Book excerpt: Excerpt from Survey of the Schools of Caddo Parish: With Special Reference to the City of Shreveport, L. A., Made by the United States Bureau of Education, Washington, D. C., April 12, 1922 Dr. Jno. J. Tigert, National Commissioner of Education, was requested by the Caddo Parish School Board to provide for a complete survey of the public schools of Caddo. Dr. Tigert accepted the invitation and placed Dr. W. S. Deffenbaugh of his department at the head of the survey commission, and he associated with Dr. Deffenbaugh Dr. Thos. A. Alexander and Dr. F. B. Dresslar of George Peobody College and Mr. C. A. Ives, high school inspector of Louisiana. I beg to submit in the following pages the findings and recommendations of the commission. I am prompted to publish the report of the commission for the reasons: 1. The investigations were made by men of exceptionable ability whose findings can be taken at face value and whose recommendations can be adopted with safety. 2. The commission's attitude toward the work in hand was fair and sympathetic. It sought and found the truth, but it made no attempt to color the truth to the discredit of officials and teachers. It praised and criticised with the evident purpose of advancing the educational interests of the parish. 3. The schools of Caddo are about like the other public schools of Louisiana. They are probably no better and no worse than those of the other parishes. The report of the commission will, therefore, give the public outside of Louisiana a fair notion of our public school status, and it will bring forcefully to the attention of the public in Louisiana a rather adequate appraisal of the value of our educational efforts as well as to point the way to future efforts. I wish here to give expression to my grateful appreciation to the commission for a very excellent piece of constructive work. The letter of invitation was so framed as to convey to me the impression that you desired a statement of the essential vital facts concerning your school system rather than a technical analysis of the situation. I gathered that you wished this statement to be made in such simple terms as could be readily understood by the laymen. In educational affairs, rather than in the technical terms Of the profession of pedagogy. With this suggestion I have endeavored to comply. I have tried to present a report which can be used in helping to improve the schools and conditions about them rather than one which will be ad mired for the exhaustiveness of its investigations or the pedagogical learning displayed in it. I have tried to write a report which will be helpful rather than one which will be admired. It may as well be stated frankly also that the subject in hand has been approached in a sympathetic manner. It is assumed that your honorable body is not so obviously unfair as to desire a report on your school system which would include all the bad things Which might be said about it and exclude all the good things. A fair re port should include both. A school survey which degenerates into a near effort at systematic fault finding cannot claim to be impartial.
