Defense budgets are usually an indicator of a country's military modernization priorities, and what future military capabilities it might possess. They can also serve as a gauge of a country's defense commitment and resolve, or its potential to threaten others.

Book excerpt: To help the U.S. Air Force assess the resources the government of the People's Republic of China is likely to spend on its military over the next two decades, this study projects future growth in Chinese government expenditures as a whole and the military in particular, evaluates the current and likely future capabilities of China's defense industries, and compares likely future Chinese expenditures on defense with recent expenditures by the United States and the U.S. Air Force. Although economic growth in China is destined to slow, output will still triple by 2025. In addition, government reforms hold the promise of improving the weak performance of China's defense industries. Although the researchers' high-end forecast of military expenditures is based on the assumption that the Chinese government would be able to spend 5.0 percent of GDP on defense, they believe that pressures within China to increase social spending on health care, pensions, education, and the environment, coupled with the costs of paying the Chinese government's liabilities, make it more likely that military spending will not rise above 2.3 percent of GDP. Using a combination of projected market and purchasing power parity exchange rates, the authors forecast that Chinese military spending is likely to rise from an estimated $69 billion in 2003 to $185 billion by 2025-approximately 61 percent of what the Department of Defense spent in 2003.

The reforms could result in a more adept joint warfighting force, though the PLA will continue to face a number of key hurdles to effective joint operations, Several potential actions would indicate that the PLA is overcoming obstacles to a stronger joint operations capability. The reforms are also intended to increase Chairman Xi Jinping's control over the PLA and to reinvigorate Chinese Communist Party (CCP) organs within the military. Xi Jinping's ability to push through reforms indicates that he has more authority over the PLA than his recent predecessors. The restructuring could create new opportunities for U.S.-China military contacts.

In 2013, China announced a 5.7 percent increase in its annual military budget to $119.5 billion, continuing more than two decades of sustained annual defense spending increases. China sustained its investments in strategic forces modernization, as well as key anti-access/area-denial (A2/AD) capabilities such as advanced intermediate- and medium-range conventional ballistic missiles, long-range land-attack and anti-ship cruise missiles, counter-space weapons, and offensive cyber capabilities. China's military investments provide it with a growing ability to project power at increasingly longer ranges. In 2013, this included at-sea testing of China's first aircraft carrier and continued development of fifth generation fighter aircraft. During his visit to California in June 2013 for a summit with President Obama, China's President Xi Jinping and President Obama affirmed that China and the United States should continue working together to build a "new model" of relations in order to expand practical areas of cooperation and constructively manage differences in the bilateral relationship. During a robust number of high-level U.S.-China political and military engagements in 2013, leaders from both countries agreed that "enhanced and substantive" military dialogue and communication would foster greater understanding and expand mutual trust. Within that framework, the U.S. Department of Defense seeks to continue building a military-to-military relationship with China that is sustained and substantive, while encouraging China to contribute constructively to efforts with the United States, our allies and partners, and the greater international community to maintain peace and stability. As the United States builds a stronger foundation for a military-to-military relationship with China, it also will continue to monitor China's evolving military strategy, doctrine, and force development and encourage China to be more transparent about its military modernization program. In concert with its allies and partners, the United States will continue adapting its forces, posture, and operational concepts to maintain a stable and secure Asia-Pacific security environment.
