of legislatures in Western Europe? This book analyses ninety procedural reforms which restructured control over the plenary agenda and committee power in Britain, France, Sweden, and Germany between 1866 and 2015. Legislatures evolve towards one of two procedural ideal types: talking (where governments control the agenda) or working legislatures (with powerful committees). All else being equal, legislators' demand for mega-seats on legislative committees triggers the evolution of working legislatures. If, however, legislators fail to centralize agenda control in response to anti-system obstruction, legislative procedures break down. Rather than a decline of legislatures, talking legislatures accordingly indicate the resilience of legislative democracy. In conclusion, the book shows the causal nexus between procedural reforms and (legislative) democracy.

Most importantly, they act as role models for LGBTQ people (particularly children and teens) and contribute to lifting the social stigma around sexuality and gender identity. This latest volume in our Sustainable Development Goals series underlines that SDG 16 (Peace, Justice, and Strong Institutions) can only be accomplished with political representation for the LGBTQ community and minority groups in general.
