The report calls for major investments from both new technologies and existing systems. This is a very important and insightful report because many of the cost assessments for these technologies in the past, which concluded they were too expensive, are no longer applicable. Book excerpt: The Department of Defense's statutorily-mandated report on Regional Ballistic Missile Defense generally described plans and processes for regional missile defense. However, for the topics Congress required DOD to address, DOD has more comprehensive information which it could have provided to better reflect its current efforts and activities and which would benefit the congressional defense committees during their authorization and appropriation deliberations. One of these topics is a description of progress in system development and testing for the European Phased Adaptive Approach (a 2009 Presidential policy known as EPAA) and an assessment of technical and schedule risk. DOD's report characterizes technical and schedule risks as being minimized; based on GAO's body of work on missile defense, that characterization is optimistic. Since GAO's first review of EPAA in 2010, DOD has progressed in establishing some acquisition management practices for EPAA and has delivered some capabilities. But technical, schedule, and other risks remain. GAO sees three challenges DOD faces in its acquisition approach: (1) fully implementing a management process that synchronizes acquisition activities and ensures transparency and accountability; (2) improving execution of development and integration plans to stem fragmentation of development activities, schedule delays, and concurrency between key events; and (3) executing plans for tests and assessments so that these activities can be completed before MDA declares that a technical capability has been delivered. GAO concluded that MDA's decision to delay delivery of some capabilities for EPAA as compared to initial plans and make subsequent upgrades after EPAA phase declarations reflects the complexity of developing and integrating systems that provide an increasingly capable defense of Europe. While this approach allows flexibility, it does so at the risk of delivering less capability than expected without demonstrating the actual performance of what is delivered.

Current global trends indicate that ballistic missile systems are becoming more flexible, mobile, survivable, reliable, and accurate, while also increasing in range. A number of states are also working to increase the protection of their ballistic missiles from pre-launch attack and to increase their effectiveness in penetrating missile defences. Several states are also developing nuclear, chemical, and/or biological warheads for their missiles. Such capabilities could be significant sources of military advantage during a conflict. But they may be equally significant in times of relative peace, when they undergird efforts to coerce states near and far. Regional actors such as North Korea and Iran continue to develop long-range missiles that will be threatening to the United States. There is some uncertainty about when and how this type of intercontinental ballistic missile (ICBM) threat to the U.S. homeland will mature, but there is no uncertainty about the existence of regional threats. They are clear and present. The threat from short- range, medium-range, and intermediate-range ballistic missiles (SRBMs, MRBMs, and IRBMs) in regions where the United States deploys forces and maintains security relationships is growing at a particularly rapid pace. This book provides an overview of select issues and policies of the ballistic missile defence program.

Chapter 1 gives a brief history of the BMD Program. For over half a century, the Department of Defense (DOD) has funded efforts to defend the United States from ballistic missile attacks. The Missile Defense Agency (MDA) developing missile defense capabilities to defend the United States, deployed forces, and regional allies from missile attacks. Chapter 2 addresses for fiscal year 2018 (1) the progress MDA made in achieving delivery and testing goals and (2) the extent to which MDA made progress in developing and delivering integrated regional BMDS capabilities. Chapter 3 discusses (1) the challenges MDA and the defense intelligence community face in meeting the agency's threat assessment needs and (2) the extent to which MDA engages the defense intelligence community on missile defense acquisitions. Foreign countries have made advancements in their nuclear weapons and ballistic missile programs. Chapter 4 reports on the current status of North Korea's nuclear weapons and ballistic missile programs, while chapter 5 provides information on Iran's ballistic missile capabilities. The current Ballistic Missile Defense System, largely equipped to contend with legacy ballistic missile threats, must be adapted to this challenge. The same characteristics that make hypersonic missiles attractive may also hold the key to defeating them. This CSIS report argues how a new hypersonic defense architecture should exploit hypersonic weapons’ unique vulnerabilities and employ new capabilities, such as a space sensor layer, to secure critical nodes. These changes are not only necessary to mitigate the hypersonic threat but to defeat an emerging generation of maneuvering missiles and aerial threats.
