Book excerpt: This book is a study of the increasing territorial variations in the development of sub-national welfare systems that have occurred as an effect of the decentralization of health care and social assistance policies in Italy, Spain and Great Britain. The author examines the political factors that underlie these variations by combining cross-regional and cross-country comparisons using mixed methods. Vampa’s main finding is that regionalist parties have played a key role in sub-national welfare building and have used social policy to strengthen their legitimacy in the political struggle against central authorities. In this context, functional political competition between Left and Right has been partly replaced by territorial competition between Centre and Periphery as the main determinant of social policy making. Additionally, mainstream left-wing parties have been torn between maintaining territorial uniformity in social protection and responding to demands for more extensive social services tailored to the needs and preferences of specific regional communities. This work starts from the empirical observation that all three dimensions, namely time, space, and structural functional forms, are important for an integrative framework of modern empirical analysis in regional science. The work thus aims at combining up-to-date econometric tools from the fields of spatial econometrics, panel time-series analysis and structural simultaneous equation modelling to analysis the different research questions at hand. Most of the topics dealt within this work start from a concrete empirical problem, while problem solving also aims at generating some new knowledge in a methodological way, e.g. by the complementary use of Monte Carlo simulation studies to compare the empirical performance of different estimators for specific data samples. Following a first introductory chapter, the work is structured in three parts addressing major issues in building up a stylized regional economic model such as interregional migration, factor and final demand estimation. All empirical applications use German regional data.

This overview covers the entire region and all forms of ex-pression-oral, musical, customary, and material. He follows with a catalog of those folk-cultural traits-from food and crafts to music and story-that are distinctly southern. The book then explores the Native American and Old World sources of southern folk culture. Two case studies serve as examples to stu-dents and as evidence of the author\'s larger points. The first traces the origins and develop-ment of an artifact type, the clay jug; the second examines a place, Georgia, and the relationship of its folklore to the region as a whole. The author concludes by looking to the future of folklife in a region that has lost much of its agrarian base as it modernizes, a future dependent on recent immigration and appreciation of older southern traditions by a largely urban audience. Burrison is Regents Professor of English and director of the folklore curriculum at Georgia State University. He also serves as curator of the Goizueta Folklife Gallery at the Atlanta History Museum and of the Folk Pottery Museum of Northeast Georgia at Sautee Nacoochee Center. Spectacular terrorist attacks on its Parliament and places of worship, communal riots of unprecedented ferocity, lingering separatist insurgency and violent caste conflict in impoverished regions have combined to cause a closer appraisal of India's capacity to sustain the rule of law. This book shows how governance is high when people follow the rules of transaction, derived from binding custom, legislation, administrative practices and the constitution. The key question that underpins this analysis is why do some people, sometimes, follow rules and not others? This study responds to this central question by looking at analytical narratives of political order in six Indian regional States, surveys of social and political attitudes and extended interviews with political leaders, administrators and police officers. It shows how, by drawing on the logic of human ingenuity, driven by self interest rather than mechanical adherence to tradition and ideology, these regional elites can design institutions and promote security, welfare and identity which enhance governance.
