This first volume deals with the history of political economy in France in the Age of Enlightenment. After presenting a kind of "review of the troops" and some main developments inherited from preceding centuries, the chapters are devoted to P. de Boisguilbert's foundation of liberal political economy; J. Law's monetary theory and policy; the many strands of "commerce politique"; the theoretical developments of F. Quesnay and the physiocratic movement; and A.-R.-J. Turgot's, J.-J.-L. Graslin's and M.-J.-A.-N. Caritat de Condorcet's sensationist political economy. The volume then examines some political critiques of liberal political economy and goes on with a study of the first attempts to quantify economic variables and to formalise the economic discourse. It concludes with a chapter on the importance of translations into French of books published abroad, and with the main institutional and theoretical developments which happened during the French Revolution. Book excerpt: The purpose of this book is to provide a comprehensive analysis of the work of Frédéric Bastiat (1801-1850), one of the towering intellectual figures of nineteenth century France. More than anyone else of his time, Bastiat personified the struggle of liberalism and science against socialism and utopia. Between 1844 in 1850, his campaign for the idea of liberty and his commitment to the discipline of political economy made him one of the most vigorous champions of economic liberalism in France. Bastiat put forth one of the most ambitious interpretations of the liberalism of his time, one that entailed both a critique of primitive socialism and a concern to provide political economy with a theoretical foundation. His thinking is far more sophisticated than would appear at first glance. Nor can it be confined, as so many commentators would have us believe, to its strictly economic dimension. The themes that Bastiat addressed – free trade, competition, labour, among others – certainly helped to reduce it to this dimension. Yet he did not limit himself to these issues, even if he dealt with them at length. He also paid close attention to the political, moral, social and religious dimensions. Coming, as Bastiat’s writing did, at a decisive moment in the history of French liberalism, the very existence of his work explodes the long-standing received idea to the effect that liberalism, and in particular economic liberalism, is the exclusive domain of Anglo-Saxon countries. Bastiat’s work thus offers a solid rebuttal to Hayek, who proclaimed "the total absence of a liberal tradition in France." This book should be of interest to students and researchers of many strands of economics, as well as those looking at French liberalism and the history of social science more generally.

It chronicles political economists' encounter with «the social question» - all those unexpected social consequences of nineteenth-century industrialization - which offered concrete evidence that industrial capitalism showed few signs of guaranteeing happiness and economic success to all productive members of society. The social question forced economists to admit that their theoretical assumptions were not working in practice the way they were supposed to in theory and to confront the possibility that their science might be less certain than they had believed. This book explores the relationship between the unexpected socio-economic realities of an industrializing society and the disciplinary formation and self-protection of an aspiring human science, and it links political economy's aspirations to governmentality, that peculiarly modern type of power explored by Michel Foucault. Like other «dubious» human sciences during the nineteenth century, French political economy was embroiled in a network of interventionist strategies, administered both from inside and outside the state, designed to produce docile bodies, obedient souls, and a content and productive population. Author of the famous Treatise on Political Economy in 1803, which was revised and re-edited on several occasions, he published numerous other works including a voluminous Complete Course in Practical Political Economy in 1828–9. He also taught political economy successively from 1815 until his death in three Parisian establishments: the Athénée, the Conservatory of Arts and Trades, and the Collège de France. The texts in which Say exposes his approach to political economy have not been available in the English language until now except for the fourth edition of the ‘Preliminary Discourse’ which serves as an introduction to the Treatise. This book presents a translation which renders his works accessible to the English speaking world. For the first time, English readers will be able to become directly immersed in Say’s principal texts, where he develops his conception of political economy. Jean-Baptiste Say and Political Economy proposes a translation of a selection of eleven of Say’s texts. The first three are versions of the ‘Preliminary Discourse’ from the Treatise’s editions of 1803, 1814 and 1826 with the variations of the editions of 1817, 1819 and 1841. The following four texts are the opening discourses pronounced at the Conservatory in 1820 and 1828 and the Collège de France in 1831 and 1832. The eighth text is the ‘General Considerations’ which open the Complete Course in Practical Political Economy of 1828, with the variations of the 1840 re-edition. The final three texts are those Say devotes to ‘the progress of political economy’ in what is akin to a history of economic thought. This volume is of great importance to economic historians and people studying Jean-Baptiste Say, as well as those who are interested in economic theory and philosophy and political economy.
