Available in PDF, EPUB and Kindle. Book excerpt: 2019 Missile Defense Review - January 2019 According to a senior administration official, a number of new technologies are highlighted in the report. The review looks at "the comprehensive environment the United States faces, and our allies and partners face. It does posture forces to be prepared for capabilities that currently exist and that we anticipate in the future." The report calls for major investments from both new technologies and existing systems. This is a very important and insightful report because many of the cost assessments for these technologies in the past, which concluded they were too expensive, are no longer applicable. Why buy a book you can download for free? We print this book so you don't have to. First you gotta find a good clean (legible) copy and make sure it's the latest version (not always easy). Some documents found on the web are missing some pages or the image quality is so poor, they are difficult to read. We look over each document carefully and replace poor quality images by going back to the original source document. We proof each document to make sure it's all there - including all changes. If you find a good copy, you could print it using a network printer you share with 100 other people (typically its either out of paper or toner). If it's just a 10-page document, no problem, but if it's 250-pages, you will need to punch 3 holes in all those pages and put it in a 3-ring binder. Takes at least an hour. It's much more cost-effective to just order the latest version from Amazon.com This book includes original commentary which is copyright material. Note that government documents are in the public domain. We print these large documents as a service so you don't have to. The books are compact, tightly-bound, full-size (8 1/2 by 11 inches), with large text and glossy covers. 4th Watch Publishing Co. is a HUBZONE SDVOSB. https: //usgovpub.com

Book excerpt: In 2010, NATO decided to expand its ballistic missile defense program, in part because of the American offer to include its European Phased Adaptive Approach (EPAA) as the centerpiece of an expanded effort. For the Allies' part, few have actually contributed tangible ballistic missile defense assets, in terms of missile interceptors, radars or other sensors, or ballistic missile defense-related platforms. This is likely to have significant implications for the U.S. Army, which has an important but largely underappreciated role in NATO missile defense today. In particular, the Army is likely to face increased manpower demands, materiel requirements, and training needs in order to meet the demand signal created by the NATO ballistic missile defense program. Additionally, Army units involved directly in or in support of ballistic missile defense are likely to face a higher OPTEMPO than currently projected. Ultimately, this will exacerbate the perceived imbalance in transatlantic burden-sharing, particularly if the EPAA provides little, if any, benefit to the defense of U.S. territory, given Washington's decision to cancel Phase 4 of that framework.

The European Phased Adaptive Approach (EPAA) is designed to defend against existing and near-term ballistic missile threats and build up defenses over four phases as threats mature and new BMD technologies become available. EPAA is DoD's first implementation of its new, regional approach to BMD. This report evaluated DoD's plans for implementing EPAA. It reviewed the extent to which: (1) DoD has developed guidance and addressed management of cost and schedule for EPAA; and (2) DoD planning for EPAA is informed by operational performance data. Includes recommendations. Charts and tables. This is a print on demand report.

Book excerpt: As ballistic missile technology proliferates, and as ballistic missile defenses are deployed by both the Russian Federation and the United States, it is increasingly important for these two countries to seek ways to reap the benefits of systems that can protect their own national security interests against limited missile attacks from third countries without undermining the strategic balance that the two governments maintain to ensure stability. Regional Ballistic Missile Defense in the Context of Strategic Stability examines both the technical implications of planned missile defense deployments for Russian and U.S. strategic deterrents and the benefits and disadvantages of a range of options for cooperation on missile defense.

Book excerpt: The Department of Defense's statutorily-mandated report on Regional Ballistic Missile Defense generally described plans and processes for regional missile defense. However, for the topics Congress required DOD to address, DOD has more comprehensive information which it could have provided to better reflect its current efforts and activities and which would benefit the congressional defense committees during their authorization and appropriation deliberations. One of these topics is a description of progress in system development and testing for the European Phased Adaptive Approach (a 2009 Presidential policy known as EPAA) and an assessment of technical and schedule risk. DOD's report characterizes technical and schedule risks as being minimized; based on GAO's body of work on missile defense, that characterization is optimistic. Since GAO's first review of EPAA in 2010, DOD has progressed in establishing some acquisition management practices for EPAA and has delivered some capabilities. But technical, schedule, and other risks remain. GAO sees three challenges DOD faces in its acquisition approach: (1) fully implementing a management process that synchronizes acquisition activities and ensures transparency and accountability; (2) improving execution of development and integration plans to stem fragmentation of development activities, schedule delays, and concurrency between key events; and (3) executing plans for tests and assessments so that these activities can be completed before MDA declares that a technical capability has been delivered. GAO concluded that MDA's decision to delay delivery of some capabilities for EPAA as compared to initial plans and make subsequent upgrades after EPAA phase declarations reflects the complexity of developing and integrating systems that provide an increasingly capable defense of Europe. While this approach allows flexibility, it does so at the risk of delivering less capability than expected without demonstrating the actual performance of what is delivered.

Book excerpt: Regional Missile Defense from a Global Perspective explains the origins, evolution, and implications of the regional approach to missile defense that has emerged since the presidency of George H. W. Bush, and has culminated with the missile defense decisions of President Barack Obama. The Obama administration's overarching concept for American missile defense focuses on developing both a national system of limited ground-based defenses, located in Alaska and California, intended to counter limited intercontinental threats, and regionally-based missile defenses consisting of mobile ground-based technologies like the Patriot PAC-3 system, and sea-based Aegis-equipped destroyer and cruisers. The volume is intended to stimulate renewed debates in strategic studies and public policy circles over the contribution of regional and national missile defense to global security. Written from a range of perspectives by practitioners and academics, the book provides a rich source for understanding the technologies, history, diplomacy, and strategic implications of the gradual evolution of American missile defense plans. Experts and non-experts alike—whether needing to examine the offense-defense tradeoffs anew, to engage with a policy update, or to better understand the debate as it relates to a country or region—will find this book invaluable. While it opens the door to the debates, however, it does not find or offer easy solutions—because they do not exist.

Book excerpt: This volume reviews the debates surrounding the anti-ballistic missile (ABM) defense systems and their deployment by George W. Bush, allowing readers to assess for themselves the significance of Bush's decisions. The Missile Defense Systems of George W. Bush: A Critical Assessment asks and answers a number of pressing questions about Bush's decision to deploy ground-based missiles. Has the system become reliable? If not, what are the prospects for it to become effective? What have the fiscal costs been? What was the political impact of efforts to expand ABM systems to Europe? This is the only major book that brings together all of the factors—historical and current—to allow readers to assess President Bush's decisions for themselves. Opening with an extensive history of missile defense, the book analyzes Bush's efforts to establish ground-based missiles in Eastern Europe, as well as the impact of his decisions. Both the administration's policies and evaluations and those of critical observers are presented. President Obama's program for missile defense is reviewed as well. A final chapter evaluates the technical progress of the various ABM systems and weighs the political dimensions of the deployment decision and the cost of the undertaking to date.
