Book excerpt: Evaluation of scientific research, particularly of research which is supported by government funds, is a matter of growing concern in virtually every nation. It is no longer adequate to expect that the value of investments in research will be judged in long-term historical perspective. Resources are scarce and policy-makers are looking for ways to assure that these resources are used in the most effective way. From the life-or-death evaluations of academic research institutes in the post-communist countries to the Government Performance and Results Act(GPRA) in the United States, research evaluation has become a topic of utmost importance in science policy. Evaluation often has substantial consequences for researchers and research institutions, including restructuring, shifting of priorities, budget reductions, or evenclosures. Therefore it is essential that evaluation is done systematically and objectively, with methodologies that can be understood and trusted by those concerned. This book is based on a NATO Advanced Research Workshop, co-organized by the Academy of Sciences of the Czech Republic and the American Association for the Advancement of Science. It describes a range of the most up-to-date methods of science evaluation and the experience with their implementation in many countries. This book can be of interest to researchers, policy-makers, practitioners of science evaluation and many others interested in science policy.

Book excerpt: Using Science to Improve the BLM Wild Horse and Burro Program: A Way Forward reviews the science that underpins the Bureau of Land Management's oversight of free-ranging horses and burros on federal public lands in the western United States, concluding that constructive changes could be implemented. The Wild Horse and Burro Program has not used scientifically rigorous methods to estimate the population sizes of horses and burros, to model the effects of management actions on the animals, or to assess the availability and use of forage on rangelands. Evidence suggests that horse populations are growing by 15 to 20 percent each year, a level that is unsustainable for maintaining healthy horse populations as well as healthy ecosystems. Promising fertility-control methods are available to help limit this population growth, however. In addition, science-based methods exist for improving population estimates, predicting the effects of management practices in order to maintain genetically diverse, healthy populations, and estimating the productivity of rangelands. Greater transparency in how science-based methods are used to inform management decisions may help increase public confidence in the Wild Horse and Burro Program.

Book excerpt: Health research and health care practice are radically transforming as governments invest more in large scale, national and international health projects with increasing levels of interdisciplinarity as populations age and as nations grow wealthier. This volume examines the structures and dynamics of scientific collaboration in health research and health care. Bringing together detailed research from the US, Canada, Europe and Japan, Collaboration Across Health Research and Medical Care sheds light on the features, environments and relationships that characterise collaboration in health care and research, exploring changing patterns of collaboration and examining the causes and consequences of team work in the health domain. With attention to the increasingly porous boundaries between health care and research, the book not only investigates research settings, but also considers the manner in which knowledge produced in laboratories and clinics is translated into day-to-day medical and care practice and health initiatives. It offers a rich examination of the political, technical and organisational facets of collaboration and the implications of changes in collaboration for every day treatment and practice, Collaboration Across Health Research and Medical Care will be of interest to scholars of sociology and science and technology studies, as well as those working in the field of health policy and research.

Available in PDF, EPUB and Kindle. Book excerpt: What methodological tools have been most useful in doing evaluation? What are some of the new methodologies that are being used and developed? Will the types of things evaluated expand from programs, personnel, and products to foreign aid, medical technology, environmental interventions, and World Bank loan programs? What will evaluation be like in the 21st century? These impressive evaluators from around the globe explore how evaluation has come to be what it is today and what the professional evaluation landscape will be like in the future. They examine the following: -What makes evaluation different from other disciplines? -The links and differences between evaluation and auditing professions? -Which activities have priority in evaluation, under what circumstances, and for what purposes? -New methodological approaches to doing evaluation. -The issues of advocacy versus truth in evaluation and between evaluating programs versus empowering people to evaluate their own programs. Evaluation for the 21st Century features thoughtfully written introductions to each of the main sections that provide a context and synthesis of the various evaluators′ chapters. After reading this groundbreaking book, researchers and practitioners will be able to recognize these new developments in evaluation as they encounter them, place them in context, and incorporate them into their own evaluation professions and practices. A stunning achievement, Evaluation for the 21st Century is for all professionals and practitioners in evaluation, management, public administration, sociology, psychology, education research, public health, and nursing.
