A more economically independent group of "second wave" feminists were concerned primarily with women's political activism, reproductive rights, child care provision for wage-earning women, laws against rape and sexual harassment, and consciousness-raising about women's oppression. Throughout her consideration of these issues, Lovenduski remains keenly aware of the unique situation for the women in each country discussed, as well as the divisions created among women due to differing social class and ethnic background. She is also skeptical of official press reports and accounts of women's political activity and aware of the interplay between professed government ideology and actual social and political practices as they affect women's daily lives.

Book excerpt: This volume is the first comprehensive analysis of women's ascendance to leadership positions in the European Union as well as their performance in such positions. It provides a new theoretical and analytical framework capturing both positional and behavioural leadership and the specific hurdles that women encounter on their path to and when exercising leadership. The volume encompasses a detailed set of single and comparative case studies, analyzing women's representation and performance in the core EU institutions and their individual pathways to and exercise of power in top-level functions, as well as comparative analyses regarding the position and behaviour of women in relation to men. Based on these individual studies, the volume draws overarching conclusions about women's leadership in the EU. Regarding positional leadership, women continue to be underrepresented in leadership positions, they more often hold less prestigious portfolios in such positions, and manifold structural hurdles hamper their access to power. Furthermore, huge variations exist across EU institutions, with the intergovernmental bodies being the hardest to access. Regarding behavioural leadership, women acting in powerful EU positions generally perform excellently. They successfully exercise a combined leadership style that integrates attributes of leadership considered to be 'masculine' and 'feminine'. This is not to argue that women per se are the better leaders. Yet more often than men they are exposed to stronger selection processes and their prevalent practice of a combined leadership style tends to best meet the requirements of modern democratic systems and particularly those of the highly fragmented EU.

It cannot be right that the experiences, skills and concerns of women are not fully represented or reflected in decision making about the laws and functioning of the societies in which they live. The regional study on women’s political representation in the Eastern Partnership countries was commissioned in response to the key objectives of the Council of Europe and the European Commission to address the lack of women’s political representation at national and local level in these countries. Researchers based in each of the countries have contributed qualitative information on both the situation of women and on the experiences of women who have stood for elected office. While the legal basis for equality of women and men exists in all the countries in question, the reality is quite different. Stereotypical views and assumptions about the roles of women in society affect how women step forward as candidates, and whether they are selected and elected. The Council of Europe is convinced that this study, by providing examples of good practice and evidence-based, practical recommendations, will help to address the current imbalance of women holding elected office and, by doing so, will enhance democracy and human rights in the countries of the Eastern Partnership.

Gender had been seen only as a background variable in social surveys of political behaviour, and women had rarely been extensively or separately considered. Now, in essays specially written for this volume, first published in 1981, the authors map out the political behaviour of women in twenty ‘industrially developed’ countries, bringing together and analysing contemporary material on a variety of topics, such as voting, standing for public office, entering the political elite, and engaging in political activity outside the formal structures of government. In each chapter the history of women’s political activity is outlined, from the first movements for female suffrage and emancipation to the new political involvement occasioned by the women’s movements of the 1970s. The impact of differing political systems on the experience of women is considered, and some striking similarities and differences are pointed out. It has been generally agreed that women’s participation in politics has been less than that of men, although reasons postulated for this have varied widely. The essays in this book offer further suggestions in this area, while charting a steady increase in activity by women in all political spheres as feminism politicises issues previously restricted to private or male-dominated spheres and women become increasingly concerned to participate in the political process.
