Our tendency as a country to ignore forms of conflict that are not conventional and kinetic in character has impeded our performance in the past and will continue to do so until we grasp the full set of conflict types. A variety of terms are used to describe unconventional forms of warfare: hybrid warfare, indirect warfare, the gray zone, and others. Americans are used to thinking of a binary state of either war or peace. That is the way our organizations, doctrine, and approaches are geared. Other countries, including Russia, China, and Iran, use a wider array of centrally controlled, or at least centrally directed, instruments of national power and influence to achieve their objectives. Whether it is contributing to foreign political parties, targeted assassinations of opponents, infiltrating non-uniformed personnel such as the little green men, traditional media and social media, influence operations, or cyber-connected activity, all of these tactics and more are used to advance their national interests and most often to damage American national interests. These tactics are not new. The historical records suggest that hybrid warfare in one form or another may well be the norm for human conflict, rather than the exception.

In August 2010, the National Research Council established the Committee on Improving the Decision Making Abilities of Small Unit Leaders to produce Improving the Decision Making Abilities of Small Unit Leaders. This report examines the operational environment, existing abilities, and gap to include data, technology, skill sets, training, and measures of effectiveness for small unit leaders in conducting enhanced company operations (ECOs) in hybrid engagement, complex environments. Improving the Decision Making Abilities of Small Unit Leaders also determines how to understand the decision making calculus and indicators of adversaries. Improving the Decision Making Abilities of Small Unit Leaders recommends operational and technical approaches for improving the decision making abilities of small unit leaders, including any acquisition and experimentation efforts that can be undertaken by the Marine Corps and/or by other stakeholders aimed specifically at improving the decision making of small unit leaders. This report recommends ways to ease the burden on small unit leaders and to better prepare the small unit leader for success. Improving the Decision Making Abilities of Small Unit Leaders also indentifies a responsible organization to ensure that training and education programs are properly developed, staffed, operated, evaluated, and expanded.

Conflicts in Ukraine, Israel and Lebanon (Hizbullah), Syria, Libya, War on Terror in Afghanistan and its impact in Pakistan etc., have resulted in multi-layered efforts to destabilise a functioning state and polarize its society. The centre of gravity is to target population in hybrid warfare. The aim of the adversary is to influence influential policy makers and key decision makers by combining kinetic operations with subversive efforts. The aggressor often resorts to covert actions, to avoid attribution or retribution. At the moment there is no universally accepted definition of hybrid wars – the term is too abstract and is seen by some as using a fancy term to refer to irregular methods to counter conventionally stronger forces. Accordingly, many say that the new definitions of 4th generation or hybrid wars are really the repackaging of the traditional clash between the armed forces of nation states and the non-state insurgents. This book will be assessing Pakistan’s insecurity and the hybrid wars imposed onto it by its adversaries. It will look at a number of issues that Pakistan is facing (military imbalance, economic and political weaknesses, internal and external security threats and the impact of hybrid warfare on Pakistan).
