Available in PDF, EPUB and Kindle. Book excerpt: The Mexican -- United States border represents much more than the meeting place of two nations. Our border communities are often a line of first defense -- absorbing the complex economic, environmental and social impacts of globalization that ripple through the region. In many ways, our success or failure in finding solutions for the environmental, social and economic issues that plague the region may well define our ability to meet similar challenges thousands of miles from the border zone. Border residents face the environmental security concerns posed by water scarcity and transboundary air pollution; the planning and infrastructure needs of an exploding population; the debilitating effects of inadequate sanitary and health facilities; and the crippling cycle of widespread poverty. Yet, with its manifold problems, the border area remains an area of great dynamism and hope -- a multicultural laboratory of experimentation and grass-roots problem-solving. Indeed, as North America moves towards a more integrated economy, citizen action at the local level is pushing governments to adapt to the driving forces in the border area by creating new institutional arrangements and improving old ones. If there is one defining feature of this ground-up push for more responsive transboundary policies and institutions, it is a departure from the closed, formalistic models of the past to a more open, transparent and participatory model of international interaction.

Delays and costs at the border undermine a country’s competitiveness, either by taxing imported inputs with deadweight inefficiencies or by adding costs and reducing the competitiveness of exports. This book provides a practical guide to assist policy makers, administrators, and border management professionals with information and advice on how to improve border management systems, procedures, and institutions.

Available in PDF, EPUB and Kindle. Book excerpt: The need to understand the migration between the United States and Mexico is greater today than at any time in its century long history. Its volume and complexity are greater than most observers might have imagined even a decade ago; and it operates in a context charged with serious human, political, and security challenges. Yet, there is often confusion over the most fundamental questions about the demography, economics, and political nature of the movement and its policy responses. The editors of this book bring together a team of top policy-oriented migration experts from Mexico and the United States to provide an up-to-date analysis leading to grounded policy recommendations for both governments. Their conclusions derive from new analyses as well as from detailed discussions with policy-makers. Contributors assess the main characteristics, trends, and factors influencing Mexico-U.S. migration and recommend actions that should improve migration management, substantially reduce undocumented flows, and refocus Mexican migration into legal channels. Also contained within this book are recommendations of development strategies in Mexico that should reduce mid- to long-term emigration pressures. The book shows that collaboration between the U.S. and Mexico is not only possible, but necessary, as unilateral reforms will continue to fail until both governments act together to regulate the flow, improve conditions for the migrants, and make sure that migration has positive social and economic impacts on both countries.

Available in PDF, EPUB and Kindle. Book excerpt: A "sustainable society," according to one definition, "is one that can persist over generations; one that is far-seeing enough, flexible enough, and wise enough not to undermine either its physical or its social system of support." As the government sector works hard to ensure sufficient fresh water, food, energy, housing, health, and education for the nation without limiting resources for the future generations, it's clear that there is no sufficient organization to deal with sustainability issues. Each federal agency appears to have a single mandate or a single area of expertise making it difficult to tackle issues such as managing the ecosystem. Key resource domains, which include water, land, energy, and nonrenewable resources, for example, are nearly-completely connected yet different agencies exist to address only one aspect of these domains. The legendary ecologist John Muir wrote in 1911 that "when we try to pick out anything by itself, we find it hitched to everything else in the Universe." Thus, in order for the nation to be successful in sustaining its resources, "linkages" will need to be built among federal, state, and local governments; nongovernmental organizations (NGOs); and the private sector. The National Research Council (NRC) was asked by several federal agencies, foundations, and the private sector to provide guidance to the federal government on issues related to sustainability linkages. The NRC assigned the task to as committee with a wide range of expertise in government, academia, and business. The committee held public fact-finding meetings to hear from agencies and stakeholder groups; examined sustainability management examples; conducted extensive literature reviews; and more to address the issue. Sustainability for the Nation: Resource Connection and Governance Linkages is the committee's report on the issue. The report includes insight into high-priority areas for governance linkages, the challenges of managing connected systems, impediments to successful government linkages, and more. The report also features examples of government linkages which include Adaptive Management on the Platte River, Philadelphia's Green Stormwater Infrastructure, and Managing Land Use in the Mojave.

Available in PDF, EPUB and Kindle. Book excerpt: PProtected areas are vital for life on earth. They safeguard biological and cultural diversity, help to improve the livelihoods of local communities, provide the homelands for many indigenous peoples and bring countless benefits to society at large. It is now generally understood that conservation planning cannot just be site-specific; plants and animals do not recognize national boundaries, nor do many of the forces that threaten them. Strategies to conserve biodiversity in the 21st century must therefore emphasize transboundary co-operation , and may at the same time foster better co-operation and understanding between countries. This publication reports on the work undertaken by IUCN's World Commission on Protected Areas to focus attention on the conservation and security benefits of transboundary protected areas.
