Combatting climate change does not necessitate a trade-off between economic growth and climate policy provided that the latter is consistently linked to new economic policy. Policymakers should support innovation, effective redistribution policies and modern mobility concepts. Moreover, there are crucial links between financial market dynamics and price dynamics in ETS. If measures discussed here are coordinated effectively in the EU/G20, and at the global level, then climate neutrality could be achieved. Book excerpt: International climate change policy can be broadly divided into two periods: A first period, where a broad consensus was reached to tackle the risk of global warming in a coordinated global effort, and a second period, where this consensus was finally framed into a concrete policy. The first period started at the "Earth Summit" of Rio de Janeiro in 1992, where the United Nations Framework Convention on Climate Change (UNFCCC) was opened for signature. The UNFCCC was subsequently signed and ratified by 174 countries, making it one of the most accepted international rd treaties ever. The second period was initiated at the 3 Conference of the Parties (COP3) to the UNFCCC in Kyoto in 1997, which produced the Kyoto Protocol (KP). Till now, eighty-four countries have signed the Kyoto Protocol, but only twelve ratified it. A major reason for this slow ratification is that most operational details of the Kyoto Protocol were not decided in Kyoto but deferred to following conferences. This deferral of the details, while probably appropriate to initially reach an agreement, is a major stepping stone for a speedy ratification of the protocol. National policy makers and their constituencies, who would ultimately bear the cost of Kyoto, are generally not prepared to ratify a treaty that could mean anything, from an unsustainable strict regime of international control of greenhouse gases (GHGs) to an "L-regime" ofloopholes, or from a pure market-based international carbon trading to a regime of huge international carbon tax funds.

Book excerpt: The computer revolution both in the hardware as well as in software has made it possible for economists to analyze complex issues which could not be solved in the past by analytical methods. A large library of numerical techniques are now available to economists for solving models ranging from a simple system of linear simultaneous equations to large non-linear dynamic optimization models. We attempt to take advantage of these advancements in computational economics to address the issue of global warming and economic development. The use of computer simulation models has enhanced the understanding of some of the underlying issues in the global warming literature which would have been impossible without these models. However, to date, the global warming issue has been addressed in a partial equilibrium framework. In other words, the climate scientists tend to specify economic variables as exogenous variables in their global warming models while the economists do the same by specifying the climate variables as exogenous variables in their global warming models. Both approaches ignore important feedback relationships which will be triggered when either economic or climate variables are perturbed. The ideal model structure would be one in which both systems are incorporated within one framework with emphasis on the long run effects of greenhouse gas curbing policies and the corresponding effect on the economic growth potential of the economies.

The United States, as the world's largest polluter5 to climate change - US emissions of CO exceed those of all other countries6 plus on a per capita basis US CO -emissions are the highest off all countries7 - plays a major, if not the decisive, role in international environmental politics and the dialogue for a global strategy to address climate change. While the United States was one of the leading countries in terms of progressive domestic legislation and one of the driving forces behind international environmental agreements (e.g. dealing with the problem of ozone depletion culminating in the Montreal Protocol) 8, the US is now not only blocking the Kyoto Protocol, but also actively pressuring other undecided countries not to sign and ratify the Protocol.
