Book excerpt: Excerpt from The Constitutional History of England Since the Accession of George the Third 1760-1860, Vol. 1 of 3 Constitutional History of England, from 1760 to 1860, having been concluded as a complete work, some years since, I have not ventured to disturb the original narrative, by any attempt to continue it to the prwent time. But more than ten years have since passed, which will ever be memorable in the consti tutional history of our country; and in preparing a new edition of this work, I have added a supplemen tary chapter, in which I have briefly reviewed the more remarkable events of this latter period, in their relations to the history of the previous hundred years, and have endeavoured to measure their influence. Book excerpt: Excerpt from The Constitutional History of England From the Accession of Henry VII to the Death of George II, Vol. 1 of 3 The origin and progress of the English constitution, down to the extinction of tho house of Plantagenet, formed a considerable portion of a work published by mo some years since, on the history, and especially the laws and institutions, of Europe during the period of tho middle ages. It had been my first intention to have prosecuted that undertaking in a general continuation; and when experience taught me to abandon a scheme projected early in life with very inadequate views of its magnitude, I still determined to carry forward the constitutional history of my own country, as both tho most important to ourselves, and, in many respects, the most congenial to my own studies and habits of mind. The title which I have adopted appears to exclude all matter not referrible to tho state of government, or what is loosely denominated tho constitution. I have, therefore, generally abstained from mentioning, except cursorily, either military or political transactions, which do not seem to bear on this primary subject. It must, however, be evident that the constitutional and general history of England, at some periods, nearly coincide, and I presume that a few occasional deviations of this nature will not be deemed unpardonable, especially whore they tend, at least indirectly, to illustrate the main topic of inquiry. Book excerpt: Excerpt from The Government of England: Its Structure and Its Development The English Constitution forms a part of the Common Law. Our government by King, Lords, and Commons, the mutual relations of these several powers, our Constitution courts of law and of equity, our great offices of State, are all, and from their earliest rudiments have been, known to the law, and recognized by it. Obvious as this proposition now appears, it has not always been followed in practice; even yet, perhaps, it sometimes is not thoroughly understood. To the ingenious inventors of paper constitutions in the last century the unwritten traditions of our political system supplied a favourite subject for sarcasm and contempt. These politicians could not believe in any system of polity which was not expressed in words and figures; where there was no delicate adjustment of powers, and where the right of men to cashier their rulers was not prominently set forth. But the law of political conditions, like the law of property or the law of obligations, or any other portion of our jural system, needs not the formal statement of a code. "That ancient collection of unwritten maxims and customs," of which this branch of our law forms a part, has its own inherent vitality. It is no subtle contrivance of human art, but is one of the forms in which national life is manifested. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from The Constitutional History of England Since the Accession of George the Third, 1760-1860, Vol. 2 of 3 We have traced, in the last chapter, the changes which were successively introduced into the constitution of the House of Commons, - the efforts made to reduce the influence of the crown, the ministers, and the aristocracy over its members, - to restrain corruption, and encourage an honest and independent discharge of its duties to the public. We have now to regard Parliament, - and mainly the House of Commons, - under another aspect: to observe how it has wielded the great powers entrusted to it, - in what manner it has respected the prerogatives of the crown, the authority of the law, and other jurisdictions, - and how far it has acknowledged its own responsibilities to the people. Throughout its history, the House of Commons has had struggles with the crown, the House of Lords, the courts of law, the press, and the people.
