Book excerpt: Marriages of Inconvenience: The politics of coalitions in South Africa is a research-based volume that collates and interprets lessons that South Africa should take to heart in managing interparty coalitions. It draws from domestic experiences as well as from case studies on the rest of the African continent and generic instances further afield. Coalitions in various iterations have been a part of the South African polity since the attainment of democracy in 1994. This started, nationally, with a 'grand coalition' in the form of a Government of National Unity as mandated in the interim constitution. Coalitions have also found expression in some of the country's provinces. After the transition, multiparty governments were sustained at national and provincial levels either as a matter of necessity due to election outcomes or for other political considerations. At local government level, coalitions have been relatively commonplace in South Africa from the onset of democratically elected municipalities in 2000, with many situations where no single party attained an absolute majority. This gained prominence from 2016 when many metropolitan governments and some large towns became sites of coalition politics.

It is found that regional devolution and federalist structures enable political opposition to organize and gain local power, as a supplement to influence at the central level. Generally, however, opposition parties are lacking in organization and institutionalization, as well as in their ability to find support in civil society and promote the issues that voters find most important. Overall, strong executive powers, unchecked by democratic institutions, in combination with deferential values and fear of conflict, undermine legitimate opposition activity. Yet, in the wake of these political upheavals, only one state, Tunisia, transitioned successfully from authoritarianism to democracy. Opposition parties forged a durable and long-term alliance there, which supported democratization. Similar pacts failed in Morocco and Mauritania, however. In Why Alliances Fail, Buehler explores the circumstances under which stable, enduring alliances are built to contest authoritarian regimes, marshaling evidence from coalitions between North Africa’s Islamists and leftists. Buehler draws on nearly two years of Arabic fieldwork interviews, original statistics, and archival research, including interviews with the first Islamist prime minister in Moroccan history, Abdelilah Benkirane. Introducing a theory of alliance durability, Buehler explains how the nature of an opposition party’s social base shapes the robustness of alliances it builds with other parties. He also examines the social origins of authoritarian regimes, concluding that those regimes that successfully harnessed the social forces of rural isolation and clientelism were most effective at resisting the pressure for democracy that opposition parties exerted. Book excerpt: Following the (re-) introduction of multiparty systems in Africa in the early 1990s, third and fourth elections in Africa’s new democracies and hybrid regimes are now being seen. Although there is a large and growing literature on democracy and elections in Africa, parties and party systems have hitherto not been the focus of research, which may be surprising given their central role in a liberal democracy. The early works from the 1960s and 1970s provide neither a sound conceptual nor empirical basis. Research on political parties and party systems in Africa is still in its infancy. Various contributions in this volume address the theoretical and conceptual challenges provided by the African parties and party systems with their particular features of weak organization, informal relationships dominated by "big men" and clientelism within a neopatrimonial setting. Others raise the crucial question of representation in relation to ethnicity, civil society and gender, or look into the empirical relationship between party systems and democracy. Further chapters ask questions about the appropriate electoral system for the multiethnic context in Africa and deal with the problem of electoral system reform. Finally, there are chapters which focus on the neglected area of electoral violence, and the moral role of money and vote buying is scrutinized through a case study. An important conclusion is that party research in Africa needs more conceptual clarity as well as empirical research particularly on party organization, voting behavior, and the role of ethnicity. Book excerpt: For the interaction of society and political parties within the electoral system in southern Africa, it is necessary to systematically investigate the social structures (cleavage analysis) and measure the success or failure of political parties against the backdrop of the election programmes (manifesto research). The focus of this research is the six polyarchies of Botswana, Malawi, Mozambique, Namibia, Zambia and South Africa. In countries with the voting system of proportional representation, neither coalition governments nor alternative government parties have ruled since 1990. In countries with a majoritarian voting system, either coalitions have formed a government, or one party has remained unchallenged for decades. The research results show that the previous electoral outcomes are the reflection of the cleavage structure, and there are indicators in the societies examined that can meet the theoretical expectations of democratic societies in the future. In part I, the theoretical framework for the cleavage analysis and party analysis is established, which applies for the six case studies of part II. The societies are examined in terms of eight cleavages, their extension and their political relevance. The cleavages are related to the settlement area, the occupation, the income distribution, the religion, the ethnicity (race), the language heritage, the educational level and citizenship (the proportion of foreigners). In the context of the electoral system, political parties represent the social interest. Their goals are recorded as contents of the manifesto, which can be used for Wordscores to compare the political parties on the policy domains Freedom and democracy, Political system, Economy, Welfare and quality of life, Fabric of Society and Social Groups. Each domain is described by two contrasting definitions, which are used for aggregating Left-Right categorisation of the parties. The regional results in the comparative study (part III) define the categories Left, Right and Liberal of political parties. The qualitative comparative analysis (QCA) is used to define the content of the left-wing, right-wing and liberal political parties in the context of Southern Africa. At the same time, the contents of the definitions are factors in the success of parties in Southern Africa. Parties with right-wing content are found mainly among the government parties, and parties with politically left-wing or liberal content are mainly opposition parties.
