Book excerpt: The Welsh Affairs Committee considers the impact of the Severn Crossings Toll on the economy of South Wales and beyond. The Severn Crossings are seen as a vital link for the people and business located in South Wales and beyond. In the Committee's view, while the Crossings, currently managed by Severn River Crossings Plc, bring many valuable benefits including reduced journey times and improved access to customers and suppliers, there is a perception that the high cost of the toll represents a barrier to business. The Committee found that much evidence about the toll's impact is anecdotal and recommends that empirical evidence should be gathered about the economic impact of the toll on both sides of the border. The report is also critical that the inflexibility of the Severn Crossings Act does not allow the toll to be reduced without the taxpayer bearing the cost and is disappointed that it has not proved possible for the Toll to be frozen for 2011. The report concludes that the end of the concession projected for 2017, provides an opportunity to re-examine the pricing policy for the Severn Crossings. The Committee argues that once the bridge returns to public ownership and its current debt is paid off, the cost of maintenance and toll operation will be a fraction of the current monies raised by the toll charges and concludes that there is a strong case for significantly reducing the cost of the toll.

Book excerpt: There has been a major revival of interest in State Capitalism: What it is, where it is found, and why it is seemingly becoming more ubiquitous. As a concept, it has evolved from radical critiques of the Soviet Union, to being deployed by neo-liberals to describe market reforms deemed imperfect, to settle into a middle ground, as a pragmatic way to describe the state assuming a role as an active economic agent, in addition to its regulatory, social, and security functions. The latter is the central focus of this book, although due attention is accorded to the origins of state capitalism and how it has changed over the years, as well as contemporary ways in which state capitalism may be theorized. This economic agency may assume direct forms, for example, via state owned enterprises. However, it may also be indirect, for example, actively serving private interests through promoting insider firms, who may occupy monopolistic market positions and perform outsourced state functions. In turn, this leads to raise salient governance questions. The latter may encompass agency tensions between public ownership, and political or even private interest control; it may also include issues of transparency and monitoring. Although state capitalism has often been depicted as the preserve of states in the global south, be they developmental or predatory, many forms of state capitalism are visible in mature economies, be they liberal or coordinated, and this is not always associated with superior governance arrangements; indeed, this is an area where clear and easy divisions between the "developing" or "emerging" world and the "developed" or "mature" world may increasingly be breaking down. This volume brings together the accounts of leading experts from around the world; it is explicitly multi-disciplinary, and both consolidates the exiting knowledge base, and provides new, novel, and counter-intuitive insights.

Available in PDF, EPUB and Kindle. Book excerpt: Intergovernmental Relations in the UK provides a timely and up-to-date analysis of a turbulent decade in British politics and presents a fascinating case study of intergovernmental relations and territorial power in a devolved unitary state. As over time a widening range of powers has been transferred from the Westminster Parliament to the devolved legislatures in Scotland, Wales and Northern Ireland, intergovernmental relations have become increasingly important to deal with the corresponding overlaps of legislative and fiscal authority. However, leaving the European Union has exposed the weakness of the intergovernmental architecture and challenged the functionality of the UK’s multilevel polity. Until now, the question of how powerful the devolved administrations really are has not been satisfactorily answered. The author uses insights from comparative studies of federations to develop a systematic account of shared rule and intergovernmental relations. This book examines how informal institutions and practices can provide political influence beyond formal structures, with reference to an extensive range of institutions, practices, policies and political decisions. Unlike other studies focused predominantly on the state of the Union, this volume points to the interplay between conflict and cooperation, and demonstrates that the proclaimed ‘break-up of the Union’ is accompanied by efforts to integrate the different jurisdictions. This book will be of interest to scholars and postgraduate students of comparative politics, political systems, multilevel governance, regional and federal studies, British politics and public administration. It will also appeal to politicians, government advisers, civil servants and other practitioners who seek a better, more nuanced understanding of the UK’s multilevel constitution and politics, and the nature of intergovernmental relations in the UK.
