Book excerpt: Structural transformation involves the reallocation of resources from less to more productive uses. It involves growth in agricultural productivity and generation of higher productivity jobs in other sectors. In addition, in the longer-term, it can support poverty reduction. However, the transition process and its outcomes are frequently challenging – especially among the poor and vulnerable people and households, given the economic and social forces that pressure them to adapt to realities faster than they are able to. The objective of the paper is to show how social protection policies and programmes can contribute to structural transformation, smoothen the transition for the poor and vulnerable and facilitate changes in their livelihoods such that they are able to actively participate in the process of structural transformation. Social protection interventions help households to engage in new economic activities generated by structural transformation, allow them to better manage the risks of such transitions and provide a safety net for those who are not adequately equipped to adapt to the changing circumstances rapidly enough. The paper draws from an extended review of the literature to assess how social protection influences human capital, labor mobility, reallocation of resources, productive capital and access to technology. The paper shows that the potential for major benefits from social protection in smoothening transitions and transforming the income generating activities and livelihoods of individuals and households is significant, the actual impact however is smaller than actually desired or expected.

This book was released on 2019-05-01 with total page 60 pages. Available in PDF, EPUB and Kindle. Book excerpt: Today, about 783 million people live in extreme poverty. Extreme poverty is primarily a rural phenomenon, with 80 percent of the extreme poor living in rural areas, across greatly diverse rural landscapes. Despite great progress in poverty reduction, the standard of living of the poorest of the poor has remained almost unchanged in the past 35 years, signaling that a huge gap in policy making and programmatic approaches are leaving them behind. FAO has established a Corporate Framework on Rural Extreme Poverty to orient and bring to bear the relevant work of the Organization towards reaching Target 1.1 of the SDGs. Eliminating extreme poverty is directly linked to eliminating hunger (SDG 2), as well as other SDGs. When the extreme poor have means to a better life, they no longer suffer from hunger and can invest in a better future for their families and communities. The Framework reinforces the application of other Corporate Frameworks, particularly those related to gender equality, social protection, sustaining peace, and migration. This makes the Framework applicable to many areas of FAO’s work, accelerating efforts to eliminate extreme poverty in rural areas. The Framework identifies four key areas to reach the rural extreme poor: ensuring food security and nutrition, promoting economic inclusion, fostering environmentally sustainable and resilient livelihoods and preventing and protecting the extreme poor against risks and shocks. To ensure its ability to eradicate rural extreme poverty, the Framework establishes the following five deliverables: 1. Better align the areas of FAO’s mandate into global and national actions to eradicate extreme poverty. 2. Increased capacity to reach the extreme poor by undertaking poverty analysis 3. Develop dedicated and integrated approaches for the rural extreme poor. 4. Ensure that FAO’s actions do not create poverty. 5. Account for FAO’s contribution to SDG 1, and in particular, to Target 1.1.

Book excerpt: FAO’s Strategic Framework (2022–2031) envisages the transformation to more efficient, inclusive, resilient, and sustainable agrifood systems for better production, better nutrition, a better environment, and a better life, leaving no one behind. In this scope, FAO promotes inclusive economic growth by reducing inequalities between urban and rural areas, rich and poor countries, men and women to attain a better life for all. This report analyses the specific risks and vulnerabilities faced by rural populations in Europe and Central Asia. It highlights the gaps and barriers concerning social protection in the region, which present challenges for addressing the specific vulnerabilities of rural populations and helping them to better manage risks. The report discusses how social protection programmes should be designed and financed to contribute to more inclusive rural transformation processes, improved nutrition and dietary outcomes, women’s empowerment, and other social issues such as child labour. In this scope, the report specifies key entry points for FAO to improve social protection for rural populations in the region. The report concludes that, especially in the post-pandemic period, expanding the coverage, adequacy and comprehensiveness of social protection for rural populations is key to addressing food security and nutrition, rural poverty, developing agriculture, and building resilient and sustainable food systems in Europe and Central Asia.

Book excerpt: Despite the importance of social protection, today more than 70 percent of the world’s population still has no or limited access to comprehensive social protection. Coverage in rural areas, where about 80 percent of the world’s poor live, is even lower. Achieving an effective extension of the coverage of social protection benefits and services to the rural population is a key challenge which must be addressed in order to achieve SDG 1.3. “Implement nationally appropriate social protection systems and measures for all, including floors, and by 2030 achieve substantial coverage of the poor and the vulnerable”. This will require bridging gaps and removing existing barriers that limit the access of rural populations to social protection.Extending social protection for all is core to the work of the Food and Agriculture Organization of the United Nations (FAO) and the International Labour Organization (ILO). The present paper lays out the specific profiles, risks and vulnerabilities of rural populations and explores options to extend social protection coverage to them.

It also contributes to promoting good health and well-being, achieving decent employment, fostering economic growth and reducing inequalities – objectives that are reflected in the Sustainable Development Goals (SDG targets 1.3, 3.8, 5.4 and 10.4). When designed to reduce and prevent poverty, food insecurity, and vulnerability across the life cycle – social protection policies and programmes can effectively support vulnerable households to improve their lives. The issue lies in the fact that only 45 per cent of the global population is currently effectively covered by at least one social benefit and the remaining 55 per cent – some 4 billion people – are left unprotected. "On the path to universal coverage" identifies and analyses existing the barriers of access to social protection for rural populations (legal, institutional, financial) and also explores international experiences to identify potential solutions to overcome these barriers in a systematized manner. This paper aims to shed light on the current gaps in social protection programmes and offers solutions for policy-makers and stakeholders to take into account in the design and implementation stages of their own projects.

Book excerpt: This study presents an inventory of practices highlighting the role rural organizations play in: (i) delivering member-based social assistance and insurance, and other complementary services; and (ii) collaborating with national and international counterparts in the delivery of national and international social protection programmes. The inventory builds on an initial review made by FAO in 2014. As a follow-up, in 2015 FAO issued a call for proposals from development agencies and international organizations in order to collect relevant experiences. The results were shared through a webinar held at the end of 2015. The process culminated with this report and a series of case studies (case studies are annexed at the end of this report). This inventory should contribute to enhancing the understanding of development practitioners regarding the strengths, limitations and opportunities associated with a stronger and more systematic role of rural organizations in SP.

Book excerpt: At a global level there is increasing recognition of the role that fisheries policies and social protection can jointly play in combating poverty and hunger, whilst simultaneously promoting sustainable natural resources management. Efforts are being made at the country level to bring together these two domains, but more needs to be done. For fisheries-dependent communities, the full range of benefits derived from greater coherence between fisheries policies and social protection is not yet widely understood; nor are the means through which improved coherence can be promoted. This Framework for analysis and action seeks to fill these knowledge gaps. By drawing from concrete country experiences, the Framework for analysis and action clarifies the benefits of strengthening coherence between fisheries policies and social protection, and identifies options for achieving improved coherence through policy and programming.

Book excerpt: As the quality of climate risk information and scientific forecasting has continued to improve, the imperative to act in advance of an imminent shock in order to protect people, assets and livelihoods has also gained notable attention and increasing investment. Recognizing this opportunity, some governments, and development and humanitarian partners are trying to gain a better understanding of the potential of social protection to deliver support ahead of a forecasted shock, including exploring options to systematically integrate anticipatory action approaches within existing national social protection systems. As such, this document discusses the conceptual and practical linkages between these two topics alongside presenting four country case studies, thereby contributing to the literature on how social protection and anticipatory action can protect agricultural livelihoods.

Social protection is taken to include “all initiatives, both formal and informal, that provide social assistance to extremely poor individuals and households; social services to groups who need special care or would otherwise be denied access to basic services; social insurance to protect people against the risks and consequences of livelihood shocks; and social equity to protect people against social risks such as discrimination and abuse” (Devereux and Sabates-Wheeler, 2008).

Book excerpt: FAO recognizes that those living in rural areas whose livelihoods depend heavily on natural resources, are disproportionately affected by climate risks because of their great likelihood of living in high-risk geographical locations as well as their high vulnerability to, and limited capacity to cope with, climate hazards due to low incomes, lack of savings, weaker social networks, low asset bases and heavy reliance on agriculture and natural resources. Protecting poor and vulnerable small scale producers from the negative impacts of climate risks is an imperative in order to reach FAO’s strategic objectives and achieve Sustainable development goal one and two. Managing Climate risks through social protection sheds light on social protection as an effective investment to safeguard the livelihood of small scale producers and strengthen their essential role in ensuring food security across the globe.

Available in PDF, EPUB and Kindle. Book excerpt: Adaptive social protection (ASP) helps to build the resilience of poor and vulnerable households to the impacts of large, covariate shocks, such as natural disasters, economic crises, pandemics, conflict, and forced displacement. Through the provision of transfers and services directly to these households, ASP supports their capacity to prepare for, cope with, and adapt to the shocks they face—before, during, and after these shocks occur. Over the long term, by supporting these three capacities, ASP can provide a pathway to a more resilient state for households that may otherwise lack the resources to move out of chronically vulnerable situations. Adaptive Social Protection: Building Resilience to Shocks outlines an organizing framework for the design and implementation of ASP, providing insights into the ways in which social protection systems can be made more capable of building household resilience. By way of its four building blocks—programs, information, finance, and institutional arrangements and partnerships—the framework highlights both the elements of existing social protection systems that are the cornerstones for building household resilience, as well as the additional investments that are central to enhancing their ability to generate these outcomes. In this report, the ASP framework and its building blocks have been elaborated primarily in relation to natural disasters and associated climate change. Nevertheless, many of the priorities identified within each building block are also pertinent to the design and implementation of ASP across other types of shocks, providing a foundation for a structured approach to the advancement of this rapidly evolving and complex agenda.
