CHAPTER VIII DEBATES AND ACTION ON THE RECONSTRUCTED STATES Some allusion has been made in reference to the material changes made in the supplementary Acts of reconstruction and to the wide discretion reserved by them to Congress. To understand fully these changes it is needful to state some of the important facts connected with the passage of the Joint Resolution of Congress admitting Tennessee to representation in Congress. Under the administration of Mr. Lincoln, and in pursuance of his plan, in February, 1865, a convention was held in Tennessee to remodel its Constitution. The remodeling consisted in amendments to the existing Constitution. By these amendments suffrage was confined to whites, except that power was given to the Legislature at its first session under the amended Constitution to prescribe qualifications for voters and limitations on the elective franchise. The amended Constitution disfranchised many whites. Each elector was required to take an oath that he was an active friend of the United States and an enemy of the Confederate States; that he rejoiced in the triumph of the armies and navies of the United States and in the defeat and overthrow of the Confederates; and that he would cordially oppose all armistices or negotiations for peace with the rebels until the Constitution of the United States and all laws and proclamations in pursuance thereof should be established over all the States and Territories of the Union. The Legislature ratified the Thirteenth Article of Amendment, and the amended Constitution abolished slavery in Tennessee. Since the day Aaron Burr fired his fatal shot, Americans have tried to come to grips with Alexander Hamilton's legacy. Stephen Knott surveys the Hamilton image in the minds of American statesmen, scholars, literary figures, and the media, explaining why Americans are content to live in a Hamiltonian nation but reluctant to embrace the man himself. Knott observes that Thomas Jefferson and his followers, and, later, Andrew Jackson and his adherents, tended to view Hamilton and his principles as "un-American." While his policies generated mistrust in the South and the West, where he is still seen as the founding "plutocrat," Hamilton was revered in New England and parts of the Mid-Atlantic states. Hamilton's image as a champion of American nationalism caused his reputation to soar during the Civil War, at least in the North. However, in the wake of Gilded Age excesses, progressive and populist political leaders branded Hamilton as the patron saint of Wall Street, and his reputation began to disintegrate. Hamilton's status reached its nadir during the New Deal, Knott argues, when Franklin Roosevelt portrayed him as the personification of Dickensian cold-heartedness. When FDR erected the beautiful Tidal Basin monument to Thomas Jefferson and thereby elevated the Sage of Monticello into the American Pantheon, Hamilton, as Jefferson's nemesis, fell into disrepute. He came to epitomize the forces of reaction contemptuous of the "great beast"-the American people. In showing how the prevailing negative assessment misrepresents the man and his deeds, Knott argues for reconsideration of Hamiltonianism, which rightly understood has much to offer the American polity of the twenty-first century. Remarkably, at the dawn of the new millennium, the nation began to see Hamilton in a different light. Hamilton's story was now the embodiment of the American dream-an impoverished immigrant who came to the United States and laid the economic and political foundation that paved the way for America's superpower status. Book excerpt: After its early introduction into the English colonies in North America, slavery in the United States lasted as a legal institution until the passage of the Thirteenth Amendment to the Constitution in 1865. But increasingly during the contested politics of the early republic, abolitionists cried out that the Constitution itself was a slaveowners’ document, produced to protect and further their rights. A Slaveholders’ Union furthers this unsettling claim by demonstrating once and for all that slavery was indeed an essential part of the foundation of the nascent republic. In this powerful book, George William Van Cleve demonstrates that the Constitution was pro-slavery in its politics, its economics, and its law. He convincingly shows that the Constitutional provisions protecting slavery were much more than mere “political” compromises—they were integral to the principles of the new nation. By the late 1780s, a majority of Americans wanted to create a strong federal republic that would be capable of expanding into a continental empire. In order for America to become an empire on such a scale, Van Cleve argues, the Southern states had to be willing partners in the endeavor, and the cost of their allegiance was the deliberate long-term protection of slavery by America’s leaders through the nation’s early expansion. Reconsidering the role played by the gradual abolition of slavery in the North, Van Cleve also shows that abolition there was much less progressive in its origins—and had much less influence on slavery’s expansion—than previously thought.
