A collection of information on everything from aerosols to zones of peace, these two volumes cover historical background, technology, and strategic implications of biological, chemical, and nuclear weapons, thus providing facts, terms, and context needed to participate in contemporary policy debate. This encyclopedia is the only comprehensive reference dedicated to the three types of weapons of mass destruction. With over 500 entries arranged alphabetically, volume one covers biological and chemical weapons, while volume two focuses on nuclear weapons. Experts from eight countries cover issues related to these weapons, policies, strategies, technologies, delivery vehicles, arms control concepts, treaties, and key historical figures and locations. Entries are written to make difficult concepts easy to understand by cutting through military and scientific jargon. Students, lay readers, scientists, and government policy makers are provided with the broad range of information needed to place today's policy discussions in proper strategic or historical context.

Available in PDF, EPUB and Kindle. Book excerpt: Crucial information on nuclear, chemical, and biological weapons From the diseased animal carcass hurled over the wall of a besieged castle to the nuclear suitcase bomb carried by a clandestine operative, the threat of unconventional weapons has always been a feature of warfare. Today's danger comes mainly from the potential use of nuclear, biological, and chemical (NBC) weapons of mass destruction (WMD) by international terrorists or rogue states. False alarms and misinformation about these weapons have abounded in the jittery post-9/11 atmosphere. To understand and deal with the actual threat posed requires basing response plans, policy, and reporting on actual facts. Introduction to Weapons of Mass Destruction separates fact from fiction about NBC weaponry by providing clear, technically precise information. For each family of weapon, coverage in this handbook includes: * History and background information * Agent types and delivery mechanisms * Effects of exposure * Protection * Safe storage and handling * Decontamination * Medical treatments Drawing from a broad array of military, scientific, and safety resources, this text offers both accessibility to the general public and accuracy and depth for professional emergency responders. Additional resources include a bibliography of references and a list of addresses and telephone numbers of federal and military agencies and professional organizations of interest. With full coverage of WMDs, from high-tech, genetically modified organisms to rudimentary radiological "dirty bombs," Introduction to Weapons of Mass Destruction is an essential reference for understanding and responding to these dangerous warfare agents.

Available in PDF, EPUB and Kindle. Book excerpt: The spread of weapons of mass destruction poses one of the greatest threats to international peace and security in modern times--the specter of nuclear, chemical, and biological weapons looms over relations among many countries. The September 11 tragedy and other terrorist attacks have been painful warnings about gaps in nonproliferation policies and regimes, specifically with regard to nonstate actors. In this volume, experts in nonproliferation studies examine challenges faced by the international community and propose directions for national and international policy making and lawmaking. The first group of essays outlines the primary threats posed by WMD proliferation and terrorism. Essays in the second section analyze existing treaties and other normative regimes, including the Nuclear Non-Proliferation Treaty and the Chemical Weapons and Biological Weapons Conventions, and recommend ways to address the challenges to their effectiveness. Essays in part three examine the shift some states have made away from nonproliferation treaties and regimes toward more forceful and proactive policies of counterproliferation, such as the Proliferation Security Initiative, which coordinates efforts to search and seize suspect shipments of WMD-related materials.

Book excerpt: We've come a long way from the Peashooter Era: with the advent of modern household products and office supplies - foldback clips, clothespins, rubber bands, ballpoint pens, toothpicks, paper clips and plastic utensils - the everyday junk drawer can hold all the materials needed to create pocket-sized weaponry. Whether you're slowing dying of boredom in a stuffy office, plotting revenge on your older siblings or simply looking for a wonderful way to kill some time, this book is for you. Toy designer John Austin provides detailed, step-by-step instructions for each project, including materials and ammo lists, clear pictures, and construction tips, for mayhem-loving MacGyvers. The 35 devices include catapults, slingshots, darts, crossbows, and combustion shooters. Build a tiny trebuchet from paper clips and a D-cell battery. Wrap a penny in a string of paper caps to create a surprisingly impressive "bomb." Several of the projects even include variations where combatants mount laser pointer sights to their shooters to increase their accuracy. The instructions are simple so that anyone can make these wacky innovations in minutes whilst also learning about mechanics and physics in a fun, hands-on way.

Available in PDF, EPUB and Kindle. Book excerpt: In WEAPONS OF MASS DESTRUCTION AND TERRORISM, 2/e, Dr. James Forest and Brigadier General (Retired) Russell Howard have collected original and previously published seminal articles and essays by scientists, academics, government officials, and members of the nation’s security and intelligence communities. The editors and several of the authors write from practical field experience in nonproliferation and counterterrorism efforts. Others have had significant responsibility for developing government policies to address the threat of weapons of mass destruction and terrorism. The contributors include many significant names in the field including Bruce Hoffman, Ashton Carter, William Perry, Brian Jenkins, Jonathan Tucker, Charles Ferguson, David Albright, Gary Ackerman, and Gregory Koblentz. Unit I of the book introduces key terms and addresses important strategic and policy debates. Authors explain how the new forms of terrorism affect the post-9/11 security environment and how weapons of mass destruction could give terrorists short-term, asymmetric attack advantages over conventional military forces. Unit II offers detailed accounts of the characteristics, availability, and dangers of specific types of WMD, along with five case studies that associate theory with practice—an important feature of this volume. Unit III is focused on key dimensions of the WMD threat to critical infrastructure. Unit IV deals with past, present, and future national and international responses to—and defenses against—the threat of WMD terrorism. And in the final section of the volume, authors provide several analytical frameworks for predicting future WMD threats, and draw from historical events to identify lessons and strategies for the future. Appendices include U.S. national strategy documents on countering terrorism and standards for controlling WMD materials and technologies.

Available in PDF, EPUB and Kindle. Book excerpt: This unique book is a compendium of eight outstanding reports from the Center for the Study of Weapons of Mass Destruction (WMD Center). The reports include: Part 1: Defining "Weapons of Mass Destruction" * Part 2: Countering Weapons of Mass Destruction: Looking Back, Looking Ahead * Part 3: International Partnerships to Combat Weapons of Mass Destruction * Part 4: Can al Qaeda Be Deterred from Using Nuclear Weapons? * Part 5: Eliminating Adversary Weapons of Mass Destruction: What's at Stake? * Part 6: Iraq and After: Taking the Right Lessons for Combating Weapons of Mass Destruction * Part 7: The Future Nuclear Landscape * Part 8: The Future of Weapons of Mass Destruction: Their Nature and Role in 2030 The phrase "weapons of mass destruction, "for example, is an amorphous one, changing meaning according to the whims of the speaker. Raising the specter of WMD is more a way by which politicians assign blame or take a stand on seemingly objective moral standards than a way by which they assess a particular weapons system. Because many analysts find fault with existing definitions, they offer new definitions that differ in some radical way from those commonly accepted.8 Still others, believing that the traditional definitions for WMD are intellectually problematic, propose dropping the term altogether. Recognizing these disagreements, the 2004 British government review of Iraq WMD intelligence offered the following comment: There is a considerable and long-standing academic debate about the proper interpretation of the phrase "weapons of mass destruction." We have some sympathy with the view that, whatever its origin, the phrase and its accompanying abbreviation is now used so variously as to confuse rather than enlighten readers. In important ways, the world is at a nuclear crossroads. The complex and dynamic nuclear landscape presents us with challenges along at least four axes: regional nuclear proliferation, nuclear terrorism, great power nuclear relations, and the security implications of increased interest in nuclear energy. These problems are interrelated in ways that the national security community does not fully understand. Strategy and policy frameworks do not address them in sufficiently integrated fashion. New conceptual thinking is required to develop a more unified understanding of and approach to managing the risks and opportunities posed by these 21st-century nuclear challenges. Today, more than at any other time in the nuclear era, nuclear capacity and potential (knowledge, technology, and materials) are accessible to a growing number of actors with more ambitious goals. The result is a high degree of nuclear latency that challenges traditional thinking about nuclear threats. Whereas 30 or 40 years ago, only a handful of countries were assumed to know how to acquire nuclear weapons, as many as 35 or 40 nations currently are believed to be in the know, and many more could become so based on their participation in civilian nuclear energy programs.

Book excerpt: This book is a compilation of government reports on weapons of mass destruction. The first chapter is a bill that seeks to ensure the Department of Homeland Security (DHS) has the structure, authority, and tools it needs to counter the threat of weapons of mass destruction. Chapter 2 discusses the continuation of the national emergency with respect to the proliferation of weapons of mass destruction. Chapter 3 reports on the Department of Homeland Security's organisation to counter weapons of mass destruction. The danger North Korea poses to the world is more than just its rogue nuclear program and ballistic missile brinksmanship as discussed in chapter 4. Chapter 5 examines (1) DHS programs and activities to prevent and protect against domestic chemical attacks and (2) the extent to which DHS has integrated and coordinated all of its chemical defense programs and activities. Chapter 6 examines (1) information the federal government has about the procurement, distribution, use, and disposition of Agent Orange; (2) DOD and VA efforts to make information about where Agent Orange and its components were tested and stored available; and (3) challenges associated with Agent Orange testing.
