As she tells it in an essay translated in this book, luck played a role: the opening of an Imperial Orthodox Palestine Society (Russian acronym IPPO) missionary school in Nazareth in 1885 helped lift a girl her own mother considered "ugly" and lacking prospects into a world of educational opportunities and social and geographic mobility. After Nazareth 'Awda received a scholarship to the IPPO women's seminary in Beit Jala and mastered Russian. As a young teacher back in Nazareth she met and married Ivan Vasiliev, a doctor at the IPPO hospital. On a summer 1914 visit to Vasiliev's parents in Kronstadt, the couple was stranded by World War I and stayed. After his death during the Russian Civil War the young widow, now called Klavdia Viktorovna Ode-Vasilieva, supported her three daughters by teaching hygiene and Russian literacy to peasants in Ukraine, before moving to what soon became Leningrad to work with the great Arabist Ignatii Krachkovskii. She would live in Russia for the next half century"--

The author argues that Russia has been an important actor in the region for over a century and has tried to regain its influence in several countries following its strategic retreat after the collapse of the Soviet Union in the early 1990s. However, according to Kreutz, Moscow does not seek confrontation with the United States or with the West in general in the region. Rather, the Russians are interested in peace and stability in the region, which is close to its borders. Because of that, although Moscow wants to cultivate its links with Israel, it also seeks to reach a peaceful and balanced solution to the Palestinian-Israel and the Arab-Israeli conflicts, taking Palestinian and Arab interests into account. Washington can better engage Moscow as a stabilizing force in the Middle East and as a collaborator in the struggle against Islamic terrorists. At the same time, the United States must be cognizant of where Washington and Moscow diverge. Although Russia may be too weak now to compete with the United States on a global scale, it is not happy to see American or EU encroachment close to its own neighborhood. If we take their weakness for granted and become blind to the possibilities for Russian alliances in the region, we do so to our disadvantage. This book demonstrates Russia's enduring interest and influence in the Arab Middle East.

Book excerpt: During the 1990s the Russian Federation critically downgraded its relations with Middle Eastern states due to its economic difficulties and also on account of the predominant orientation of its new political class towards the Euro-Atlantic community. However, Russia did inherit from its Soviet days the role of cosponsor of the Arab-Israeli peace process and managed to establish diplomatic relations with new partners in the Arabian Gulf, yet the Asian direction of Russia’s policy was generally put on the back burner. It was only after the post-Soviet transition period – with its associated developmental difficulties and insecurity – that Russia began to assume once again its role in the world and started to rectify the imbalance between its Western and Asian focus on foreign policy (including its special Islamic dimension) and began to make up lost ground. Many Russian experts believe that the current high rates of economic growth enjoyed under the current macroeconomic policies will enable Russia in the coming decade to become the sixth largest economy in the world, and by 2020 to be one of the world’s five largest economies. Worthy of note in this respect are the goals set by President Vladimir Putin in early 2008, which aim to strengthen market and democratic transformations and help move Russia’s economy from the inertia-ridden path based on energy and raw material exports to the path of innovation. In the atmosphere of political self-improvement during Putin’s presidency, Russia developed its relations with the Middle-Eastern states, raised the level of its involvement in the regional and global politics of the region, and demonstrated its determination to follow an independent policy towards sensitive political issues such as Iraq or Iran’s nuclear program. A number of important directions can be singled out from Russia’s Middle-Eastern policy where considerable success has been achieved. Today, a strong, more self-confident Russia is becoming an important force for political change in the world and has emerged once more as an actor in international politics and a state that values its developing relations with the Arab world and the Middle East in general.
