Book excerpt: Abstract: Ground-water levels are declining from 6 inches to over 5 feet annually beneath 14 million acres of irrigated land in 11 States irrigated mainly by ground water. Pumping costs are rising, and well yields are declining, causing farmers to adjust their irrigation practices. Farmers are adopting new irrigation technologies to improve irrigation efficiency and are changing to crops with lower water requirements in some areas. However, techniques for conserving ground water may not extend the life of aquifers. State and local governments have passed laws severely restricting further irrigation development in about 45 percent of the irrigated area affected by ground-water mining.

Available in PDF, EPUB and Kindle. Book excerpt: Because water in the United State has not been traded in markets, there is no meaningful estimate of what it would cost if it were traded. But failing to establish ground water's valueâ€"for in situ uses such as sustaining wetlands as well as for extractive uses such as agricultureâ€"will lead to continued overuse and degradation of the nation's aquifers. In Valuing Ground Water an interdisciplinary committee integrates the latest economic, legal, and physical knowledge about ground water and methods for valuing this resource, making it comprehensible to decision-makers involved in Superfund cleanup efforts, local wellhead protection programs, water allocation, and other water-related management issues. Using the concept of total economic value, this volume provides a framework for calculating the economic value of ground water and evaluating tradeoffs between competing uses of it. Included are seven case studies where ground-water valuation has been or could be used in decisionmaking. The committee examines trends in ground-water management, factors that contribute to its value, and issues surrounding ground-water allocation and legal rights to its use. The book discusses economic valuation of natural resources and reviews several valuation methods. Presenting conclusions, recommendations, and research priorities, Valuing Ground Water will be of interest to those concerned about ground-water issues: policymakers, regulators, economists, attorneys, researchers, resource managers, and environmental advocates.

Book excerpt: This paper is concerned with the rights of individuals to withdraw water from permeable materials beneath the land surface, under the basic laws of the States in which they reside. It does not concern itself with limited-purpose statutes that seek only to prevent or abate pollution of naturally fresh waters, or to preclude waste of water; or that require well drillers to be licensed, or logs of wells to be filed with some administrative agency. Neither does it concern itself with certain municipal and local regulations that, to some extent, limit the freedom of action by individuals within those local jurisdictions.

The first chapter provides an overview of important groundwater management and policy issues. Each of the subsequent chapters presents a brief description of the water environment in each of the 19 states and the major groundwater regions in the state. These chapters provide a summary of ground water use and consumption by type of consumption, an examination of groundwater problems in the state, and a summary of groundwater law, administration, and regulations. The chapters conclude with a section summarizing groundwater politics (where appropriate) and an evaluation of future potential groundwater management problems. Hydrologists and people involved in groundwater use, control, and management will find the book invaluable.

Available in PDF, EPUB and Kindle. Book excerpt: The impact of mining is too big to ignore in a world of oversubscribed water. This is true of conventional mining as much as – or even more than – hydraulic fracturing (fracking). The legacy issues of such mining on water have not been fully appreciated, especially the irretrievable effects mining has had on communities and ecosystems around the world through its impact on water. Yet this is not an ‘us-or-them’ problem: the wealth, influence and technical knowledge of mining interests can and must be part of the solution. All of the contributions to this volume either consider the deficiencies of existing governance structures and the need for better ones, or explore the use of new techniques to identify and evaluate social and environmental impacts. The chapters in this book were originally published in the journal Water International.
