Available in PDF, EPUB and Kindle. Book excerpt: The Aegis ballistic missile defense (BMD) program, which is carried out by the Missile Defense Agency (MDA) and the Navy, gives Navy Aegis cruisers and destroyers a capability for conducting BMD operations. Under the FY2020 budget submission, the number of BMD-capable Navy Aegis ships is projected to increase from 38 at the end of FY2018 to 59 at the end of FY2024. BMD-capable Aegis ships operate in European waters to defend Europe from potential ballistic missile attacks from countries such as Iran, and in in the Western Pacific and the Persian Gulf to provide regional defense against potential ballistic missile attacks from countries such as North Korea and Iran. The Aegis BMD program is funded mostly through MDA's budget. The Navy's budget provides additional funding for BMD-related efforts. MDA's proposed FY2020 budget requests a total of $1,784.2 million (i.e., about $1.8 billion) in procurement and research and development funding for Aegis BMD efforts, including funding for two Aegis Ashore sites in Poland and Romania. MDA's budget also includes operations and maintenance (O&M) and military construction (MilCon) funding for the Aegis BMD program. Issues for Congress regarding the Aegis BMD program include the following: * whether to approve, reject, or modify MDA's FY2020 funding procurement and research and development funding requests for the program; * required numbers of BMD-capable Aegis ships versus available numbers of BMD-capable Aegis ships; * the burden that BMD operations may be placing on the Navy's fleet of Aegis ships, and whether there are alternative ways to perform BMD missions now performed by U.S. Navy Aegis ships, such as establishing more Aegis Ashore sites; * burden sharing-how allied contributions to regional BMD capabilities and operations compare to U.S. naval contributions to overseas regional BMD capabilities and operations; * whether to convert the Aegis test facility in Hawaii into an operational land-based Aegis BMD site; * the potential for ship-based lasers, electromagnetic railguns (EMRGs), and hypervelocity projectiles (HVPs) to contribute in coming years to Navy terminal phase BMD operations and the impact this might eventually have on required numbers of ship-based BMD interceptor missiles; and * technical risk and test and evaluation issues in the Aegis BMD program.

Book excerpt: The Aegis ballistic missile defense (BMD) program, which is carried out by the Missile Defense Agency (MDA) and the Navy, gives Navy Aegis cruisers and destroyers a capability for conducting BMD operations. Under MDA and Navy plans, the number of BMD-capable Navy Aegis ships is scheduled to grow from 33 at the end of FY2014 to 43 at the end of FY2019. The figure of 43 ships for FY2019, however, includes four BMD-capable Aegis cruisers that are proposed under the Navy's FY2015 budget for some form of reduced operating status starting in FY2015. Under the Administration's European Phased Adaptive Approach (EPAA) for European BMD operations, BMD-capable Aegis ships are operating in European waters to defend Europe from potential ballistic missile attacks from countries such as Iran. On October 5, 2011, the United States, Spain, and NATO jointly announced that, as part of the EPAA, four BMD-capable Aegis ships are to be forward-homeported (i.e., based) at Rota, Spain, in FY2014 and FY2015. BMD-capable Aegis ships also operate in the Western Pacific and the Persian Gulf to provide regional defense against potential ballistic missile attacks from countries such as North Korea and Iran. The Aegis BMD program is funded mostly through MDA's budget. The Navy's budget provides additional funding for BMD-related efforts. MDA's proposed FY2015 budget requests a total of $2,046.3 million in procurement and research and development funding for Aegis BMD efforts, including funding for two Aegis Ashore sites in Poland and Romania that are to be part of the EPAA. MDA's budget also includes operations and maintenance (O&M) and military construction (MilCon) funding for the Aegis BMD program.

Book excerpt: The Aegis ballistic missile defense (BMD) program, which is carried out by the Missile Defense Agency (MDA) and the Navy, gives Navy Aegis cruisers and destroyers a capability for conducting BMD operations. Under the FY2019 budget submission, the number of BMD-capable Aegis ships is scheduled to be 41 at the end of FY2019 and 57 at the end of FY2023. Two Japan-homeported Navy BMD-capable Aegis destroyers included in the above figures-the Fitzgerald (DDG-62) and the John S McCain (DDG-56)-were seriously damaged in collisions with merchant ships in waters off the coasts of Japan and Singapore in June 2017 and August 2017, respectively, and are currently being repaired. The temporary loss of these two BMD-capable ships reinforced, at the margin, concerns among some observers about required numbers of BMD-capable Aegis ships versus available numbers of BMD-capable Aegis ships, particularly for performing BMD operations in the Western Pacific. Under the European Phased Adaptive Approach (EPAA) for European BMD operations, BMD-capable Aegis ships are operating in European waters to defend Europe from potential ballistic missile attacks from countries such as Iran. MDA's proposed FY2019 budget requests a total of $1,711.8 million in procurement and research and development funding for Aegis BMD efforts, including funding for two Aegis Ashore sites in Poland and Romania that are to be part of the EPAA. MDA's budget also includes operations and maintenance (O&M) and military construction (MilCon) funding for the Aegis BMD program. Book excerpt: The DoD has treated ballistic missile defense (BMD) as a priority since the mid-1980s and has invested tens of billions of dollars to R&D such capabilities. In 2002, 2 key events transformed DoD's approach in this area: (1) the Sec. of Def. consolidated existing BMD elements into a single acq'n. program and placed them under the mgmt. of the Missile Defense Agency (MDA); and (2) the Pres. directed MDA to begin fielding an initial configuration, or block, of BMD capabilities in 2004. MDA estimates that it will need $53 billion between FY 2004 and 2009 to continue the development, fielding, and evolution of BMDs. This report assessed the extent to which MDA achieved program goals in FY 2003. Also considers shortcomings in how MDA defines its goals. Charts and tables.

The review looks at "the comprehensive environment the United States faces, and our allies and partners face. It does posture forces to be prepared for capabilities that currently exist and that we anticipate in the future." The report calls for major investments from both new technologies and existing systems. This is a very important and insightful report because many of the cost assessments for these technologies in the past, which concluded they were too expensive, are no longer applicable. Available in PDF, EPUB and Kindle. Book excerpt: In developing a global ballistic missile defense (BMD) system, the Department of Defense (DOD) currently is modifying 18 Navy cruisers and destroyers for BMD operations, and has placed a large BMD radar -- the Sea-Based X-Band Radar (SBX) -- on a modified floating oil platform. The eventual role for sea-based systems in the worldwide U.S. BMD architecture has not been determined. The issue for Congress for this report is: What should be the role of sea-based systems in U.S. ballistic missile defense? Compared to other BMD systems, sea-based BMD systems offer potential strengths and limitations. Potential strengths include the ability to conduct BMD operations from advantageous locations at sea that are inaccessible to ground-based systems, the ability to operate in forward locations in international waters without permission from foreign governments, and the ability to readily move to new maritime locations as needed. Potential limitations of sea-based BMD systems include possible conflicts with performing other ship missions, higher costs relative to ground-based systems, and vulnerability to attack when operating in forward locations. Potential issues for Congress regarding sea-based BMD systems include the role of sea-based BMD systems in the eventual U.S. BMD architecture, whether to initiate a program to fully replace the canceled Navy Area Defense (NAD) program for sea-based terminal-defense operations, pacing and funding for Aegis BMD radar and missile upgrades, and whether the Aegis BMD development approach offers potential lessons for the ground-based midcourse development program. This report will be updated as events warrant.

Book excerpt: The United States has been developing and deploying ballistic missile defenses (BMD) to defend against enemy missiles continuously since the late 1940s. Chapter 1 gives a brief history of the BMD Program. For over half a century, the Department of Defense (DOD) has funded efforts to defend the United States from ballistic missile attacks. The Missile Defense Agency (MDA) developing missile defense capabilities to defend the United States, deployed forces, and regional allies from missile attacks. Chapter 2 addresses for fiscal year 2018 (1) the progress MDA made in achieving delivery and testing goals and (2) the extent to which MDA made progress in developing and delivering integrated regional BMDS capabilities. Chapter 3 discusses (1) the challenges MDA and the defense intelligence community face in meeting the agency's threat assessment needs and (2) the extent to which MDA engages the defense intelligence community on missile defense acquisitions. Foreign countries have made advancements in their nuclear weapons and ballistic missile programs. Chapter 4 reports on the current status of North Korea's nuclear weapons and ballistic missile programs, while chapter 5 provides information on Iran's ballistic missile capabilities. Members of Congress and Pentagon officials have placed a growing emphasis on U.S. programs to develop hypersonic weapons as a part of an effort to acquire the capability for the United States to launch attacks against targets around the world in under an hour. Chapter 6 focuses, primarily, on the Pentagon's ongoing program to develop ballistic missile-based conventional prompt strike systems. The Navy undertook a conceptual design phase for the FFG(X) Guided Missile Frigate program that enabled industry to inform FFG(X) requirements, identify opportunities for cost savings, and mature different ship designs. Chapter 7 addresses the FFG(X) acquisition approach and contracting plans. Chapter 8 provides background information and issues for Congress on the Aegis ballistic missile defense (BMD) program, which is carried out by the Missile Defense Agency (MDA) and the Navy, and gives Navy Aegis cruisers and destroyers a capability for conducting BMD operations.

Book excerpt: Since 2002, the DoD has spent over $80 billion on developing and fielding a Ballistic Missile Defense System (BMDS) comprised of various land-and-sea-based elements employed by multiple combatant commands and services. Since the time available to iontercept a missile is short, integrating training among all org. involved is important to connect seams where commands and elements must work together. This report assessed the exent to which DoD has: (1) developed a plan for integrating BMDS training across and among commands and multiple elements, and identified training roles, responsibilities, and authorities; and (2) identified and budgeted for the resources to support training. Book excerpt: The United States has pursued missile defenses since the dawn of the missile age shortly after World War II. The development and deployment of missile defenses has not only been elusive, but has proven to be one of the most divisive issues of the past generation. The Bush Administration substantially altered the debate over missile defenses. The Administration requested significant funding increases for missile defense programs, eliminated the distinction between national and theater missile defense, restructured the missile defense program to focus more directly on developing deployment options for a "layered" capability to intercept missiles aimed at U.S. territory across the whole spectrum of their flight path, adopted a new, untried development and acquisition strategy, announced U.S. withdrawal from the 1972 Anti-ballistic Missile Treaty, and is deploying an initial national missile defense capability. Critics, however, take issue with assertions that the threat is increasing, citing evidence that the number of nations seeking or possessing nuclear weapons has actually declined over the past twenty years. Moreover, they argue that the technology for effective missile defense remains immature, that deployment is provocative to allies, friends, and adversaries, and it is a budget-buster that reduces the availability of funds to modernize and operate U.S. conventional military forces. They argue especially that some major powers view U.S. missile defense as an attempt at strategic domination and that other, such as China, will expand their missile capabilities in response.

Book excerpt: At the request of the Chief of Naval Operations, the National Research Council, under the auspices of the Naval Studies Board, established a committee to assess the Department of the Navy's current and future naval theater missile defense (TMD) capabilities. The Committee for Naval Forces' Capability for Theater Missile Defense first convened in April 2000 and met approximately 2 days a month for 8 months. This report is based on the information presented to the committee during that period and on the committee members' accumulated experience and expertise in military operations, systems, and technologies.
