Book excerpt: Mit der Wahl des Generalthemas 'Die Zukunft des Sozialstaats' hat sich der Vorstand des Vereins für Socialpolitik für die Jahrestagung 1998 in Rostock ein Programm vorgegeben, das nicht nur beziehungsreich für den Verein, sondern auch europaweit von besonderer Aktualität ist. Die Frage nach der Zukunft des Sozialstaats würde sich nicht stellen, wenn keine Krisensymptome diagnostiziert werden könnten. Die Diagnose über das Ausmaß einer möglichen Krise hängt auch von unterschiedlichen Werturteilspositionen über die vom deutschen Sozialstaat zu erreichenden Ziele und der mit der Vorausschauperiode zunehmenden Unsicherheit über die künftige Entwicklung ab. Dennoch sind immer mehr Beobachter in Wissenschaft und Politik davon überzeugt, daß ernsthafte Probleme drohen. Dabei geht es um zweierlei: Zum einen handelt es sich um demographische, ökonomische und gesellschaftliche Trends, die - wenn auch mit Unsicherheit - vorhersehbar sind. Sie werden zu Funktionsstörungen des Systems der sozialen Sicherung führen und nur noch einen unbefriedigenden Zielerreichungsgrad zulassen, weil die vorhandenen Institutionen nicht auf die sich ändernden Rahmenbedingungen ausgerichtet sind und sich ihnen ohne Umgestaltung auch nicht anpassen können. Zum anderen geht es um die grundlegende Akzeptanz der mit einem Sozialstaat verbundenen Solidaritätserfordernisse; denn nur wenn diese Voraussetzung gegeben ist, können soziale Sicherungseinrichtungen ihre zweite Funktion als wesentliches Stabilisierungselement eines demokratischen Staates erfüllen. Dabei sind beide Aspekte eng verknüpft: Eine ungenügende Erreichung der sozialen Schutzziele gefährdet auch die Akzeptanz. In diesem Band werden die auf Einladung gehaltenen Vorträge der Kerntagung zur Zukunft des Sozialstaats publiziert. Außerdem wird der Vortrag des diesjährigen Thünen-Preisträgers, Prof. Dr. Erich W. Streissler, damit der Fachöffentlichkeit zugänglich gemacht.

Book excerpt: This book radically revises established knowledge in comparative welfare state studies and introduces a new perspective on how religion shaped modern social protection systems. The interplay of societal cleavage structures and electoral rules produced the different political class coalitions sustaining the three welfare regimes of the Western world. In countries with proportional electoral systems the absence or presence of state–church conflicts decided whether class remained the dominant source of coalition building or whether a political logic not exclusively based on socio-economic interests (e.g. religion) was introduced into politics, particularly social policy. The political class-coalitions in countries with majoritarian systems, on the other hand, allowed only for the residual-liberal welfare state to emerge, as in the US or the UK. This book also reconsiders the role of Protestantism. Reformed Protestantism substantially delayed and restricted modern social policy. The Lutheran state churches positively contributed to the introduction of social protection programs.
