Book excerpt: Prime Minister Modi articulated his vision for the future of the Indian Ocean region when he presented the Offshore Patrol Vessel Barracuda to the Mauritian Coast Guard on March 12, 2015, at Port Louis. Such authoritative statement on Indian Ocean by an Indian leader has not been made for a long time. It evoked considerable interest amongst strategic analysts everywhere. Whilst infusing a soft civilisational complexion to India’s envisaged role, it signifies, also, a determination to seek a future of ‘Security and Growth for All in the Region’ – or SAGAR (Hindi for ‘sea’). As Indian Ocean assumes greater significance in the wake of profound geo-strategic shifts and multitudinous challenges to regional stability, there is universal interest in India’s policy approach and capabilities toward the shaping of a stable maritime order. The Indian political leadership is conscious of the evolving strategic situation and its implications for the country’s security and well-being; it, at the same time, feels that the current circumstances are propitious for such a policy to be successful in substantial measure. Its benign external image and US and other countries’, especially regional, support for more proactive engagement provide the wellspring for its determination that the Indian Ocean’s challenges should be met by the countries of the region itself even as the legitimate interests of outside powers can be accommodated. The eminent contributors to this volume analyse the various components of the SAGAR pronouncement and contextualise them against the emerging strategic trends and the spectrum of bilateral and multilateral effort required for its success.

Available in PDF, EPUB and Kindle. Book excerpt: This book discusses the history of unrest and conflict in Northeast India from 1947 to the present day. A perceptive study on public policy and its delivery in the region, the volume highlights that a crisis of governance, security and development has emerged in the Northeast because of the way various government institutions and agencies have been functioning in the area. It uses case studies to illumine conflict dynamics in the two erstwhile princely states of Manipur and Tripura, along with in-depth discussions on Assam and Nagaland. Drawing upon major policy documents, on-the-ground experience and rare insight, the book examines centre–state relations, the armed forces, special acts, human rights and larger policy-level questions confronting the region. It also underlines the key role of the northeastern states in India’s ‘Look East’ policy. Cogent and authentic, this book will be useful to scholars and researchers of security studies, peace and conflict studies, area studies, Indian politics and history, particularly those concerned with Northeast India.

Book excerpt: This compendium showcases the ongoing trends and challenges in South-South cooperation between India and select countries in Africa, for achieving food security and poverty reduction. Scholars and practitioners share diverse perspectives on the role of India’s development compact; aid, trade, private sector driven Foreign Direct Investments (FDIs), and concessional Lines of Credit (LOCs) to the agricultural and agro-processing sector in Africa. India- Africa cooperation also underscores that the sharing of knowledge and capabilities- technical and financial, along with North- South partnerships- through trilateral and multilateral mechanisms, can upscale agriculture and agro-processing sectors to centre stage the food security agenda and reduce poverty. Arguments made through the volume critically highlight hegemonic neo-liberal economic policies, structural adjustment programmes, import substitution practices, and the denationalization of food production, and illustrate the need for sustainable and cost effective agro-ecological practices, in the face of ongoing global challenges, such as the climate emergency and degradation of biodiversity and habitats. The axial questions addressed are; how does cooperation between countries of the Global South- India and Africa - impact intra-South trading, capacity building, and the investment landscape. Scientists, academics, development professionals, government officials, NGOs and international organizations, offer the readers; empirical case studies, policy perspectives, the limitations and challenges, and the way forward in an analytical manner.

The author draws upon his extensive tenure as a justice of the High Court and Supreme Court to draw examples and relate fascinating personal experiences. He addresses issues like judicial corruption and propagates novel proposals like lawyers to be brought under the Consumer Protection Act. Some memorable judgements which helped in shaping the Indian judiciary have been made by Justice Katju. Available in PDF, EPUB and Kindle. Book excerpt: India is the world’s largest democracy with nearly 70 years of independent existence. Its unique and ever-changing nature has sparked a great degree of academic debate, both before and since Independence. The beauty of India is that there are many kinds of Indias. Understanding the fundamentals that have given birth to such multiplicity across various segments is especially imperative in the present day, when the ‘Idea of India’ is keenly contested. Our nation has the world’s largest youth population and is undergoing tectonic social and political changes at present; therefore, understanding what directions India may take in the future is essential for every thinking individual. India Now and in Transition is an enquiry into possible futures, based on current happenings. Featuring contributions from leading thinkers and scholars in diverse fields, each essay in this volume critically analyses a major theme of India’s present, to propose the likely way ahead for our emergent nation. Covering the fields of politics and governance, economics and development, security and foreign policy, society and culture and language and literature, the book shows that—while beset with both internal and external challenges on many fronts—India isn’t waiting for its moment, it’s making its moment happen.

Available in PDF, EPUB and Kindle. Book excerpt: The Indian Ocean, with its critical routes for global commerce, is a potentially volatile location for geopolitical strife. Even as the region’s role in the international economy and as a highway to conflict zones increases, the US has failed to advance a coherent strategy for protecting its interests in the Indian Ocean or for managing complex diplomatic relationships across the region. The Indian Ocean and US Grand Strategy presents a range of viewpoints about whether and how the US should alter its diplomatic and military strategies for this region. Contributors examine US interests in the Indian Ocean, assess the relative critical importance or imperiled nature of these interests, and propose solutions for American strategy ranging from minimal change to maximum engagement. The book concludes with a comparative assessment of these options and a discussion of their implications for US policymakers. This volume’s perspectives and analysis of the Indian Ocean region will be valued by scholars and students of US foreign policy, South Asia, and security studies as well as by diplomats, military officers, and other practitioners.

Available in PDF, EPUB and Kindle. Book excerpt: This volume is concerned with food poverty and action on food (in)security. The context is a global one; as the developed world faces a problem with overconsumption and chronic diseases, the developing world is addressing the double burden of hunger and over consumption. Even in the developed world, nation states are facing the rise of modern malnutrition which is over consumption, but also the re-emergence of hunger as there are growing levels of poverty and inequality due to the financial crises. Food insecurity is in many people’s minds associated with hunger, and while this is true the modern food system has introduced new complexities to food insecurity with the growth of micro-nutrient inequalities. Hunger and obesity are not being faced by two different groups but often the same group or cohort. These are features of modern malnutrition that are often not recognized. A critical examination of food poverty and food security is undertaken, with a view to clarifying taken-for-granted assumptions in present discourses. The book addresses food charity and the rise of solutions such as foodbanks as appropriate social responses. The final chapters explore the solutions from real life situations. The concluding chapter from the editors draws together the issues and locates solutions within a food policy framework of the total food system. The various definitions of food insecurity will are examined. Hunger and its modern manifestations (hunger and obesity) is another focus, with particular explorations of developed and developing countries experiences. Some of the chapters cover how food poverty/insecurity is being addressed and provide examples of work in progress.
