Book excerpt: Excerpt from Community Studies for Rural High Schools No course of instruction in the public schools is complete that does not give the learner a closer and more definite knowledge and understanding of his immediate environment. This is a truth that we have in the past largely overlooked in planning courses of study for our schools, particularly for our high schools. Languages and peoples that are dead and activities and institutions that are remote in time or distance are interesting and valuable and have a proper place in our high school programs; but their place should be a subordinate one. So strong, however, are the cords with which tradition has bound most of us that we have continued to act on the assumption that no education can be acceptable or in good repute that does not include a large share of these dead and remote things and that the study of "the life that now is" and the conditions and circumstances that immediately surround us cannot have a legitimate place in school instruction. The result of this is that the high schools are turning out many boys and girls who know something of Latin and German, something of the civilization of Greece and Rome, and something of geometry, but who know little or nothing about the community in which they live; they know nothing of its history, nothing of its traditions, nothing of its industries, nothing of its institutions, and nothing of its possibilties for the future. The life that goes on about them, with its needs, its failures, and its suggestions, makes no appeal to them, because they do not understand its significance. Our rural communities in West Virginia have greatly suffered in the past because the majority of their young people who have gone to high school and to college, have not returned to them to give them the benefit of their training and their increased ability. They have gone into the towns and cities of the state and into the towns and cities of other states, to seek opportunities there and to use there the ability that they have developed. The importance of the third-class school district, judged from the standpoint of the work it is charged to do, is fundamental and its efficiency of vital necessity to our state and national life. The heavy burden of responsibility that it carries and the great importance of its work, are largely overlooked because we are accustomed to consider rather the small individual district with its comparatively few pupils, than the aggregate number of districts in the state with the many thousands of pupils that these serve. Judgment, too, of how far and how well the district serves the people, should be based on the work of all the districts rather than that of any individual one, and manifestly, too, knowledge of state conditions in the aggregate must be had by him who can justly criticise our rural and village schools or safely plan for their improvement. It was a growing conviction of the imperative need of more knowledge of our rural schools from the standpoint of the State as a whole, for guidance in plans for their improvement, that prompted the planning and carrying forward of a survey of all of the third-class districts of the State by our Department of Rural and Industrial Education. The dominant idea has been to learn just what kind of service the schools in the third-class districts are giving. Months were necessary for the collection of data and fully as much time for its study and analysis. Book excerpt: Excerpt from Bulletin of Information Regarding Consolidation of Rural Schools, 1908 The most pressing educational problem to-day is the rural school. Our University, State Agricultural College and Normal Schools have attained a degree of excellence and efficiency unparalleled in the history of our state. The denominational institutions, the high schools, and even the village schools, all report remarkable prosperity and increased activity. The great wave of prosperity that has made the past decade the most marvelous in the development of material resources has also found expression in the educational field. The state has recognized this and at the last session of the legislature nearly two million dollars were given to three state educational institutions. Every true friend of education rejoices because of this liberality, and because of the many evidences of increasing advantages to the youth of our state. These institutions, including the high schools and village schools, have reached a condition where their future prosperity is practically assured. They have acquired a momentum that is bound to carry them forward surely and efficiently. The people of this state are fully aware of the value and worth of the work being done by this type of schools; it is a most pleasing situation and one of which the people of Kansas may well be proud. However, there is a phase of our school work that has not felt this forward impulse. I refer particularly to the rural school. It is the deliberate judgment of many of our best educators and closest observers that no such progress as we have above described is to be found in the common or country school. While all eyes have been turned to the high school, to the college, and to the university, it is feared that the welfare of the rural school has been sadly overlooked. While there are undoubtedly many excellent schools in the country to-day, and while many most capable and experienced teachers are working therein and doing their best for the children under their charge, yet the fact remains that a large percent, of the teachers of this class are inexperienced, and many are most indifferently equipped. Much has been hoped, because of the marked increase of salaries in the rural schools in recent years, yet statistics do not indicate that with larger salaries have come better teachers. Again, the average age of teachers in rural schools is continually lessening. In one county in eight years the average age has decreased from twenty-three to twenty years.
