Dieser Zusammenhang wird in der Arbeit anhand von drei Fallbeispielen, Deutschland, Großbritannien und Griechenland aufgezeigt. Zu Beginn der Arbeit wird der Begriff 'Wohlfahrtsstaat' definiert und abgegrenzt zu weiteren einschlägigen Begriffen der Sozialpolitik. Anschließend werden gängige Theorien zur Sozialpolitik und zum Krisenverhalten von Wohlfahrtsstaaten einbezogen, bevor in einem kurzen Abschnitt wesentliche und für die Arbeit unverzichtbare Abläufe der Wirtschaftskrise dargelegt werden. Die folgenden Teile der Arbeit behandeln die drei Fallbeispiele. Hierzu wird jeweils kurz das System des Wohlfahrtsstaates beschrieben und die Auswirkung der Krise dargelegt. Im Anschluss werden beispielhaft wesentliche Einschnitte in das System aufgeführt und auf die Ursache der Wirtschaftskrise untersucht.

Die Ausarbeitung zeigt hier zunächst die Faktoren sowie die Struktur der Krise auf und versucht in einem zweiten Schritt Reformvorschläge aus wirtschaftspolitischen Theorieansätzen abzuleiten. Seit Anfang der siebziger Jahre lässt sich eine Strukturkrise des konservativen Wohlfahrtsstaates ausmachen, die sich mit jeder weiteren konjunkturellen Rezession heftiger auf die Gesellschaft auswirkt. Der Beginn der Krise kann mit den Energiekrisen der siebziger und achtziger Jahre und ihrer verheerenden Wirkung auf die Wirtschaft ausgemacht werden. Des Weiteren lassen sich Faktoren wie die strukturelle Veränderung der Volkswirtschaft, die negative demographische Entwicklung, die hohen Arbeitslosenquoten, das politischen Konstrukt und seine Vetospieler und die „Globalisierung“ annehmen. In dem deutschen Beispiel kommen zu den oben genannten Faktoren eine schlechtere Ausgangslage für die Ökonomie nach dem zweiten Weltkrieg und die Kosten der Wiedervereinigung hinzu. Die Einteilung der Wohlfahrtsstaaten im vorliegenden Buch basiert auf den Typologien von Gösta Esping Andersen, welcher drei verschiedene Typen von Wohlfahrtsstaaten unterstellt und diese mithilfe der Abhängigkeit ihrer Sozialsysteme vom Arbeitsmarkt kategorisiert. In diesem Modell wird der deutsche Wohlfahrtsstaat als konservativ korporatistisch bezeichnet. Der Hauptteil der Analyse beschäftigt sich mit der Problembewältigung anderer wohlfahrtsstaatlicher Modelle in Anbetracht ihrer Krisen und soll damit dem konservativen Wohlfahrtsstaat wirtschaftspolitische Auswege aus der Bedrängnis aufzeigen. Hierzu werden liberale wirtschaftstheoretische Ansätze am Beispiel Großbritanniens sowie sozialdemokratische wirtschaftstheoretische Ansätze an den skandinavischen Ländern, hier insbesondere Schweden, erörtert und die Wirkungsweise dieser Ansätze an wirtschafts- politischen Reformen abgeleitet. Mit dem Vergleich von wirtschaftspolitischen Reformen werden mögliche Auswege für die Bewältigung der gegenwärtigen Krise des deutschen Wohlfahrtsstaates aufgezeigt. Mithilfe der empirischen Beispiele können negative Auswirkungen für die BRD ausgeschlossen sowie positive Auswirkungen gefördert werden. Ungewiss ist aber, ob sich diese theoretischen Ansätze in gleicher Form auf das System der BRD auswirken. The term became more prominent only after World War II. Kaufmann, the doyen of the sociology of social policy in Germany, argues that „social policy“ responds to the modern disjunction between “state” and “society” diagnosed by the German philosopher Hegel. Hegel’s disciple Lorenz von Stein saw social policy as a means to pacify the capitalist class conflict. After World War II, social policy expanded in an unprecedented way, changing its character in the process. Social policy turned from class politics into a policy for the whole population, with new concepts – like "social security", "redistribution" and "quality of life" - and new overarching formulas, "social market economy" and "social state" (the German version of “welfare state”). Both formulas have remained indeterminate and contested, indicating the inherent openness of the idea of the “social”.

The Weimar experiment in democracy depended to no small degree upon the welfare system's ability to give German citizens at least a fundamental level of material and mental security in the face of the new risks to which they had been exposed by the effects of the lost war, revolution, and inflation. But the problems of the postwar period meant that, even in its best years, the Weimar welfare state was dangerously overburdened. The onset of the Depression and the growth of mass unemployment after 1929 destroyed republican democracy and the welfare state upon which it was based. On the ruins of Weimars social republic, the Nazis built a murderous racial state. Existing work on the Weimar welfare state concentrates largely on the discussions of social reformers, welfare experts, feminists, and the laws and institutions that their debates produced. Yet the Weimar welfare state was not simply the product of discourse and discursive struggles; it was also constructed and re-produced by the daily interactions of hard-pressed officials and impatient, often desperate clients. Adopting a "history of everyday life" perspective, Germans on Welfare: From Weimar to Hitler, 1919-1935 shows how welfare discourse and policy were translated into welfare practices by local officials and appropriated, contested, or re-negotiated by millions of welfare clients.
