It involves growth in agricultural productivity and generation of higher productivity jobs in other sectors. In addition, in the longer-term, it can support poverty reduction. However, the transition process and its outcomes are frequently challenging – especially among the poor and vulnerable people and households, given the economic and social forces that pressure them to adapt to realities faster than they are able to. The objective of the paper is to show how social protection policies and programmes can contribute to structural transformation, smoothen the transition for the poor and vulnerable and facilitate changes in their livelihoods such that they are able to actively participate in the process of structural transformation. Social protection interventions help households to engage in new economic activities generated by structural transformation, allow them to better manage the risks of such transitions and provide a safety net for those who are not adequately equipped to adapt to the changing circumstances rapidly enough. The paper draws from an extended review of the literature to assess how social protection influences human capital, labor mobility, reallocation of resources, productive capital and access to technology. The paper shows that the potential for major benefits from social protection in smoothening transitions and transforming the income generating activities and livelihoods of individuals and households is significant, the actual impact however is smaller than actually desired or expected.

Book excerpt: This case study is one of four undertaken by the Food and Agriculture Organization of the United Nations (FAO) and the DSI-NRF (Department of Science and Innovation and National Research Foundation) Centre of Excellence in Food Security (CoE-FS) at the University of the Western Cape, South Africa. The purpose of these studies is to review the impact of social protection (SP) interventions on food system outcomes. The overall aim is to define a theory of change and a conceptual framework that link SP to food systems. The focus of this paper is an examination of the project titled “Enhanced Coastal Fisheries in Bangladesh” (ECOFISH-BD), within the Hilsa Fishery Management Action Plan (HFMAP). The HFMAP was implemented from 2005 in five coastal regions of Bangladesh and is a payment-for-ecosystem-services (PES) intervention that provides conditional in-kind assistance. In particular, the HFMAP provides rice to fishers in return for their compliance with fishing restrictions. ECOFISH-BD was initiated in 2014 and extends the HFMAP to include aspects of a “graduation” approach by providing adaptive co-management of the resource, training, alternative livelihood opportunities and support to ensure the inclusion of women and youth in the protected areas.

From climate change to the contemporary food price crisis, vulnerable populations – and especially rural people – are facing increasingly difficult odds of flourishing. Such challenges are even more pronounced where there is conflict, whose multidimensional nature demands to direct more attention to its drivers and impacts. Over the past decades, social protection has contributed to development outcomes, such as those related to poverty reduction, food and nutrition security, and gender equality. Besides, social protection systems have proven to be effective also in addressing covariate shocks, as exemplified by the responses to the COVID-19 pandemic. There has instead been limited operational research regarding social protection’s contributions to peace. In order to start addressing this gap, this paper discusses how social protection can sustain peace efforts by understanding peace not as an outcome but, rather, as an ongoing process. The paper argues that the contributions that social protection can make to peace can be divided between two overlapping scenarios: “working in conflict” and “working on conflict”. While the former refers to efforts aimed at offsetting the impacts of conflict, the latter relates to interventions that intend to deliberately address its underlying drivers. The working paper also recognizes that social protection interventions in a conflict-affected context can potentially be harmful and fuel social tensions in the absence of adequate consideration of local power dynamics. It therefore calls for social protection strategies and programmes to be conflict-sensitive – beyond the “do no harm” – to make explicit contributions to peace.

The questions addressed are: How does social protection reach and facilitate the rural transformation process? What key social protection interventions can better support inclusive transformation? Based on country-level evidence, the paper analyses how different types of social protection interventions (protective, preventive or promotional) affect rural livelihoods; help rural transformation (by increasing productivity, employment opportunities or non-farm activities); and influence inclusiveness. Each context could either enhance or jeopardize social protection interventions, affecting their transformational and inclusiveness impacts. Social protection represents a significant portion of national budgets (on average 3 per cent of national GDP in a subset of developing countries for which data were available). The resources devoted through social protection do not specifically target the rural poor, but provide relevant resources to poor households and communities more widely. Social protection has shifted from providing traditional social assistance (targeting just the poor) to offering a broader set of complex and interlinked interventions in favour of vulnerable social groups. Although there is not enough evidence available to assess the impact of different combinations of social protection policies and programmes, they can be seen as providing useful tools to help prepare rural populations to take advantage of rural transformation (entry into the non-farm economy, training in specific skills, empowerment of rural populations, protection of the most vulnerable), and to protect groups that could be left behind during such transformation. Social protection could enhance rural transformation and improve its inclusiveness - but such outcomes will depend on the specific context and the combination of interventions, their characteristics, scale and targeting rules.

Book excerpt: Social protection programs—public or private initiatives that aid the poor and protect the vulnerable against livelihood risks—can effectively be used to assist those trapped, or at the risk of being trapped, in chronic poverty. These programs aim to address chronic poverty through redistribution and protect vulnerable households from falling below the poverty line. Although investments in social protection programs are often motivated by equity concerns, they can also contribute to economic growth by, for example, encouraging savings, creating community assets, and addressing market imperfections. Despite their potential and proliferation, not enough is known about social protection programs in Africa. The 2017–2018 Annual Trends and Outlook Report (ATOR) reduces this knowledge gap by focusing on the potential of such programs on the continent and the corresponding opportunities and challenges. The chapters of the Report highlight the benefits of these programs, not only to their direct recipients but also others in the community through spillover effects. They also underscore the importance of appropriate design and sustainability to fully realize the potential of social protection programs.
