Under the FY2020 budget submission, the number of BMD-capable Navy Aegis ships is projected to increase from 38 at the end of FY2018 to 59 at the end of FY2024. BMD-capable Aegis ships operate in European waters to defend Europe from potential ballistic missile attacks from countries such as Iran, and in in the Western Pacific and the Persian Gulf to provide regional defense against potential ballistic missile attacks from countries such as North Korea and Iran. The Aegis BMD program is funded mostly through MDA's budget. The Navy's budget provides additional funding for BMD-related efforts. MDA's proposed FY2020 budget requests a total of $1,784.2 million (i.e., about $1.8 billion) in procurement and research and development funding for Aegis BMD efforts, including funding for two Aegis Ashore sites in Poland and Romania. MDA's budget also includes operations and maintenance (O&M) and military construction (MilCon) funding for the Aegis BMD program. Issues for Congress regarding the Aegis BMD program include the following: * whether to approve, reject, or modify MDA's FY2020 funding procurement and research and development funding requests for the program; * required numbers of BMD-capable Aegis ships versus available numbers of BMD-capable Aegis ships; * the burden that BMD operations may be placing on the Navy's fleet of Aegis ships, and whether there are alternative ways to perform BMD missions now performed by U.S. Navy Aegis ships, such as establishing more Aegis Ashore sites; * burden sharing-how allied contributions to regional BMD capabilities and operations compare to U.S. naval contributions to overseas regional BMD capabilities and operations; * whether to convert the Aegis test facility in Hawaii into an operational land-based Aegis BMD site; * the potential for ship-based lasers, electromagnetic railguns (EMRGs), and hypervelocity projectiles (HVPs) to contribute in coming years to Navy terminal phase BMD operations and the impact this might eventually have on required numbers of ship-based BMD interceptor missiles; and * technical risk and test and evaluation issues in the Aegis BMD program.

On October 5, 2011, the United States, Spain, and NATO jointly announced that, as part of the EPAA, four BMD-capable Aegis ships are to be forward-homeported (i.e., based) at Rota, Spain, in FY2014 and FY2015. BMD-capable Aegis ships also operate in the Western Pacific and the Persian Gulf to provide regional defense against potential ballistic missile attacks from countries such as North Korea and Iran. The Aegis BMD program is funded mostly through MDA's budget. The Navy's budget provides additional funding for BMD-related efforts. MDA's proposed FY2015 budget requests a total of $2,046.3 million in procurement and research and development funding for Aegis BMD efforts, including funding for two Aegis Ashore sites in Poland and Romania that are to be part of the EPAA. The eventual role for sea-based systems in the worldwide U.S. BMD architecture has not been determined. The issue for Congress for this report is: What should be the role of sea-based systems in U.S. ballistic missile defense? Compared to other BMD systems, sea-based BMD systems offer potential strengths and limitations. Potential strengths include the ability to conduct BMD operations from advantageous locations at sea that are inaccessible to ground-based systems, the ability to operate in forward locations in international waters without permission from foreign governments, and the ability to readily move to new maritime locations as needed. Potential limitations of sea-based BMD systems include possible conflicts with performing other ship missions, higher costs relative to ground-based systems, and vulnerability to attack when operating in forward locations. Potential issues for Congress regarding sea-based BMD systems include the role of sea-based BMD systems in the eventual U.S. BMD architecture, whether to initiate a program to fully replace the canceled Navy Area Defense (NAD) program for sea-based terminal-defense operations, pacing and funding for Aegis BMD radar and missile upgrades, and whether the Aegis BMD development approach offers potential lessons for the ground-based midcourse development program. The Missile Defense Agency (MDA) developing missile defense capabilities to defend the United States, deployed forces, and regional allies from missile attacks. Chapter 2 addresses for fiscal year 2018 (1) the progress MDA made in achieving delivery and testing goals and (2) the extent to which MDA made progress in developing and delivering integrated regional BMDS capabilities. Chapter 3 discusses (1) the challenges MDA and the defense intelligence community face in meeting the agency's threat assessment needs and (2) the extent to which MDA engages the defense intelligence community on missile defense acquisitions. Foreign countries have made advancements in their nuclear weapons and ballistic missile programs. Chapter 4 reports on the current status of North Korea's nuclear weapons and ballistic missile programs, while chapter 5 provides information on Iran's ballistic missile capabilities. Members of Congress and Pentagon officials have placed a growing emphasis on U.S. programs to develop hypersonic weapons as a part of an effort to acquire the capability for the United States to launch attacks against targets around the world in under an hour. Book excerpt: The United States has pursued missile defenses since the dawn of the missile age shortly after World War II. The development and deployment of missile defenses has not only been elusive, but has proven to be one of the most divisive issues of the past generation. The Bush Administration substantially altered the debate over missile defenses. The Administration requested significant funding increases for missile defense programs, eliminated the distinction between national and theater missile defense, restructured the missile defense program to focus more directly on developing deployment options for a "layered" capability to intercept missiles aimed at U.S. territory across the whole spectrum of their flight path, adopted a new, untried development and acquisition strategy, announced U.S. withdrawal from the 1972 Anti-ballistic Missile Treaty, and is deploying an initial national missile defense capability. Critics, however, take issue with assertions that the threat is increasing, citing evidence that the number of nations seeking or possessing nuclear weapons has actually declined over the past twenty years. Moreover, they argue that the technology for effective missile defense remains immature, that deployment is provocative to allies, friends, and adversaries, and it is a budget-buster that reduces the availability of funds to modernize and operate U.S. conventional military forces. They argue especially that some major powers view U.S. missile defense as an attempt at strategic domination and that other, such as China, will expand their missile capabilities in response.
