Available in PDF, EPUB and Kindle. Book excerpt: Since the end of the Cold War, the proliferation of weapons of mass destruction has become much more prominent in U.S. national security and foreign policy planning. Revelations about Iraqi, North Korean, South African, and Israeli nuclear weapon programs, the possibility of a nuclear arms race in South Asia, and the multidimensional conflicts in the Middle East all point to the immediacy of this problem. Adding a dangerous new twist is the dissolution of the Soviet Union, a superpower armed with nuclear, chemical, and biological weapons whose successor states are wracked by economic crises and political instability. At least three main factors underlie this renewed emphasis on proliferation. First, the reduced military threat from the former Soviet Union has increased the relative importance of lesser powers, especially if armed with weapons of mass destruction. Second, certain international political and technological trends are increasing the threat to international security from proliferation. Third, new opportunities are opening for enhancing the current international regimes designed to stem proliferation. Since at least as far back as the l96Os, when it sponsored the Non-Proliferation Treaty (NPT), the United States has recognized that proliferation is a global problem and combating it requires high levels of international cooperation. This country has also exerted unilateral influence, successfully in several cases, to discourage proliferation; it will no doubt continue to do so. Nevertheless, placing priority on nonproliferation will require the further development and enforcement of international norms and behavior supporting that objective. International conditions today offer significant opportunities for such cooperation.

A collection of information on everything from aerosols to zones of peace, these two volumes cover historical background, technology, and strategic implications of biological, chemical, and nuclear weapons, thus providing facts, terms, and context needed to participate in contemporary policy debate. This encyclopedia is the only comprehensive reference dedicated to the three types of weapons of mass destruction. With over 500 entries arranged alphabetically, volume one covers biological and chemical weapons, while volume two focuses on nuclear weapons. Experts from eight countries cover issues related to these weapons, policies, strategies, technologies, delivery vehicles, arms control concepts, treaties, and key historical figures and locations. Entries are written to make difficult concepts easy to understand by cutting through military and scientific jargon. Students, lay readers, scientists, and government policy makers are provided with the broad range of information needed to place today's policy discussions in proper strategic or historical context.

Book excerpt: Physics at the beginning of the twenty-first century has reached new levels of accomplishment and impact in a society and nation that are changing rapidly. Accomplishments have led us into the information age and fueled broad technological and economic development. The pace of discovery is quickening and stronger links with other fields such as the biological sciences are being developed. The intellectual reach has never been greater, and the questions being asked are more ambitious than ever before. Physics in a New Era is the final report of the NRC's six-volume decadal physics survey. The book reviews the frontiers of physics research, examines the role of physics in our society, and makes recommendations designed to strengthen physics and its ability to serve important needs such as national security, the economy, information technology, and education.

Available in PDF, EPUB and Kindle. Book excerpt: The report examines whether the available intelligence that informed the decision to invade Iraq was adequate and properly assessed, and whether it was accurately reflected in Government publications. The report covers several topics. (1) Assessments between 1990 and September 2002. The Committee accepts that there was convincing evidence that Iraq had active chemical, biological and nuclear programmes after 1990, all prohibited by United Nations Security Council resolutions, but there was no firm intelligence about the exact nature and extent of any weapons. The Joint Intelligence Committee (JIC) assessment of 9 September 2002 is viewed as a balanced assessment of scenarios, but it does not highlight in the key judgements the uncertainties and gaps in the UK's knowledge about the chemical and biological weapons (CBW). (2) The 24 September 2002 dossier. The Committee has examined the drafts of the dossier. It finds that the final draft was toned down from an earlier one, that the JIC had not been subjected to political pressures, and that the dossier was not "sexed-up" by Alastair Campbell or anyone else. Text highlighting that Saddam was not considered a current or imminent threat to the UK mainland was not, the Committee regrets, included in the published document, nor was there a sufficiently balanced view of Saddam's chemical and biological capacity. The claim that WMDs could be ready for use in 45 minutes was not placed in context, and it should have been explained that this referred to battlefield chemical and biological munitions and their movement on the battlefield. The concerns about the dossier raised by some members of the Defence Intelligence Service were not communicated to the chairman of the JIC or the Defence Secretary: the Committee recommends that this should happen in future. (3) Assessments October 2002 to March 2003. Assessments whilst the UN inspectors were in Iraq were that Saddam was continuing to retain and conceal Iraq's proscribed weapons programmes, and that he would use CBW if attacked. The presence of the inspectors would have inhibited the programmes to some extent, but this was not reflected in the assessments, nor in the February 2003 dossier. (4) The February 2003 dossier. This was designed to present further evidence of Iraqi concealment, but as it contained information that was not assessed by the intelligence agencies, including an unattrributed research article, it attracted publicity that detracted from the purpose of the dossier. (5) Annexes. The report also contains two annexes: a briefing note on the influence of the Iraqi intelligence and security services; and the Committee's comments on the Foreign Affairs Committee report (HCP 813-I, session 2002-02, ISBN 0215011627)

Available in PDF, EPUB and Kindle. Book excerpt: Deterrence as a strategic concept evolved during the Cold War. During that period, deterrence strategy was aimed mainly at preventing aggression against the United States and its close allies by the hostile Communist power centersâ€"the Union of Soviet Socialist Republics (USSR) and its allies, Communist China and North Korea. In particular, the strategy was devised to prevent aggression involving nuclear attack by the USSR or China. Since the end of the Cold War, the risk of war among the major powers has subsided to the lowest point in modern history. Still, the changing nature of the threats to American and allied security interests has stimulated a considerable broadening of the deterrence concept. Post-Cold War Conflict Deterrence examines the meaning of deterrence in this new environment and identifies key elements of a post-Cold War deterrence strategy and the critical issues in devising such a strategy. It further examines the significance of these findings for the U.S. Navy and Marine Corps. Quantitative and qualitative measures to support judgments about the potential success or failure of deterrence are identified. Such measures will bear on the suitability of the naval forces to meet the deterrence objectives. The capabilities of U.S. naval forces that especially bear on the deterrence objectives also are examined. Finally, the book examines the utility of models, games, and simulations as decision aids in improving the naval forces' understanding of situations in which deterrence must be used and in improving the potential success of deterrence actions.

Book excerpt: The proliferation of weapons of mass destruction has continued to give cause for concern even after the end of the Cold War. This book analyses how the prospects for proliferation have changed since the 1990s, particularly in light of the Gulf War and the UN inspections of Iraq. It will examine the new pattern of incentives and disincentives for proliferation, the utility of these weapons at state and sub-state levels and their implications for arms control and international security.
