Previous books on the Habsburg Empire emphasize its slow decline in the face of the growth of neighboring nation-states. John Deak, instead, argues that the state was not in eternal decline, but actively sought not only to adapt, but also to modernize and build. Deak has spent years mastering the structure and practices of the Austrian public administration and has immersed himself in the minutiae of its codes, reforms, political maneuverings, and culture. He demonstrates how an early modern empire made up of disparate lands connected solely by the feudal ties of a ruling family was transformed into a relatively unitary, modern, semi-centralized bureaucratic continental empire. This process was only derailed by the state of emergency that accompanied the First World War. Consequently, Deak provides the reader with a new appreciation for the evolving architecture of one of Europe's Great Powers in the long nineteenth century.

This book investigates liberal politics in local government; the only sphere in which liberals had direct access to power throughout Germany. Through the study of one of Germany's most progressive cities, Frankfurt am Main, Jan Palmowski examines more generally the processes of politicization and policy formulation at the local level. He argues that in Frankfurt as elsewhere, local affairs had become politicized not around 1900, as is generally assumed, but by the 1870s. Once in power, the liberals' concern for religion, social policy, and education, as well as their skilful use of fiscal policy shows that liberals in Germany were as sophisticated as liberals in Britain or France. Even in the face of an authoritarian state structure, German liberals received and made use of freedom for renewal and reform. German liberalism was not inherently weak. Instead, the crucial problem lay in the country's complicated federal structure, which made it impossible to transfer innovations from the local level to the state and national levels.

Questions whether there was a continuous line from the German treatment of Jews before World War I to Nazi antisemitism. During and after World War I, relations between Jews and non-Jews worsened and the high level of Jewish integration eroded between 1916-25. Although the constitution of the Weimar Republic accorded Jews equality, they experienced acts of violence and discrimination. Argues that antisemitism became stronger as the economic situation of the Jews deteriorated, due to inflation and the emigration to Germany of 4,273 impoverished Jews from Poland and Russia between 1919-23. Concludes, nevertheless, that no direct line can be drawn between the antisemitism in Imperial Germany and that of the Nazi period.
