Globalization and technological change predict the great potential for additional developments in labor market performance. But people should be ready for change. A progression of creative annihilation is probably under way, where some chores are either offshored or given to robots. A better world of for jobs cannot be warranted – a lot will be contingent on devising the right policies and institutes in place.

In general, workers feel more positive than negative about automation, especially in emerging markets. We find that negative perceptions about automation are prevalent among workers who are older, poorer, more exposed to job volatility, and from countries with higher levels of robot penetration. Perceptions over automation are positively viewed by workers with higher levels of job satisfaction, higher educational attainment, and from countries with stronger labor protection. Workers with positive perceptions of automation also tend to respond that re-education and retraining will be needed to adapt to rapidly evolving skill demands. These workers expect governments to have a role in shaping the future of work through protection of labor and new forms of social benefits. The demand for protection and benefits is more significant among women and workers that have suffered job volatility.

Going Viral: COVID-19 and the Accelerated Transformation of Jobs in Latin America and the Caribbean focuses on recent trends in the economies of the region that have been significantly changing the labor market: premature deindustrialization, the servicification of the economy, and the changing skill requirements of jobs as automation advances. The findings of this report have important implications for economic policy. Some of these implications are related to the productivity challenges that Latin America and the Caribbean was already facing after the end of the “Golden Decade†? in 2013. Other policy implications see their relevance enhanced by the COVID-19 crisis.
