Results describe challenging weather-related aviation decisions and the information and cues used to support these decisions. Further, these results demonstrate the role of expertise in business aviation decision-making in weather flying, and how weather information is acquired and assessed for reliability. The challenging weather scenarios and novice errors identified in the results provide the basis for experimental scenarios and dependent measures to be used in future flight simulation evaluations of candidate aviation weather information systems. Finally, we analyzed these preliminary results to recommend design and training interventions to improve business aviation decision-making with weather information. The primary objective of this report is to present these preliminary findings and to document the extended CTA methodology used to elicit and represent expert business aviator decision-making with weather information. These preliminary findings will be augmented with results from additional subjects using this methodology. Forty-eight general aviation pilots were divided into three equal groups and presented with a simulated flight scenario involving embedded convective activity. The control group had access to conventional sources of pre-flight and in-flight weather products. The two treatment groups were provided with a weather display that presented NEXRAD mosaic images, graphic depiction of METARs, and text METARs. One treatment group used a NEXRAD image looping feature and the second group used the National Convective Weather Forecast (NCWF) product overlaid on the NEXRAD display. Both of the treatment displays provided a significant increase in situation awareness but, they provided incomplete information required to deal with hazardous convective weather conditions, and would require substantial pilot training to permit their safe and effective use. Book excerpt: "Continued flight under visual flight rules into instrument meteorological conditions is the predominant cause for fatal accidents by percentage, for general aviation aircraft operations. It is possible that a pilot's motivation or reason for flying will override other safer, more logical courses of action when a hazard presents itself. The decision appears to stem from a willingness to persist in a course of action despite factors that indicate an alternate and safer course is warranted. This research addresses what is currently presumed about the decision to continue flying under visual flight rules into instrument conditions and marries those ideas with the extensive studies on how theoretically affects the decision-making process. The research used a quantitative factorial experimental design and explored what bearing, if any, does type of motivation, or meteorological condition, or the interaction of the two have on a pilot's willingness to persist in visual flight rule into instrument meteorological conditions. The researcher applied fundamental motivation theory and aviation regulation in the development of scenarios that were used to assess a pilot's willingness to persist in unsafe weather conditions, and to determine what role motivation and the weather conditions might have played in that decision. A 3x3 factorial design was followed, and the method of analysis was a two-way mixed analysis of variance. The independent variable meteorological condition indicated a significant effect on the dependent variable willingness to persist, and the independent variable motivation did not indicate a significant effect. The interaction between meteorological condition and motivation resulted in a significant effect on the dependent variable, particularly in the marginal weather condition, although with a low effect size. This result suggests that those who are motivated to fly for a specific reason or reasons might be more willing to persist over those who have no real reason to be flying. A recommendation for future research is that the experiment be replicated in a direct observation experimental design in either a full or partial motion simulator. Further defining how motivation and meteorological conditions influence aeronautical decision-making can change the way aviation safety advocates, academics, regulators, and industry approach the issue. The results of this research could help determine what part of aeronautical decision making is objective and what is more subject to a person's base desires."--Abstract

Book excerpt: An investigation was conducted of the values or worth functions pilots attribute to weather and terrain variables in making decision about flight in a single-engine aircraft under visual flight rules. The research employed a scenario-based judgment task designed to elicit pilot worth functions for visibility, ceiling, precipitation, and terrain features (specifically, flight over flat terrain, mountainous terrain, and over water). Subjects were asked to consider a proposed cross-country flight of approximately one hour duration over each of the three terrain conditions. They were then given a deck of cards describing various combinations of ceiling, visibility, and precipitation and asked to first rank order the cards in descending order of comfort with flying under the described conditions over the specified terrain and then to assign a numerical rating to each card using a scale of 0 (least comfortable) to 100 (most comfortable). For each subject a linear model was constructed using the comfort ratings as the dependent variable and the visibility, ceiling, and terrain values as the independent variables. A separate linear model was constructed for each subject for each of the three terrain conditions. The regression weights associated with each terrain type were then subjected to hierarchical clustering to identify groups of weight sets differing significantly with respect to worth function emphasis. Examination of the clusters indicated that pilots could be reliably grouped into four groups for the flat and mountainous terrain scenarios and two groups for the over-water scenario. These clusters are characterized primarily by the average degree of comfort which the subjects expressed in flying under the conditions described, by the nature of their efficiency of utilization of information (multiplicative models compared to simpler single variable models), and de.

Book excerpt: The present study investigated effects of weather related factors on the performance of pilots under free flight. A weather scenario was defined by a combination of precipitation factors (light rain, moderate rain, and heavy rain or snow), visibility (1,4,8 miles), wind conditions (light, medium, or heavy), cloud ceiling (800ft. below, 1800ft above, and 4000ft horizontal). The performance of the aircraft self-separation was evaluated in terms of detection accuracy and detection times for student- and commercial (expert) pilots. Overall, the results obtained from a behavioral analysis showed that in general, the ability to recognize intruder aircraft conflict incidents, followed by the ability to acquire the spatial location of the intruder aircraft relative to ownership aircraft were judged to be the major cognitive tasks as perceived by the participants during self-separation. Further, the participants rarely used cockpit display of traffic information (CDTI) during conflict management related to aircraft separation, but used CDTI highly during decision-making tasks. In all weather scenarios, there were remarkable differences between expert and student pilots in detection times. In summary, weather scenarios were observed to affect intruder aircraft detection performance accuracies. There was interaction effects between weather Scenario-1 and Scenario-2 for climbing task data generated by both expert- and student- pilots at high traffic density. Scenario-3 weather condition provided an opportunity for poor detection accuracy as well as detection time increase. This may be attributed to low visibility. The intruder aircraft detection times were not affected by the weather conditions during climbing and descending tasks. Book excerpt: NTSB accident data indicate that low-time, non-instrument rated general aviation pilots are disproportionately involved in fatal weather-related accidents. In view of the existing 200-hour experience requirement (FAR 61.65) for an instrument rating, some 150 hours of flight time must be accumulated between Private Pilot Certification and issuance of the rating. During this period there is a fairly high probability of encountering weather conditions that present task demands which exceed the capabilities of the pilot. Suggestions have been made to reduce the 200-hour requirement in the hope that earlier instrument training would be sought, thereby reducing these accidents. The study reported here examined the relationship of pilot experience to the acquisition of instrument flight skills. Seventy-nine Embry-Riddle Aeronautical University students were assigned to one of three experimental training groups in which a full program of private, instrument, and commercial pilot training was administered. Prior to taking their instrument checkrides, the groups had 113, 138, and 171 mean hours of flight time, respectively. Inflight performance was assessed objectively and subjectively. Non statistically significant differences were found among tracks in instrument flying skill. Results suggest that a reduction in the 200-hour experience requirement should be considered. Such a reduction would encourage earlier training of instrument skills and could reduce the weather-related accident rate for low-time private pilots. (Author).

Book excerpt: Patients often solicit the advice of friends, or receive second-hand reports of 'friends of a friend,' about treatments for medical conditions. These testimonials can play an influential role in a patient's selection of a medical course of action (Sutter, 2006; Ubel, Jepson, & Baron, 2001). Similarly, pilots solicit information from various sources when making a "go or no go" decision about flying (FAA, 1991). However, one area that lacks research concerns the effect of the "pilot report" (testimonial) that a general aviation (GA) pilot may solicit at their flying club or Fixed Based Operator (FBO). This testimonial may contain information about actual weather conditions experience by pilots who have recently landed. The purpose of this study is to investigate whether pilot testimonials influence decisions to go or no-go and how this influence is moderated by the perceived quality of the testimonial. The analysis shows that testimonials had little impact on pilots' weather decision making in most flight scenarios, and that pilots' decisions were more strongly influenced by text and graphical weather information. In the flight scenario where the "expert" pilot gave a testimonial to no-go, findings showed that the testimonial was found to be as influential as text and graphical weather in making go or no-go decisions. In regards to the quality of the testimonial, the findings suggest the "expert" testimonial was judged as more credible; however, this did not increase the influence the ranking of the testimonial. Alternative explanations for the effects of the "testimonials" are discussed.
