Book excerpt: The present study addresses the governance architecture of the much debated Open Method of Coordination (OMC) in the field of social inclusion and evaluates its implementation in France, Germany and at EU-level. Based on extensive variable-based empirical research, it assesses both the effectiveness and the legitimacy of the OMC and comes to unequivocal conclusions: Due to the resistance of member states and remaining differences in underlying ideas of social justice, anti-poverty policy could not be Europeanised through the OMC which unfolds as a very weak governance architecture. The general framework of negative integration remains unchallenged by this non-binding instrument which, to the contrary of its intention, rather forecloses the possibility of supranational learning. With regard to legitimacy, the OMC supports policy-making in closed, intransparent circles of very weakly or not democratically mandated representatives and therefore does little do decrease the democratic deficit of the EU - however one of its original ambitions.

Although Denmark, in 1973, and Sweden and Finland, in 1995, joined the European Union, the entry of Norway into the Union was rejected in the plebiscites of 1972 and 1994. Furthermore, Nordic EU members enjoy permanent exceptions to their integration into the EU: Denmark and Sweden, like the U.K., have declined to become part of the monetary union. Finland is essentially the only Nordic country that entered the EU without substantial exceptions. A membership bid from Iceland was unthinkable; after the fi nancial crisis - which is not the topic of this book - Iceland applied for membership in 2010 and has been in discussions with the European Commission ever since. In other words: the European Union divides Nordic societies, which has resulted in a series of national exceptions to the integration process. Taken together, these exceptions have created an integration process whose overall geometry is contradictory and paradoxical. Considering this melange, this book will discuss the actual state of Nordic integration into the EU from many different perspectives and illuminate future developments in the fi eld of integration. It would have to be communicated to the citizens that a fiscal union, leading to a larger budget, would enable the EU to work more efficient and deal with its current problems.

It provides a new theoretical and analytical framework capturing both positional and behavioural leadership and the specific hurdles that women encounter on their path to and when exercising leadership. The volume encompasses a detailed set of single and comparative case studies, analyzing women's representation and performance in the core EU institutions and their individual pathways to and exercise of power in top-level functions, as well as comparative analyses regarding the position and behaviour of women in relation to men. Based on these individual studies, the volume draws overarching conclusions about women's leadership in the EU. Regarding positional leadership, women continue to be underrepresented in leadership positions, they more often hold less prestigious portfolios in such positions, and manifold structural hurdles hamper their access to power. Furthermore, huge variations exist across EU institutions, with the intergovernmental bodies being the hardest to access. Regarding behavioural leadership, women acting in powerful EU positions generally perform excellently. They successfully exercise a combined leadership style that integrates attributes of leadership considered to be 'masculine' and 'feminine'. This is not to argue that women per se are the better leaders. Yet more often than men they are exposed to stronger selection processes and their prevalent practice of a combined leadership style tends to best meet the requirements of modern democratic systems and particularly those of the highly fragmented EU.
