Under this proposed compact, the allocation of resources would shift from the government to the private industrial and financial sectors. The transformation of the government bureaucracy from an ad hoc policy role to one of a transparent and predictable regulator is a key to the success of this undertaking. These new directions would present the government with enormous challenges. Greater competitive discipline and regulatory oversight would be required. While dealing with the complexities of the transition, the government would have to maintain macroeconomic stability and the momentum of savings and investment. For comparison, the study examines the industrial economies of France, Germany, Japan, and the United States, which underwent similar shifts.

Book excerpt: In the commercial sector, oil and natural gas are the predominant fuels used to meet space-heating needs of schools, office buildings, apartment complexes, etc. These buildings generally require firing rates of 1 to 10 million Btu/hr. Objective of this program is to demonstrate the technical and economic viability of a coal-fired combustion system for this sector. The commercial-scale coal-water slurry (CWS)-fired space heating system is a scale-up of a CWS-fired residential warm-air heating system developed by Tecogen Inc. This system included a patented nonslagging combustor known as IRIS (Inertial Reactor with Internal Separation). The combustor concept employs centrifugal forces combined with a staged combustion process to achieve high carbon conversion efficiencies and low N oxides generation. Along with the necessary fuel storage and delivery, heat recovery, and control equipment, the system includes pollution control devices to meet targeted values of SO[sub 2] and particulate emissions. In general, the system is designed to match the reliability, safety, turndown, and ignition performance of gas or oil-fired systems. During the 8th quarter of this program, a demonstration plan was developed for installation and operation of the space heating system at an actual installation. Also, equipment upgrades were implemented and laboratory testing performed to evaluate the performance of the system with these changes.

Book excerpt: A study conducted by Pittsburgh Energy Technology Center of sulfur emissions from about 1,300 United States coal-fired utility boilers indicated that half of the emissions were the result of burning coals having greater than 1.2 pounds of SO2 per million BTU. This was mainly attributed to the high pyritic sulfur content of the boiler fuel. A significant reduction in SO2 emissions could be accomplished by removing the pyrite from the coals by advanced physical fine coal cleaning. An engineering development project was prepared to build upon the basic research effort conducted under a solicitation for research into Fine Coal Surface Control. The engineering development project is intended to use general plant design knowledge and conceptualize a plant to utilize advanced froth flotation technology to process coal and produce a product having maximum practical pyritic sulfur reduction consistent with maximum practical BTU recovery.

Book excerpt: Several new initiatives were begun in coal preparation, including a project to develop a liquid CO2 coalescence process that will produce a superclean coal containing less than 1% ash. Another new project in this area is focusing on chemical coal cleaning for the removal of harmful trace elements, such as arsenic, lead, and zinc. Milestones were reached in both of our major electron beam flue gas cleanup projects. In the area of coal-water mixtures, our major industrial contracts are now approaching critical milestones. The analysis of our in-house combustion testing of micronized coal-water mixtures in PETC's 700-horsepower oil-designed boiler has been completed. By reducing the coal particle size from 90% minus 200 mesh down to 87% minus 19 microns, the carbon conversion efficiency increased from a level of 96% to 98%. Combustion tests with a commercially available CWM showed that combustion air enriched to 23% oxygen reduced the needed air preheat temperature from 370° to 200°F. Work also got underway in the new projects selected last summer to investigate advanced direct liquefaction processes. At Kerr-McGee, three scoping runs on their 350 pound/day integrated bench-scale unit were successfully completed. The objective of these runs was to evaluate subbituminous coal process options in terms of catalyst performance, distillate yields, and generation of coke precursors. Cities Service began its project on the characterization of hydrogen donor solvents in two-stage liquefaction. 7 figures, 33 tables.
