Japan’s surrender did not mean that the Japanese and former imperial subjects would immediately disavow imperial ideology. The end of the Japanese empire unleashed unprecedented destruction and violence on the periphery. Lives were destroyed; names of cities altered; collaborationist regimes—which for over a decade dominated vast populations—melted into the air as policeman, bureaucrats, soldiers, and technocrats offered their services as nationalists, revolutionaries or communists. Power did not simply change hands swiftly and smoothly. In the chaos of the new order, legal anarchy, revenge, ethnic displacement, and nationalist resentments stalked the postcolonial lands of northeast Asia, intensifying bloody civil wars in societies radicalized by total war, militarization, and mass mobilization. Kushner and Levidis’s volume follows these processes as imperial violence reordered demographics and borders, and involved massive political, economic, and social dislocation as well as stubborn continuities. The work also examines the place of an army and soldiers in the formation of Japan’s national identity after its last devastating war, and explores the impact of constitutional, legal and policy restrictions, as well as the power of the legacy of the still-largely vilified Imperial Japanese Army on GSDF members who seek to serve because “there are people we want to protect.” The study is rounded by an examination of the place of soldiers in Japan’s popular culture, focused on movies, manga and anime, assessing the impact on the GSDF of a public imagination that most often ignores or villainizes soldiers, though ending with a note that some positive images of soldiers and of the GSDF members themselves have started to appear in the last few years. The book’s author, a retired U.S. Army soldier who spent more than twenty years working, studying and training with the GSDF, offers a broad-ranging exploration of a unique organization. Book excerpt: For decades after World War II, Japan chose to focus on soft power and economic diplomacy alongside a close alliance with the United States, eschewing a potential leadership role in regional and global security. Since the end of the Cold War, and especially since the rise of Prime Minister Shinzo Abe, Japan's military capabilities have resurged. In this analysis of Japan's changing military policy, Andrew L. Oros shows how a gradual awakening to new security challenges has culminated in the multifaceted "security renaissance" of the past decade. Despite openness to new approaches, however, three historical legacies—contested memories of the Pacific War and Imperial Japan, postwar anti-militarist convictions, and an unequal relationship with the United States—play an outsized role. The San Francisco Peace Treaty is an international agreement that in significant ways shaped the post–World War II international order in the Asia-Pacific. With its associated security arrangements, it laid the foundation for the regional structure of Cold War confrontation: the "San Francisco System" fully reflected the strategic interests and policy priorities of the peace conference’s host nation, the United States.
