These no-notice incidents occur for many reasons, such as forest fires, major storms, chemical spills, or terrorist acts. Their common denominator is that they occur with little or no warning, which presents unique challenges for the safe and secure movement of people and goods. With limited time and information available to make decisions about evacuations, agencies' efforts at planning ahead of time are essential. This primer is directed toward transportation officials, first responders, and emergency managers who will plan and execute evacuation efforts. Sections of the document include a discussion of the planning process used to develop an evacuation plan; explanation of no-notice incidents and their likely scale and consequences; considerations of the unique aspects of no-notice incidents and the need for different transportation strategies and tactics; discussion of evacuation planning issues and how the planning process needs to account for the no-notice factor; and a checklist that planners can use in preparing a plan for a no-notice evacuation, whether natural or man-made. This document is one of several primers intended as tools to aid local and state planners in maximizing the use of the highway network in the development and execution of evacuation plans for their communities, states, or regions.

The guidance, strategies, and tools in NCHRP Report 740 are based on an all-hazards approach that has applicability to a wide range of "notice" and "no-notice" emergency events. The report follows the basic planning steps of the Federal Emergency Management Agency's Comprehensive Preparedness Guide (CPG) 101. Each chapter parallels one of the six main CPG steps. Each chapter is further subdivided into smaller, discrete tasks, with cross-references to tools--such as templates or checklists--that are shown at the end of each chapter and are on a CD-ROM included with the print version of the report."--Publisher's description.

Book excerpt: "Much of what is known about evacuations is based on preparations for incidents, such as hurricanes, for which there is advance warning. With advance warning, evacuations can be planned and managed using procedures and systems that have been developed as a result of extensive and methodical pre-planning. This approach, however, does not adequately support management of incidents when there is no advance warning or when conditions are changing rapidly. Evacuations in response to these types of incidents tend to be monitored, but not well managed. The Federal Highway Administration (FHWA) recognized the importance of and need for new tools and processes to help agencies plan for and manage evacuations where there is little or no advanced warning. Consequently, the FHWA initiated a project to assess the state of the practice and state of the art in evacuation transportation management. The purpose of this document is to outline a concept of operations for transportation management during a no-notice emergency evacuation. This report will illustrate how agencies interact with each other, what information is shared, and how transportation systems are effectively managed during disasters. The concept of operations is intended to address who, what, when, where, why, and how the transportation management system needs to operate during a major no-notice event or disaster requiring evacuation. A high level description of activities that occur during each phase of the evacuation process is provided."--Technical report documentation page.

Book excerpt: This book deals with an often-neglected feature of location problems, namely uncertainty, by combining two related fields: location theory and optimization. Written by leading researchers and practitioners in these fields, each chapter examines one aspect of the location process in different contexts, such as supply chains; location decisions under congestion; disaster management; design of resilient facilities; uncertainty in the health sector; and facility location in the retail sector under uncertainty. The book also addresses methodological aspects, such as chance-constrained approaches, heuristic algorithms, scenario approaches, and simulation. As such, it provides decision-makers with essential methods, tools and approaches to help them deal with these uncertainties. It is mainly intended for graduate students in the fields of operations research and logistics, as well as professionals in logistics and supply chain management.

The intent of the case studies is to identify commonalities and unique distinctions among the cross-section of incidents to identify successes, lessons learned, and best practices to provide guidance to agencies in planning for and managing evacuations including transportation, public safety and other public organizations with a role in managing evacuations."--Technical report documentation page.

Available in PDF, EPUB and Kindle. Book excerpt: Large-Scale Evacuation introduces the reader to the steps involved in evacuation modelling for towns and cities, from understanding the hazards that can require large-scale evacuations, through understanding how local officials decide to issue evacuation advisories and households decide whether to comply, to transportation simulation and traffic management strategies. The author team has been recognized internationally for their research and consulting experience in the field of evacuations. Collectively, they have 125 years of experience in evacuation, including more than 140 projects for federal and state agencies. The text explains how to model evacuations that use the road transportation network by combining perspectives from social scientists and transportation engineers, fields that have commonly approached evacuation modelling from distinctly different perspectives. In doing so, it offers a step-by-step guide through the key questions needed to model an evacuation and its impacts to the evacuation route system as well as evacuation management strategies for influencing demand and expanding capacity. The authors also demonstrate how to simulate the resulting traffic and evacuation management strategies that can be used to facilitate evacuee movement and reduce unnecessary demand. Case studies, which identify key points to analyze in an evacuation plan, discuss evacuation termination and re-entry, and highlight challenges that someone developing an evacuation plan or model should expect, are also included. This textbook will be of interest to researchers, practitioners, and advanced students.

This book was released on 2007 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: Natural or man-made disasters result in unfortunate events around the nation every year. Such extreme events necessitate the short-notice or no-notice evacuation of a large population from the stricken area. This research presents an optimization modeling technique to develop an evacuation plan for transit-dependent residents during no-notice disaster situation. The proposed plan relies on the application of existing public transit system of an urban area. The public transit routing plan (PTRP) problem is formulated as a mixed integer linear program. The PTRP identifies the optimal routes for transit vehicles to move evacuees from the danger zone to designated safe destinations. A heuristic TABU search algorithm is used to find high-quality solution in a reasonable amount of time. Finally, DYNASMART-P is used to evaluate the effectiveness of the developed PTRP. Numerical experiments are conducted using the traffic network of the city of Fort Worth, TX, to illustrate the proposed modeling technique.

Book excerpt: The Pipeline and Hazardous Materials Safety Administration of the U.S. Department of Transportation defines hazardous materials (hazmat) as a substance or material capable of posing an unreasonable risk to health, safety, or property when transported in commerce. Hazmat accidents can result in significant impact to the population (death, injuries) and damage to the environment (destroyed or damaged buildings and infrastructure). Further, hazmat, especially explosive materials, can potentially be used by terrorists to attack civilians or to destroy critical infrastructure. This handbook provides models from Operations Research and Management Science that study various activities involving hazmat transportation: risk assessment, route planning, location decisions, evacuation planning, and emergency planning for terrorist attacks. There are two important research areas in hazmat transportation that are widely studied in the literature: risk assessment and shipment planning. In the risk assessment area, important issues include measurement of accident probabilities and consequences in hazmat transport. Example works in the risk assessment area include modeling risk probability distribution over given areas, considering hazmat types and transport modes, and environmental conditions. The first half of this handbook covers the two fields of risk assessment and shipment planning, while the second half of this handbook provides useful models and insights on other important issues including location problems for undesirable facilities, network interdiction, terrorist attack, and evacuation.
